The minutes of the meetings of June 5, 10, 11 & 13, 1969 were approved as
presented.
-On motion of Councilman Miller, seconded by Councilman Blake, claims against
the City for the month of August 1969 were approved subject to the approval of
the Administrative Officer. Motion carried.

1. Council consideration of Ordinance No. 460, an ordinance. levying tax for
the current fiscal year (196970 upon all taxable property within the City
of San Luis Obispo and fixing the rate of such a tax.
Mayor Schwartz opened the meeting for discussion of the 1969 -70 tax rate.
No one appeared before the City Council.
On motion of Councilman Miller, seconded by Councilman'Blake, the following
ordinance was introduced. Ordinance No. 460, an ordinance levying a tax for
the current fiscal year (1969-70) upon all taxable property within the City
of San Luis Obispo and fixing rate of such tax.
Passed to print on the following roll call vote:

2. Councilman Blake reported for the Council committee regarding the status
and use of the Murray Adobe. He stated-1iti::was the consensus of the Committee
- that the building could be used for a tourist information center for the
balance of the month of August and all of the month of September and that the
Historical Society could use the building "after October 1, 1969.
He suggested that a temporary electrical hookup to serve the building could be
made from the existing service in Parking Lot 10 for $150. The committee also
suggested that the Chamber be allowed to put in a temporary telephone service
overhead until October 1, 1969. The Committee further recommended that the
City pay for the electrical service with the Chamber to pay for the temporary
telephone hookup, as the Historical Society will need power when they move
into the building.
On motion of Councilman Blake, seconded by Councilman Spring, that the recom-
mendations of the Counc• Committee be accepted with the City to pay for the
power installation. Motion carried.

3. Request from the Retail Merchants Association asking Council permission
to hold its sidewalk promotion on September 23.t-1969 was approved on motion
of Councilman Graham, seconded by Councilman Spring subject to.the condition
that the sidewalks would not be blocked.
4. Communication from the Park and Recreation Commission inviting the City
Council to join them in their annual inspection tour of the City's parks
and recreational facilities..
The comaun cation was ordered received and filed, with as many Council mem-
bers-as possible to attend.
5. Communication from Mrs. E. J. Fabbri, President of the Civic and Fine
Arts Association, again requesting that the City Council consider the recom-
men ation presented by Clay Davidson on P4arch 18, 1969, for development of
a community center.
Clay Davids.on,. representing the Civic and Fine Arts Association, urged that
the City Council make available 23 acres of land along Madonna Road in La-
guna Lake Park to.be offered for development into commercial and R -3 uses
and that the condition of the lease be that lessee developea community cen-
ter for use by the City. He stated he felt that a large motel-hotel-firm.
might wish to lease this land for development of hotel and restaurant fac-
ilities and would build a community center for use by the City as an induce-
ment to acquire the.'land for their use. Likewise the community center would
compliment the hotel operation by bringing people to the site.
He urged that a citizens committee be appointed to investigate this proposal
and to prepare specifications for the lease as outlined in his letter of
March 18, 1969. He reminded the City Council that when the prior'City Council
enacted the so called bed tax over five years ago, it was proposed that the
City use a portion of the funds for development of a convention center.
Communication from the Park and Recreation Commission forwarding a resolution
unanimously adopted by the Commission, that no City park land be taken away
and given to any private or public agency for development of commercial enter-
prises, but that all park land be kept for recreational use by the general
public.
Councilman Graham felt that the Civic and Fine Arts Association had done a-
good job on their study but wondered if the matter could be continued until
the City had funds to develop its own convention center. He agreed that a
committee should be formed to investigate the proposal of the Civic-and Fine
Arts Association.
Councilman Blake stated he agreed with the.proposal of the Civic and Fine Arts
Association to seek out a developer and see if the project was feasible.
Councilman Miller stated he was opposed to the proposal of the Civic and Fine
Arts Association as he felt it would be a poor investment for the City to.give
up valuable park land for a convention center which would be tourist oriented.
He felt that the Civic and Fine Arts Association should arrange private.finan-
cing for its.. proposal. He was opposed to developing a convention center with
public funds in view of greater needs in the communityv
Councilman Graham stated he felt that the Civic and Fine Arts Association had
done a go jo or the community in attempting to acquire a convention center
for San Luis Obispo.
Mayor Schwartz stated he did not feel it was right for the City Council to
give up park land for development of a convention center on the basis proposed
by the Civic and Fine Arts Association. He felt that the proposal takes too
much land from the park area when the park area is needed for community open
space. ,Further, he felt that the proposal interferes with private enterprise
by bringing in a large Hotel- co'niplex on City owned land. in competition-with
locally owned motel enterprises. He state he would,like.to see a convention
center developed, but not through a private developer on City owned land.

