Brown, Myron Graham, T. Keith Gurnee, Kenneth E. Schwartz Emmons Blake Present: R. D. Miller, Administrative Officer 1. The City Council considered a communication from the San Luis Obispo Pure Water Association requesting that the Department of Fish and Game be contacted and asked to remove Whale Rock Reservoir from the proposed list of fishing seasons. The letter stated that if this were not done, fisher- men receiving the printed brochure issued by the Fish and Game Department would think that fishing was permitted. During discussion, it was pointed out that members of the Council could see some merit in the request since publication of the season tended to lend an air of finality to establishment of a fishing facility, whereas it was understood that the County was not progressing very rapidly with concrete plans for a facility because of delays on many details of the proposal. Administrative Officer R. D. Miller passed on the fact that the Fish and Game Commission would decide finally on details of its publication at its meeting of December 10, 1971. The Fish and Game Commission and City Attorney Shaw saw some merit in the publishing of a season from the Saturday nearest the first of May to the 15th of November with a five trout limit, whereas the present situation involved legal fishing 365 days per year with a ten fish limit, limited only by restrictions on trespassing. The City Attorney felt that during the non - season, it would be possible to have help from the Fish and Game wardens in keeping fisher- men out of the lake area. After further discussion, taking both sides of the argument into consider- ation__, the Council authorized Mayor Schwartz to write to the Fish and Game Commission asking that the season not be published, with copies of the letter to go to the Pure Water Association. This was done on motion of Councilman Gurnee, seconded by Councilman Graham. Motion carried. 2. The City Council had no objections to the informal request of the Downtown Association to place Santa's House in the Mission Plaza for the Christmas season on the condition that the house be removed shortly after the end of the season. 3. Communication from the Department of Planning and Building trans -. mitting a summary of bids received for Christmas lighting in Mission Plaza and recommending that lighting on the Murray Adobe be deleted since the Department understood the adobe would not be used as Santa's house. The Council had no objection to awarding the contract to the low bidder, Gallagher Electric, in the amount of $1700, deleting the $65 for lighting the Murray Adobe. 4. A communication was read from the League of California Cities that A.B. 1098 (mandating improved retirement benefits for police and fire employees) was on the Governor's desk and urging cities to contact the Governor and urge that he veto the bill. The Administrative Officer was instructed to wire the Governor urging that he veto the bill. City Council Minutes November 23, 1971 Page 2 5. R..D. Miller, Administrative Officer, announced the appointment of Laurence T. Lakey, Jr. as Sewer Utility Plant Operator 1 at Step 1 or $574 per month effective December 1, 1971, subject to a one year pro- bationary period. 6. Mayor Schwartz raised the question of the restoration of the Murray 1 Adobe. He pointed out the original bids for the work were too high and that the City staff was working with the Building Contractor's Association in an attempt to develop an alternate proposal for doing the work. The latest ray of hope came from an offer by Cal Poly students who would plan to use materials from the adobe, and other used materials to re- construct the adobe. The Council asked that this item be placed on the December 6 agenda for further discussion and asked the Administrative Officer to check with the City Attorney in the meantime to determine the legal ramifications of doing a project partly with volunteer help, involving the use of City materials, the use of some City help and possible assistance from the Building Contractor's Association. 7. Councilman Gurnee brought up the question of the recent approval. of the Hilton Hotel plan by the Planning Commission. He felt that a park- ing structure should be provided to allow more open space in connection with the development. After considerable discussion, the Council decided that it did not seem possible to block the development at this time, but urged the Public Works and Planning staff to encourage that landscaping plans be as attractive as possible including mature trees and that the parking and traffic circulation lay -out be modified where necessary to make a practical development for the City. On motion of Councilman Brown, seconded by Councilman Gurnee, the meeting was adjourned to Friday, December 3, 1971, at 12:00 Noon, for a study session.
