ADJOURNED MEETING OF THE CITY COUNCIL

1. The City Council met in joint study session with the City Planning
Commission to hear a progress report by the Planning Consultant, Simon
Eisner and Associates, who are preparing the General Plan for the City
of San Luis Obispo.
Mayor Schwartz explained that the purpose of the meeting was for a pre-
sentation of preliminary studies made by the Planning Consultants in
preparing the General Plan. He continued that this was not a public '
hearing to discuss the General Plan conclusions, but was just a review
of some of the studies and observations made by the consultants to date.
He suggested that any one who wished to have some.input to the
consultants' study, to please put it in writing and get it to the
chairman of the Planning Commission or the Planning Director. He
emphasized that there would be a great number of public hearings, for
public participation, before the Planning Commission and City Council.
Mayor Schwartz then introduced Simon Eisner, Planning Consultant.
Mr. Simon Eisner began his presentation by explaining the studies being
made by himself and his associates in gathering information for the
preparation of the City's General Plan. Included in these studies are
the following:
1. Inventory of existing land uses.
2. Inventory of existing circulation & transportation systems.
3. Population statistics.
4. Economic base. .
5. Commercial activity.
6. Tax Base.
7. Inventory of existing housing.
Mr. Eisner continued that in addition to his own planning staff, he has
retained the following experts to help in gathering and analyzing
information in the following fields:
1. Philip Linscott, Traffic Consultant
2. Al Keisker, Economic Consultant
3. Francis Dean, Landscape Architect
Mr. Eisner reviewed some of the various alternative studies being con-
sidered by the consultants for the General Plan of the City. He
explained various alternatives with varying population estimates for
community consideration, which he explained in detail.

The maps and charts used by Mr. Stanley.Eisner were to be left in the
Council Chambers for public inspection and comment.
Mayor Schwartz called a recess at 8:50 P. M.
The meeting reconvened at 9:15 P. M. with all Councilmen present.
The City.Council and Planning Commissioners discussed with the .Planning
Consultants various points brought out by the consultants during their
presentation. Numerous questions were asked clarifying earlier
presentations.
Mayor Schwartz again explained that the preceeding presentation by the
Consultant and the subsequent discussion by the Council and Planning
Commission members were only the beginning steps of the General Plan
study and not a final determination. He asked that the Planning Com-
mission hold sufficient meetings on the General Plan, so that all
citizens who wish may make some input into the plan. Following the
Planning Commission hearings, the City Council would hold public
hearings on the recommendations of the Planning Commission. In this
way he was certain that everyone's thoughts would be aired.
On motion of Councilman Blake, seconded by Councilman Brown, the
meeting was adjourned. Motion carried.