R. D. Miller, Administrative Officer, stated that as he understood it, only a
- convention center-is needed as the Art Association has their .own building for
their displays and the Little Theater group is planning on building its own
building near the Sinsheimer recreational complex-.
- Mrs. Lucille Fabbri, President of the Civic and Fine Arts Association, stated
that the only purpose of the Association was to develop a multi - purpose center
within the City and she felt the center was needed by the entire San Luis Obispo
area and not just the people living in the community. She said it was very dis-
couraging to have worked so hard on a project only to be rejected at every turn.
Mayor Schwartz suggested that first the community must support the principle of
a convention center and pass the necessary bonds for development with full
community support.
Councilman Miller stated that the City had more important priorities in the
area of park and recreation needs than building a fine art center. -He also re-
minded the City Council that this proposal had been put before the voters of
San Luis Obispo and its environs and it had been disapproved.
Councilman Blake stated that the Civic and Fine Arts Association proposal has
only been to provide the City with a community center to be used by the local
residents and not specifically for tourists or conventions. He felt that the
City should push ahead with the recommended proposal.
Councilman Spring stated he was in favor of the idea of a community center but
was opposed to use of Laguna Lake for such a development and was also opposed
to the use of public funds for its-promotion.
Mayor Schwartz stated that as he saw it, there were three actions the City could
take at this time.
1. Appoint a'committee as-recomrnended by the Civic and Fine Arts
Association to investigate the proposal. - -
2. Table the proposal to a future date.
3. Postpone action and refer the matter to the Park and Recreation.
Commission, Planning-Commission and the Citizens Advisory Committee
for study and recommendation to the City Council.
On motion of Councilman Graham, seconded by Councilman Miller, that the proposal
of the Civic and ine Arts Association be referred to the Planning Commission,
Park,and Recreation Commission and Citizens Advisory Committee. for study and
recommendation to the City Council. Motion carried.
6. Communication from J. Grandy, Chairman of the Advertising Committee, stating
that the Advertising Committee has again met and wished to reiterate their re-
commendations as stated in their letter of July 16, 1969 as to the composition
of the committee and for retaining Ball- Morgan -and Associates as the City's Ad-
vertising Agency. Further, if the Council does not wish to accept these recom-
mendations, the committee suggests that the Council assume direct responsibility
for interviewing agencies to handle the City's advertising program. The letter
cpntinued• that the committee would-be more than happy to work with whatever
agency the Council should retain for the City's advertising program.
Communication from En art & Rose Advertising Agency, bringing to the- City - Council's
attention comments on the 19 9 advertising coverage handled by Yambert - Freeman
for the City of San Luis Obispo. They criticized such items as-the "nationwide"
campaign and lack of advertising in the San Joaquin Valley; the connection of
San Luis.Obispo'with Southern California and other advertising items used by
Yambert- Freeman.
Councilman Miller reviewed for the City Council's information the prior action
of the ouncil in retaining Yambert - Freeman as trie City's advertising agency
and suggested that the City Council should askall- agencies interested in hand-
ling the City's advertising to present their proposals for the 1969 -70 fiscal
year. He stated this was done prior to award of past advertising contracts.

