PENTHOUSE, RECREATION BUILDING Roll Call: I Present: Councilmen Blake, Graham, Miller and Mayor Schwartz Absent: Councilman Spring Parks and Recreation Commission. Present: Wes Conner, Mrs. Marion Sinsheimer,.Robert H. Janssen, Per C. Mathiesen, Mrs..Jean Ferrini Absent: Donald Van Harreveld, James C. Douglas City Staff: Present: J. H. Fitzpatrick, City C1erk;.R. D.-Miller, Administrative Officer; William Flory, Parks and.Recreation_Diiector; Lane Wilson, Park Foreman; Joyce Klingbeil, Recreation Supervisor. 1. The City Council met in joint session with the .Parks -and Recreation Commission to review items of mutual.concern.for.the development .of.park.and.recreation programs for the City. A. A review was made of the.proposed.concept.for.the development of.Meadow.Park as approved by the Grassroots.Organization,..the neighborhood area, the Planning Commission and the Parks and Recreation Commission. The.facility.would include such activities as a ball park, a tot lot, basketball court, shuffleboard court, picnic areas and other areas for passive recreation. The estimated cost for the full development of Meadow Park included street and.utility installation and was. estimated at a cost of $169,673. It was the cbnsensus.of the Council and Planning Commission that the following items should proceed:..(1) staff.to.proceed.with . application for matching.funds.from HUD: -(2) plans and..specifications for con- struction of the first phase to be prepared; and_(3).the.final approval of the concept be followed through the Council, Planning Commission and Parks and Recreation Commission.. B. City Council and Parks and Recreation Commission.discussed.the.senior citizens program operating in the City and presently using..the- Presbyterian Church edu- cation building. The Parks and Recreation Commission.hoped the City Council would return the building at Mitchell Park to their-control as .soon as the Housing Authority relinquishes its lease. The Commission felt the.senior citizens needed their own City building to help hold them together and keep the program in operation. Councilman Blake left the meeting. C. In discussing facilities, the Parks and Recreation Commission through the staff stated they would look into more joint use ..of-school ... district facilities such as community rooms, gymnasiums, etc. when not.in use by the school district ' and they would also investigate the use of community tax .funds collected by the school district.for community services. D. Wes Conner, Vice Chairman, presented a brief progress report on the development of the Sinsheimer Recreational Complex, reporting that the baseball park was com- plete and an exhibition game had been held on the field as part of the dedication ceremony. The City Council and the Parks and Recreation Commission discussed the possi- bility of future installation of a swimming pool somewhere in the City for recreational use rather:: than educational.and under the control of the Parks and Recreation Commission, hopefully to be built in the Sinsheimer recreational complex. F. Discussion of the priorities in the capital improvement program for continued development at Laguna Lake Park. Items discussed were: (1).massive tree planting; (2) irrigation system from sewer plant, maintenance of natural areas in the lagoon and other improvements. William Flory, Park and Recreation Director, reported on the possibility of City acquiring State funds on a matching basis for further development of.Laguna Lake Park under the Land and Water Conservation Fund Act of 1965. He continued that there have been changes recently made.in_the law and he felt that the City could acquire additional funds on a matching basis if the City Council would provide funds. He estimated that the Phase II cost would-be approximately $52,000 (1968 estimate). The City Council and Commission asked Mr. Flory to update.the estimates for their consideration. G. Discussion of the offer of the County Board of Supervisors to sell the Veterans Building on Grand Avenue to the City for $1.00. It was -the feeling of the Parks and Recreation Commission, based on information they had, that the City should not acquire this building for the Recreation Department as the financial commitment to maintain the building would take away funds which might otherwise be available for recreation.projects. R. D. Miller stated that the joint Council and Park and Recreation Commission committee studying the acquisition of the.building by. the .City had not submitted its report and recommendation but the preliminary feeling was that-the building would be too expensive to operate. The matter was continued for a.final report I from the Commission - Council committee. H. Discussion of ways and means for the Parks.Department to properly maintain facilities being added by the City without commensurate addition of staff and equipment. The Parks and Recreation Commission.did.not object to these additional facilities such as street trees, parking lots_, etc. but stated it was straining the staff and facilities of the department. They also discussed the possibility of amending the City Charter to allow an increase for parking and recreation purposes in-the tax rate from 20G to 50(, per $100 valuation. I. The City Council and Parks and Recreation Commission discussed the report of the goals, aims and standards for a recreational program for the future of San Luis Obispo. The adoption of the goals, aims and standards by: the City Council was continued to the regular meeting of November 16, 1970. On motion of Councilman Miller, seconded by Councilman Graham, the meeting adjourned to November 9, 1970, 7:30 P.M. at the City Council Chambers, City Hall.
