l. The City Council and Planning Commission met to discuss the existing require-
ments for student housing in the City of San Luis Obispo and the off street
parking requirements for such developments.
The City Clerk presented for the Council and Planning Commission's information, a
report on the requirements and changes toordAnancevi dealing with student housing
since February 7, 1955.
Chaiaman of the Planning Commission, Kenneth Schwartz, briefed for the City Council
the background and considerations given to the Dover Development Company (Tropicana
Village and Islander) in their planned development for student housing on Broad
Street.
It was the common consent of the City Council and Planning Commission that the
Planning Commission would continue studies for parking requirements in student
housing developments.
2. R. D. Miller, Administrative Officer, explained to the City Council the progress
to date for filling the position of Planning Direetor for the City of San Luis
Obispo.
Mr. Miller stated written examination will be held on October 28, 1966 and the
x- am;nation will be corrected in the City from a keyed copy and the successful
candidates on the written examination will be asked to appear before an oral
board on the evening of the 28th.
Mr. Miller stated he had a three man oral board who had accepted the assignment
but a Eso— invited the City Council and Planning Commission to sit in on the
interviews as observers if they so desired.
3. Planning Commission Chairman, Kenneth Schwartz, reported to the City Council
some of the reasoning by the Planning�ommission for the denial of the zoning
request for Shell Oil Company on the corner of Marsh and Johnson Avenue.
4, Communication from City Treasurer, J. E. Boyce., ce, for permission to be absent
from the State on his vacation beginning Octobe�5, 1966 to November 12, 1966.
On motion of Councilman Miller and seconded by Councilman Gallagher, the request
was approved. otion carried.
5. At this time the City Council adjourned to executive session to discuss
property acquisitions involving possible court litigation.
6. TheCity Council reconvened in the Council Chambers with a74 Councilman present.
7. Mr. Romero, City Engineer, presented for the Council's information, plans
and specifications for a raw sewage pump at the sewer plant.

Mr. Romero asked that the City Council authorize the calling for bids to'be opened
November 7, 1966.
On motion of Councilman Miller, seconded by'Councilman Gallagher, plans and specifi-
cations were approved and the City Engineer was authorized to call for bids on a
' raw sewage pump. Motion carried.
8. Councilman Blake asked Council,permission for.himself and staff members attend-
ing the League of,California Cities Conference who might wish to leave the State
while attending the conference in San Diego, California.
On motion of Councilman Gallagher, seconded by Councilman Blake, permission was
granted.. Motion carried. ;

9. The City Engineer, D. F. Romero, asked for clarification for staff guidance on
the action taken by the City Council relative to the .sale of surplus City owned
property.adjaceni to the Buena Vista off ramp. -- -
Mr. Romero stated it was his recollection that the City Council asked him to write
to the Division of Highways -to -see if- they .would have. -any .future..need for the...__
widening along Buena Vista Street and that this land would be needed for that
purpose.
`Other members of the staff felt that the Council's action was.to.write to the'
Division of Highways and see if Abbott Street and its extension to Buena Vista
access would be needed for future alignment of 101 Highway.
After discussion by the City Council it was moved by Councilman Gallagher, seconded
by Councilman Miller, that the City advertise for sale of surplus property, the
City owned parcel adjacent to the Greene property and the parcel adjacent to the
Kennelly property but that no action be taken on the property adjacent to the
Wainscott property until a letter was received from the D1vision-of: Kghw,gys
renouncing any future need for this property. City authorized to advertise at.
minimum bid of '$1.00 per square foot. Sale to be restricted to adjacent property
owners. Motion carried.
10. On motion of Councilman Gallagher, seconded by Councilman Miller,,, the meeting
adjourned to October 24, 1966 at 7 :30 P.M. Motion carried,