Councilman Blake stated he felt the connection: - between Mr. Ball and Yambert-
Freeman had been previously explained and felt that Mr. Ball had done a good
job for the City, and further with the exception of Councilman Miller, all the
members of the Advertising Committee had met again and felt Mr. Ball should be
retained as the City's advertising executive for the 1969 -70 promotional cam-
paign. The..committee hoped that the City would accept their recommendations
for retaining Ball- Morgan and Associates as the City's advertising agency, and
the recommendation for. composition of the Advertising Committee.
Councilman Spring stated he agreed with the comment of Councilman Miller, that
all agencies interested in handling the City's advertising should-be allowed to
present their proposals to the City Council for the City's 1969- 70.advertlsing
program. He continued that he for one was unhappy with the Yambert.- Freeman
promotion in 1968 -69 as he felt they did not do a good job for the City.
Councilman Blake defended the action of the Advertising Committee;.- stating that
the plan 6f:the`Advertising7Committee w`as to start with nationwide coverage in
special tourist ^editions -6f major newspapers and then bring the advertising
closer to San Luis Obispo.
Councilman Graham stated that he did not like to see the - Advertising- Committee
or individuatorn down, but he felt that the City Council should look . into
the program more carefully and listen to any and all agencies who wished to
make a presentation.
Councilman Miller stated he felt the City had not been getting their money's
worth in its present advertising program. -He felt that the promotion by
Yambert- Freeman was wrong and should have been directed to the Central Calif-
ornia Valley and Southern, California.
Councilman Blake, upon question, stated that the City does not have a contin-
uing contract with Mr. Ball or Yambert - Freeman, but they were retai.ned,on a
month -to -month basis with no strings attached for their employment.
Mayor Schwartz stated he felt the Council voted funds for advertising and
promotion and should proceed this year with the recommendations of the Adver-
tising Committee and retain Ball-Morgan without further delay. He felt that
prior to the 1970 budget deliberations, the Council should look into the over-
all program of advertising for the City.
On motion of Mayor Schwartz, seconded by Councilman. Blake, that the-City-Council
accept the recommendations of the Advertising Committee for 1969-70. Motion
carried, Councilman Miller and Councilman Graham voting no.
6A. The Chamber of Commerce asked if the plaoement of personnel to man;.the
tourist information center in the Murray Adobe through October 1, 1969 would
be a legitimate expense of the advertising and promotional funds'of•the.City
and if so, would the City contribute $250 to offset this expense.
Councilman Blake stated he did not feel that this was a function of the adver-
tising and promotional funds of.the City, but felt that the Motel-Hotel,:Assoc-
iation should pay for this promotion.
Councilman Graham stated he felt this was a legitimate expense of the advertising
and promotional.flmds of'the City and hoped that the City Council would approve
the request.
The request was rejected by a three to two vote. Councilmen Spring and Graham
voting in favor of the request.
7. At this time the City Council held a public hearing on the appeal of
Johnson Highlands from a denial by the Planning Comm ssion'of theirjrequested
rezoning from R -1 to PD R-2 of that property located on the west side of Del
Campo Boulevard between Fletcher and Haskins Streets.
R. D: Young, Planning Director, presented the following recommendations from
the Planning Commission for denial of-the requested rezoning.

