' 2. On motion of Councilman Petterson, seconded by Councilman Norris
the following resolution was introduced: Resolution No. 2819 (1975 Series),
a resolution of the Council of the City of San Luis Obispo approving the City's
1975 /76 Annual Transportation Claim against the Local Transportation Fund of
the County of San Luis Obispo, and designating a portion thereof for planning
purposes.

3. The City Council then discussed the Promotional Coordinating Com-
mittee's requested 1975/76 appropriation for promotional and advertising
activities for the fiscal year 1975/76. The Committee requested $700 for
office expenses, travel and meeting expenses. Allocated $28,100 for
advertising, broken down.- $4,600 for printing, $4,000 for newspaper advertis-
ing, $8,000 for periodical advertising, $10,000 for radio advertising, and
$1,500 for television advertising. Contractural services for promotional and
visitor services - $23,360. Grants -in -aid to various groups - $34,254, with
a contingency fund of $1,764, making a grand total of $88,178.
The City Council and Promotional Coordinating Committee members present discussed
the overall philosophy of promotion and advertising and grants to various groups
within the community. They also discussed where and how to advertise, whether
by radio, television or by newspaper.
They also discussed the philosophy of continually buying advertising and giving
money away for various activities such as Mozart, Symphony, County Band, etc.
with no funds allocated for a start towards facilities. Also the Council members
wondered what happened to the so- called weaning process of helping activities
to get started and then slowly weaning support until they could get on
their own feet financially.
The Promotional Coordinating Committee stated they would attempt to follow
the dictates of the City Council, restudy their budget allocations, and in
future years move to a more facility- oriented program rather than a grant -
oriented program.
The City Council then discussed the recommendation of the Promotional Coordin-
ating Committee in recommending the .proposed contracts between the City of San
Luis Obispo and the Chamber of Commerce for services-for the 1975/76 fiscal
year as follows: 1) Visitors Contract - $12,136, 2) Promotional Contract -
$9,919, and 3) Promotional Flyer Contract - 1,100; making a total of $23,155
to the Chamber of Commerce.
The Promotional Coordinating Committee reported to the City Council that they
felt that during the 1974/75 fiscal year the Chamber of Commerce had done an
excellent job under the conditions of the contract with the City for promotion
and visitor services. They urged that the City Council again consider using
this agency for the promotion and visitor services to the community.
Dave Brown, President of the Chamber of Commerce, and Dave Garth, Executive
Secretary of the Chamber of Commerce, discussed with the Council and Promotional
Coordinating Committee members present the proposed 1975/76 program for the
community, reviewed the,1974/75 program and expenditures, and some of the new
innovative programs they hoped to establish in the coming fiscal year.

On motion of Councilman Petterson, seconded by Councilman Graham that the
City Council accept the recommendation of the Promotional Coordinating Com-
mittee and authorize a contract for-the three items (Visitors Contract,
Promotional Contract, and Promotional Flyer Contract) in the amount of $23,155
for the 1975/76 fiscal year and authorize the Mayor to sign the contract.
Councilman Gurnee stated that he was opposed to the City entering into the
Chamber contract for the 1975/76 fiscal year as he was against the expenditure
of public funds for promotion and advertising outside the City of San Luis '
Obispo.
Motion carried on the following roll.call vote:
AYES: Councilmen Graham, Norris, Petterson and Mayor Schwartz
NOES: Councilman Gurnee
ABSENT: None
It was adopted by common consent of the Council that the Promotional Coordin-
ating Committee be directed to submit to the Council their proposed budgets
for each subsequent year by April 1 so that the Council could have the proposed
expenditures before final adoption of the annual budget.
4. On behalf of the City Council, Mayor Schwartz announced the following
persons appointed.to the Ordinance No. 614 Study Committee:
Foster Gruber David Hughes
Art Jack Harry Morris
Mike Morris Richard Racouillat
Mrs. Mary Rhodes Harry Woolpert
This committee under the provisions of Ordinance No. 614 would have 90 days in
which to submit their report and recommendations on the efficacy of the ordinance. ,
5. There being no further business to come before the Council, Mayor
Schwartz adjourned the meeting to 12:10 p.m., Monday, June 23, 1975.
