Johnson past the Bilodeau residence. This would be accomplished by moving the
street centerline striping to the west and be delineating both the dividing line
between the two northbound lanes of traffic and the limit of the pedestrian walk-
way with a solid white line. We agree with his proposal and recommend approval.
By common consent of the Council, this matter was continued by the Council for
-future consideration.
20. Communication from the League of Women Voters asking that the Council ex-
press support of several issues on the June ballot.
By common consent of the Council this matter was held over for future consider-
ation by the Council.
21. Communication from the Fiesta Association inviting members of the City
Council to participate in the Fiesta Parade.
Mayor Schwartz, Councilman Blake, and Councilman Spring indicated they would be
happy to ride in the-parade. -The City Clerk was asked to notify the Fiesta
Association of the members of the Council participating'in the parade and re-
quest that transportation be furnished for them.
At this time the City Council adjourned to executive session to discuss per-
sonnel problems.
On motion of Councilman Miller, seconded by Councilman Graham, the meeting
adjourned to Tuesday, May 12, 1970 at 7:30 P.M.

1. The City Council continued their study of -the Capital Improvement Plan of
which the following priorities were established:
Item 479 (R -1) Second phase, South Street Park (including such items as
parking facilities, restrooms, picnic areas, play areas). There was
some question on little league baseball field and this was not resolved.
Item 48. (M -13) Street extension linking Santa Barbara to Santa Rosa.
Item 49. (R -13) Reservation of San Luis Mountain and Bishop's Peak as
open space.

Item 50. (R-6) Reconstruction of Santa Rosa Street recreation center or
�irbishi.ng (depending on results of structural analysis) or construction
of new facility on other suitable site - and /or remodeling of Vet's
Memorial as community center.
Item 51. (R -10) Construction of community center building — Santa Rosa Park.
Item 54 (F-2A) Construct headquarters fire station in civic center area
and branch fire station at corner of Los Osos Road and Madonna - and
dispose of stations land 2 or convert to some other use.
Item 530 Further development of Sinsheimer Park (lighted tennis courts).
Item 54- Swimming pool construction (location and design to be determined).

including necessary paving, utilities and drainage facilities.
Item 69. (F -5) Construction of: additional fire training facilities..on-Prado
Road including underground 10,000 gallon test pit far testing pumpers
and training pumper operators;•flammable liquid-fire pits; and other
outside fire extinguishment facilities.
Item 70. (R-9) Overnight /day camp to be located on Reservoir Canyon property
or Laguna Lake Park area.
Item 71. Final development Sinsheimer Park area - community center..building.
Item 72A. Excess capacity in' sewer and water lines in Edna Valley including
connection to Bullock Lane sewer to,'
Edn a Road system, abandonment of
lift station, connection of Edna Road Sewer to Sewage Plant plus water

Item 73 Street Widening - Orcutt Road from Broad to Johnson.
2. The Administrative Officer was asked to get a further report on why the
present pistol range was not suitable.. why the new range at the sewer plant
would not suffice (since it was the understanding of some of the Council that
the original plan was for police department personnel to volunteer some of
the labor to build the latter facility with the idea that they would be using
it when it was finished..)
3e The Administrative officer was also instructed to have D. F. Romero, City
Engineer, to attempt to bring the Edna Road widening matter to a head and have
hearings and discussions on the matter initiated.