1. The subject property is 35,250 square feet in area and is contiguous to
'an R -1 subdivision to the east and south. Property to the north and west
is vacant. The site overlooks the Southern Pacific Railroad right- of.ray
approximately 1,000 feet to the west.
2. The applicant is requesting PD R-2 zoning to be allowed to construct
ten.family dwelling units at a density of one unit per 3,250 square feet
of land area. The development plan provides for two parking spaces per
unit for a total of twenty (20) spaces. Strict adherence to the Zoning
Ordinance standards would'require twenty -seven (27) spaces because'of
the number of four and five bedroom units.
3. The General Plan proposes low medium density residential use for this
general area.
14. !It was the consensus of the Commission that the requested rezoning would
not be in the best interest of the surrounding neighborhood or the com-
munity and that the approval of an R -2 Density would encourage similar
requests on adjacent properties resulting in increased traffic within
the adjoining R -1 subdivision.
Ma r Schwartz-stated he hoped that the discussion would be limited to land
e and the requested rezoning and that the public present would cooperate and
not bring in outside subjects.
L. Blaser, developer,.appeared before.the City Council on behalf of his appeal,
stating he felt that this was a good use of the land:. He proposed ten family
units on the property for ultimate sale to the City Housing Authority. He
stated his proposed development would be medium density but he was providing
two parking spaces for..each unit which he felt would be adequate. He stated
the additional space would be used for open space and landscaping which he felt
would be more beneficial to the residents.
He then presented a comparison between the cluster housing he was proposing
and traditional single family residential development.
He presented a letter from the City Engineer stating that the streets in the
Goldtree Vineyard Tract were adequate to handle full development of all prop-
erties south'and west of Terrace Hill and Boulevard Del Campo without serious
overload.
He.also presented a letter from San Luis Coastal Unified School District, signed
by W. H. Newman, stating that there would be.no overloading of the Sinsheimer
School at the present time or in the future as the school district plans to
build an elementary school on Southwood -Drive at'.such time as enrollment of the
Sinsheimer School justified the added classrooms.
L. Blaser urged that the City Council approve the requested rezoning to PD R-2
and rescind the action of the Planning Commission in denying the rezoning.
Ruth Wirshhu , City Housing Commissioner, stated that the Housing Authority sup-
ported the rezoning to PD.R -2 for needed development of residential
units in the City of San Luis Obispo.
E. Jennings, Architect for the project, urged approval of the requested rezon-
ing as he felt.that the entire area should.be rezoned to R -2 as in his opinion
np one would develop single family uses on property-lying along the railroad
right =of =way. He continued that this project is cluster,housing which is very
successful in building quality housing on'a limited budget.' He pointed out
the,play apparatus area that would be provided, the tot lot, and the adult
gathering area.
G. Hasslein, 2233 Helena Street, appeared before the City Council urging the
Council to support the Planning Commission in their denial of the requested
rezoning.- He then presented a sketch showing the overall development of the
general area under discussion: He made a detailed presentation'of the traffic
" "patterns and problems in the area, emphasizing the existing traffic congestion
in the area which would be further aggravated by allowing higher density devel-
opment in the area. He continued that his objections were not for these ten
units on the six lots, but.that he is fearful that this rezoning tould;be� the
beginning of more rezoning in the area.- If more rezoning to higher density were
allowed, the traffic congestion would become untolerable. He urged the City
Council to deny the appeal.

