1. Mayor Schwartz presented for the Council's consideration the des-
ignation of various Council representatives to various standing committees.

2. Mayor Schwartz presented for the Council's consideration the
proposed membership of advisory body appointment procedures and designation
of Council subcommittees.

Councilman Gurnee suggested that rather than continue the present method
of appointing members to the various boards and commissions, that the City
Council consider allowing each Councilman to appoint one member to each
board or commission and then appoint two members at large. He felt this
would be a better way to get closer cooperation and coordination between
the Councilmen and appointees to various City boards or commissions, and
to interpret City policy.
The City Council discussed various alternatives to appointing members to
various City Council advisory boards and commissions.
Councilman Petterson felt that.what was needed was a better method of
communication between the City Council and committee members. He then
gave several examples of the 18 months that he was a member of the Planning
Commission when various items were rejected by the'Council with no input as
to why or-any guidance to the commission from the City Council.
Councilman Graham stated he liked the present system, which he felt allowed
more participation by allowing people to apply for membership on various
boards who various City Council members might not even know were interested.

Mayor Schwartz spoke in support of continuing the present policy of advertising
for members to the various boards and commissions. He felt that this system
allowed for a more democratic method of appointing citizens to boards and
various committees. Also, he felt that each member of the Council had a
right to solicit applications among their friends and supporters.
The matter was continued for further discussion by the City Council.
3. Mayor Schwartz presented .a status.report on supplemental water
studies being carried on in the County. He brought to the Council's attention
the proposal by the County of San Luis Obispo for temporary sale of surplus
water from the State Water Plan to the Lost Hills Water District in Kern
County. He reviewed the alleged benefits to the County in renting their
surplus water on a year -to -year basis to the Lost Hills Water District as
San Luis Obispo County was not using their.allocation, and in this way a
sufficient amount of revenue could be.derived, which would pay the County's
share of the State Water Plan until they needed it.
A.J. Shaw, City Attorney, reviewed for the City Council the conditions of the
County's proposal to lease or sell surplus.water allocated to this County from
the State Water Plan. He submitted what he felt were several key questions
that should be answered by the County Board of Supervisors prior to entering
into any agreement with the Lost Hills Water District. One question would
be, "Does this agreement in any way permit the County to lose its State
Water Project entitlement through neglect, inattention, inadvertence, or.any
other indirect path ?" Other questions included, "Does.this require the
County to prove or establish any particular reason for terminating the
contract at any time ? ", "Is the County getting the true, fair market value
from surplus water sold or is the County letting Lost Hills obtain water at
a value far below its true value?". "Why is it that the Metropolitan Water -
___District of Los Angeles has not sold some of its surplus water to Lost
_Hills ?',: and "Why is it that the Kern County Water Agency will not sell
water to Lost Hills until 1990?"
A.J. Shaw stated that he realized that the City had no final authority as
far as the County approval or rejection of the proposal was,concerned,
but the City. Council should certainly see.to it.that the public was fully
informed before any agreements were entered into by the County.
The Mayor concluded that as the City's representative and member to the
County Water Agency Advisory Committee that he would keep the Council's
thoughts before him in reviewing these matters.
Mayor Schwartz then reviewed for the City Council the entire water supply
available presently to the City of San Luis Obispo, 1) Salinas Dam, and
2) Whale Rock Dam; then he reviewed alternate sources of supplies which
could be made available to the City at some date, at some unspecified cost.
One would be the Nacimiento supply-and the other would be the State Water
Plan.
After discussion and at the request of the City Attorney, the City Council
authorized the City's special consultant on water,.Mr. Fredrick Bold, to
appear before the County Water Advisory Committee on behalf of the City
to discuss the counter- proposal to sell surplus state water to the Lost
Hills Water District.
4. R.D. Miller, Administrative Officer, reviewed for the City Council the
condition of the City at this time as far.as staff, finance, and the
reorganization of the various City departments. He then reviewed a list
of new staff members who had been hired in.the last few months who he
felt would make for a strong organization of the City.
Councilman Gurnee reported to the Council on the progress of the Transportation
Plan now before the City /County Area Planning.Council. He reported that the
Planning Council had asked for a delay in adoption of the Transporation Plan
by the County Board of Supervisors.in.order to allow some public input and
the preparation of an adequate EIR on the plan.

Councilman Petterson stated he objected to-the action'by the Area Planning
Council in delaying the adoption of-the plan when it had been before the
various City Council's and Planning Commissions for over 18'months, and
the various :City staffs had been a part of these studies from the very
beginning.
Robert Strong, Community Development Director, stated it was his opinion
that while the study was in preparation for 18 months, nothing was brought
' out by the consultant until the last few months, which was really too late
for input by the various cities and other agencies.
Councilman Petterson stated his main worry in this matter was the possible
loss of funds to the Cities and Counties due to the plan not being filed
with-the State by the legal deadline.
The matter of City input to the new transportation plan was continued
to a future date.
6. The City Council adjourned.to Executive Session.
On motion of Councilman Graham, seconded by'Councilman Gurnee the meeting
adjourned to 12:10 p.m. on Tuesday, April 15, 1975. Motion carried.

1. At this time the City Council considered the recommendation of the
Promotional Coordinating Committee on the request of Solo Flight, Glenna
Luschei, for City Council endorsement of Solo Flight as the participating
agency in the City's Bicentennial, which would focus on channeling, an on-
going process for the Bicentennial.
The proposal would be fora project grant application from the.National
Endowment for the Arts sponsored by the City of San Luis Obispo through Solo
Flight. The purpose of the grant would be for Solo Flight to-analyze,: "How
would you celebrate the Bicentennial if you could take off." Their process
