PRESENT: J.H. Fitzpatrick, City Clerk; R.D: Miller, City
Administrative Officer; A.J. Shaw, City Attorney
ALSO PRESENT: Steven A. Petterson, and Judge Harry Woolpert

1. City Council adjourned to Executive Session to discuss pending
litigation.
.2. The City Council reconvened in regular session at 1:30 p.m.
Councilman John Brown left the meeting at 1:30 p.m.
3. The City Council then continued their study of the 1975/76 C.I.P.
priority list.
Robert Strong, Community Development Director, submitted for Council consid-
eration additional items for consideration under Category D - Deficiency
Correction Projects, numbers 31 through 60, inclusive.
Mayor Schwartz suggested that the City Council consider new C.I.P. titles
for categories in the C.I.P. He suggested:
Category III - Projects previously committed by.Council action
Items 1 through 11
Category IV - Flexible safeguards - Item 12, Contingency allowance
Category V - Annual incremental projects established by City Council
policy:
A. Water, pre -1942 improvements
B. Street tree planting
C. Bike system .z°
D. Creek system'(Mission Plaza)
E. Removal of architectural barriers
Category VI - Resources and facilities inventory studies
Item 13, Water; 14, Sewer; 15, Flood Control; 16, General
Plan; 17, Parks; and 18, Special Census
Category VII - Improvement projects - Item 19, Plan preparation for
' incremental development of Mission Plaza; and Item 20,
Water: A) Crosstown Feeder - second phase, B) Edna
Valley
Councilman Gurnee left the meeting at 2:20 p.m.

On motion of Councilman Graham,,seconddd.by Councilman Norris the meeting
adjourned at 2:30 p.m, to 7:30 p.m. on-Monday, March 31, 1975, and the staff
was asked to recast the C.I.P. in light of the discussion during the past
four study sessions. Motion carried on the following roll call vote:
AYES: Councilmen Graham, Norris and Mayor Schwartz
NOES: None
ABSENT: Councilmen Browne and Gurnee