P. Gu stated he was opposed to the requested rezoning as he felt it was poor
p anning to spot zone to higher density in the middle of an R-1.-zone.
D. Elliott was opposed to the requested rezoning on the basis that it was spot
zoning to higher use in a fine residential area. He�felt that this was.the
first step in a major rezoning p;an by the developer and further rezoning would
be requested which would change the entire character of the neighborhood.
1231 Sydney Street,*stated he was opposed to the requested rezoning ,
as he felt it represented spot zoning since there was no R•-2 zoning anywhere
in the adjacent area. He felt that if this rezoning were approved it would
open the door to more rezoning requests in the area. He agreed that rezoning
would be to-the developer's advantage, as it is less expensive to purchase
R -1 land and to have it rezoned to higher use than it was to buy land already
zoned to higher use. He urged the City Council to uphold the decision of the
Planning Commission.
J. Treanor, 2290 Augusta, stated he was opposed to the requested rezoning on
the. basis of spot rezoning which would.be detrimental to the entire.area and
would open the adjacent areas'to rezoning. He was also opposed because of the
traffic situation in the area.
D. Dunham, 2117 Boulevard -Del Campo, was opposed to the rezoning on the basis
of pot zoning in an R- l'zone. He felt this type of development would be
detrimental traffic wise.
T. Graves, 1212 Sylvia Court., was opposed to'the rezoning on the basis of over -
crowdi g at Sinsheimer School and he felt this rezoning would be the first step
in a larger rezoning plan for the area and.would be•detrimental.to the residents
of the adjacent areas.
A. Siderman objected to the rezoning on the basis that this represents spot
zoning would result in pressure being placed _ for future rezoning through-
out the area for multiple development, which would add to-the traffic congestion
and school crowding. She also objected because she had bought. her home in) the
belief that it would -be protected by single family development.
Mrs. Westen presented a letter from Alice Doud objecting_ to the rezoning 'on the
siaot zoning in a residential area and .that the change to_multiple.use
would change the entire character of this fine residential area. She felt there
were other areas in the community better suited for multiple development..
Mrs. Philbin, 1190 San Carlos Drive, objected to the rezoning on the basis of
increased traffic and resulting congestion on these residential streets.
B. Thompson, Boulevard Del Campo, objected to the rezoning on the basis of -spot
rezoning the the resulting traffic congestion on connecting streets'in the
Goldtree Vineyard Tract.
B. Bonds'obje cted to the proposed rezoning as he liked the area and had chosen
this area for his home as he felt it would be protected by the surrounding
R -1 zoning.
D. Zdinterhalder, Executive Director of the City Housing Authority, statedhe
felt that the objectors were in' error ih their concept of spot zoning,.,as he
felt the General Plan shows that the area should be zoned for low to medium
density residential development, which is what is being proposed. He contin-
ued that he did'not feel there were any traffic problems as had.been pointed
out by the residents of the area. He felt the City Council could not arbit-
rarily stop.development in this area.
B. Dodson urged the City Council to approve the rezoning as reque §ted to FD R4
as he felt that the proposal for cluster housing was good, planning and,would
actually develop with more open space than would be possible under normal R -1
zoning. He further felt that the impact on iehooLlAttendance would be negligible.
E. Jennings, Architect for the project, stated he did not feel that the proposed
development would add to the traffic congestion in the neighborhood..

K. Haggert spoke on the social aspects of high density development of the
inhabitants of the development and the inhabitants of the adjacent area.
L. Blaser, developer, stated he does not have any other land under option in
this area except the block under consideration. 'He did not -feel that the ten
units proposed were going to add that much to the traffic in the area. Further,
he didntt believe that this represents spot zoning as it follows the master plan
and urged that the City Council study the entire area for possible rezoning west
of Del Campo to the Southern Pacific right -of -way as he felt this would.not
develop into single family units. '
B. Leftwich, 2456 Santa Clara, stated he was not opposed to the rezoning and
the uses proposed for this property.
F. Lowe, 1231 Sydney; again stated he was opposed to the rezoning on the basis
of what would happen to the balance of the property west of the railroad right -
of -way.
G. Hasslein, 2333 Helena, stated that the proposel traffic wise was poor plan-
nin—' gas residents of a high density area must drive through low'density areas,
which he felt was against good planning practices.
J. Thomas stated that 99% of the people in the.general area were opposed to

Mayor Schwartz declared the public hearing closed.
Councilman Spring stated he would support the denial of the requested rezoning
by the Planning Commission,
Councilman Blake stated he felt there were ways to.improve traffic in and out
of the area and stated that the idea he has in mind would in the future relieve
the traffic problem.
.Councilman Miller stated he would support the appeal for rezoning as he felt it
was good-use-of the land and .further approved the proposed development for this
parcel. -He continued he would also support any requested rezoning in the area
from Del Campo west to the railroad for higher density use. He stated he would
also support construction of new streets in and out of the area for easier
access. He continued stating that the major problem facing America today was
housing, and R -1 development as we know it today is doomed as land costs and
development costs are'too high. He stated that more row housing and multiple
development should be allowed on each lot. He felt we have a real housing prob-
lem in-San Luis - Obispo and this development would help to improve the problem.
Mayor Schwartz explained the purpose of the General Plan and the precise zoning
Plan of the ity and explained the puupose of'the Planned Development section of
ihelMuni.cipal Code. The Planned development section allows for higher density
than the zoned use would allow but only on the conditions that by exceptional
design and arrangement of the - buildings, better living conditions would result
for the residents., that more open space,'recreational facilities and landscaping
would be provided, and that the adjacent properties would be protected. He then
stated he felt that possibly one reason for high land costs in San Luis Obispo
is that the City Council and Planning Commission have by present rezoning prac-
tices, worked too much to the benefit of the developers.
1 Councilman Graham stated he did not feel that'the traffic problem would be in-
creased too much by this ten -unit development. Further, he felt that possibly
the Planning Commission should consider the development of houses on 4,000 square
foot lots in order to bring down the cost of development.
Councilman Blake stated that he would support some type of development of this
property and hoped that the developer would come up with better use of the land.
He-also felt that the-:access to the property could be improved to relieve

The appeal was denied on the following roll call vote

Mayor.- Schwartz commented that he does not feel the plan presented by Mr.- Blaser
took advantage of the provisions of the Planned. Development section of. the
Municipal Code.
8. At this time the City Council held a public hearing on the appeal of the
Central Coast Mort a e Company from a denial by the Planning Commission -of
their requested prezoning rom A -1 AH to R -H AH of that property located at
the southwest corner of Orcutt Road and Johnson Avenue.
The City Clerk reported that notices of the public hearing had been sent-.out
to 51 property owners in the vicinity of the requested prezoning.
R. D. Young, Planning Director, presented the recommendations of the Planning
Commission for denial of the requested prezoning.
1. The subject property is located contiguous to the incorporated.limits
of the,City of San Luis Obispo. It is approximately 30 acre's in'area
and is zoned County A -1 -AH (light agriculturai - airport hazard).
2. The applicant is proposing to annex this area to the.City of..San.Luis
Obispo and is requesting prezoning R -H AH (residential-high-density-'-
airport,hazard) with the prezoning to become effective.upon effective
date of annexation.
3. The subject property is bounded by an M District to the west, R -1
District to-the north, and an A -1 AH District to the ease and south.
There is an existing mobile home park immediately contiguous.to'the
west. Property to the east and southwest is presently vacant or in
agricultural use.
40 The General Plan proposes low medium-density use for this general area.
5. It was the consensus of the Commission that this request for- rezoning
was premature and that the,General Plan's recommendation for this-general
area should be reviewed. If a review of the plan indicates the need or
desirability of higher densities.in the particular location, then the
plan should be amended prior to rezoning.
The City Clerk presented.a letter and petition fr an R. L Roebuck, 3667 Johnson
Avenue, signed by 38 residents and property owners in the area of the requested
prezoning who were opposed to the rezoning for the following reasons:
1. We recognize this as strip zoning.
2. We, as property owners, did purchase our property partially because the'
General Plan showed this.zone as an R- l'(low density residential)zoging.
3. We belive;,�that.the proposed zoning change will be detrimental to our.
existing residential community..
4, We believe there is. enough.unused area zoned R -H (residential high
density) where such proposed.'developments could take place.
The City Clerk presented a letter from Mrs. Thomas'Manier; 3183 Richard Drive,
objecting to the requested prezoning on the basis that it would create hazard-
ous traffic conditions in the area. She felt it would be a detrimentto the
residents of the area.
Mayor Schwartz declared the public hearing open.
L. Blaser, developer, appeared before the City Council on behalf of his appeal
stating that as the property owner he was attempting to prezone the property
prior to annexation as some of the petitioners for annexation felt -they would
like to know what could be developed on the property if annexed. He.continued
he did not believe the property would ever develop while zoned for industrial
development and that high density development would be a good use for the land
and would benefit the community.

�E.•Jennin s_, Architect, stated he supported the appeal for higher density zoning
as heTeelt that the property would not develop to single family dwellings due
to the high development cost. He urged the Council to approve this appeal for
prezoning_to high density use.
N. Colby., 3111 Richard Street, appeared before the City Council urging that the
ouncil support the Planning Commission in denying this requested prezoning un-
til the City sees what is being proposed for the entire area of Orcutt Road,
Johnson Avenue and Laurel Lane.- He .continued that this area -:is actually being
rezoned for higher density -on a piecemeal basis and then the rezoning'action
is used for reasons of support in other rezoning requests. He felt that no
rezoning should take place at this time until the entire area has been'studied
more carefully.
L. Blaser stated he would have no objection if the Council wished to place
an 7s7 suffix to the rezoning which would require use permit approval.
Mayor Schwartz declared the public hearing closed.
Councilman SI)rIng stated he would support the appeal for prezoning the property
as he relt this would be good use of the land but would require the addition
of the (s) suffix so that development could be controlled.
•Mayor Schwartz reminded'the•City Council that the Planning Commission was-not
opposed to the proposed uses but felt that the rezoning was premature and that
.the entire area should be studied including the need for.,streets, utilities, etc.

90 Communication from G. E. Maxwell, 519. Dartmouth Drive, requesting removal
of a street tree in front of his residence which . is splitting the sidewalk and
curb and is beginning to split the street which impairs•proper- drainage.
L. Wilson, Park Foreman, stated that he had inspected this tree and would recom-
mend removal due to the damage it is causing to the curb, gutter,. sidewalk, and
street.-.-He . stated that the only way to correct the problem would be to remove
the tree.
R. Voaburgh, Senior Design Engineer, Public Works Department, recommended that
the tree be removed due to the damage to the.curb, gutter, sidewalk, and street.
On motion of Councilman Graham] seconded by !Mayor Schwartz, that the tree be
removed and replaced at the City's expense. Motion carried, Councilman Miller

15. Communication from Dr. R. Karger, 25 Buena Vista Avenue, regarding improv-
ing the cul -de -sac at the stub end of Buena Vista Avenue and the preservation
of a eucalyptus tree'.on hi.s-property..•_The letter stated that the cul- de-sac
at the end of Buena Vista has been overgrown with weeds and-'is not.maintai.ned
by the City and is an eyesore to the area. He felt that something should be
done to improve this, area. He stated he would be willing to help-maintain the
area if the City would run a water line to this property*.
E. P. Thom son, Water Department-Director, stated that there are no City water
lines available to this property'; as`the adjacent properties are above-'the ele=
vation established for City water service.
The request was continued and referred to the Water Superintendent and Park
and Recreation Department for study and report to the City Council, -
Dr. Kar er also informed the Council that at the edge of his property there is
a very large eucalyptus tree growing but it has been threatened due to soil
erosion. He requested Council permission to build a retaining wall,close to
the curb line in order to save this tree.
On motion of Councilman Blake, seconded by Councilman Spring, the'request of
Dr. Karger to build a retaining wall next to the curb line was approved.

Cuesta Drive - Foothill Boulevard Drainage Improvements .
He explained the scope of the work to be'accomplished under the contract and
estimated that the cost would be $2000001000 -

specifications were approved and the City Engineer was authorized to advertise

for the Council's consideration and approval, plans and specifications for the
modification of-the Andrew's Street Footbridge.
He explained the scope of the work to be accomplished and estimated the cost

69 -8 -9T. The Police Chief has had prepared a set of recommendation's regarding
crossing guards for the coming year which would continue guards at eight cross-
ings and discontinue guards at Broad'and Upham and Monterey and Grand, based on
the limited use of these crossings by children. The Traffic Committee concurs
in the Chief's recommendations which are supported by the City Engineer and
recommends that the Police Department be authorized to hire guards at the eight
locations listed.

69- 8 -14T., The Traffic Committee has received a request for a crosswalk across
Santa Barbara north of Church in the vicinity of the triangular park. Accord-
ing to the request and petition received, there are many older and younger
people using this crossing. We feel that the cross walk is needed and So.
recommend. -
The recommendation of the Traffic Committee were approved.
69- 8 -1oT. The Police Department has received complaints from the San. Luis.
ot� el located a short distance westerly from the Broad Street4ntersection
on the south side of Higuera indicating that motorists often park in'the yel-
low loading zones in front of the hotel during tfie 6Wriing- hours. Mrs.
Bettencourt, owner of the hotel, has requested that this yellow zone.be
changed to a white zone so its use would be limited to passenger loading
and unloading. We so recommend.
69- 8 -11T. The Traffic Committee has,studied recommendations from the.:City,
nneer anticipating the extension of Highland Drive to North Chorro. He
recommends that a stop sign be placed on Cuesta at Highland and Highland at
North Chorro, at least until signals are installed at the intersection of
Santa Rosa and Highland. We so recommend.
69- 8 -13T. The Public Works Department has had many complaints regarding the
'T= co rvisibility for eastbound motorists on Bishop turning left.onto,John-
son Avenue, and feels that short of signalization, more red zone in front of
the health clinic would be desirable. The Traffic Committee concurs in this
thinking and recommends that additional red zoning be established running the
length of the building with the exception of the present yellow zone directly
in front of the main entrance.
On motion of Councilman Miller, seconded by Councilman Grahaiu,'the: following
resolution was introduced. 'Resolution No. 197, a resolution rescinding the
yellow loading zone and establishing a white loading zone on Higuera Street;
authorizing stop signs on Cuesia.and on Highland— Drive; rescinding a.red,
zone on'Marsh Street; and establishing a red zone on Johnson AvehiI .

lease of property on Santa Rosa Street adjacent to Santa Rosa Park will expire
on September 18, 1969 as they are placing the property on the open market for
sale. Also, that the fence built on this property by the- City be removed 16
the property line; and requesting payment of.the rental fee retroactive to
said acquisition of said property.

28. Communication from Mrs. E. R. Naman, stating that she does not under-
stand the City's problem relative to the development of her property in the
Mission Plaza area in accordance with adjacent property. She stated that she
understood that the City Council would go along with her proposal to have the
City use a portion of her property with the requirement for an easement or
deed of easement but as the City could not seem'to understand this proposal,
she requested that the entire matter be•dropped.
After studying Mrs. Naman's letter,the City Council felt that apparently
there has been some loss -of communication between the City and Mrs. Namaa.
The Mayor was authorized to write Mrs. Naman and restate the City's position
relative to this development and ask hFr what it is she wants from the City.
290 Mayor Schwartz brought to the Council's attention the matter of con.
tinuing.t e Youth Corps Program bn Saturdays for the balance of the calendar
year in order to finish the projects started•under this program. He suggested
that six young men.be.retained for this Saturday work.
On motion of Ma or Schwartz, seconded by Councilman Graham, that the City
- continue with the Youth Corps Program through ecember, employing six students.
Motion carried.
30.-K. Becky Former County and City Engineer, presented to the City of San
Luis bispo an original copy of the 1910 City Charter.

31. H. Johnson, City Attorney, reported to:the City Council that the suit
brought against the City of San Luis Obispo on behalf;of the NAA Employees
Credit Union, Ted Watkins Construction Company and the Engineering and Grad-
ing Conti- actors Association had been dropped and urged that the City Council
withdraw their counter suit.
On motion of Councilman Spring". seconded by Councilman Miller, the City Attorney
was authorized to withdraw this suit on behalf of the City. Motion carried.
32'. Mayor Schwartz reported to the City Council on a meeting he had attended
at which f . George Smith'of Santa Maria spoke on the economic development
in the Santa.Maria Valley.. P'Ir. Smith was instrumental in bringing high grade
industry to the Santa Maria area.
Councilman Miller stated he too had heard Mr. Smith and felt that it would'.be
beneficial i the Council could meet with Mr. Smith and representatives of the
Board of Supervisors.
Councilman Miller was authorized to set up a meeting with the City Council,
Board of Supervisors and Mr. Smith to discuss possible economic development
in the San Luis Obispo area.
