CITY HALL ' Pledge Roll Call PRESENT: Myron Graham, Jesse Norris, Steven Petterson, and Mayor Kenneth E. Schwartz ABSENT: T. Keith Gurnee City Staff PRESENT: J.H. Fitzpatrick, City Clerk; R.D. Miller, Administrative Officer ----------------------------------------------------------------------------- 1. On motion of Councilman Norris, seconded by Mayor Schwartz the follow- ing resolution was introduced: Resolution No. 2862 (1975 Series), a resolution of intention to approve an amendment to contract between the Board of Administration of the Public Employees' Retirement System and the City Council City of San Luis Obispo. Passed and adopted on the following roll call vote: AYES: Councilmen Graham, Norris, Petterson and Mayor Schwartz ' NOES: None ABSENT: Councilman Gurnee 2. Wayne Peterson, City Engineer, submitted a progress report as of August 18, 1975 on the Broad Street waterline; Charles Pratt, contractor. He stated that as of this date, almost all of the water main on Broad Street had been laid, with the exception of the section between High Street and South Street. The work remaining to be done included the installation of all the cross lines west of the center line of Broad Street, all the west side services, and the lowering of the existing water main in Acacia Creek. No tie -ins had been made as of this date, and the filling., testing and chlorination was yet to be done. The work at this time was concentrated on the east side of Broad Street to facilitate the installation of the storm drain system to be installed by A.J. Diani, the Department of Transportation's prime contractor. Mr. Pratt had a minimum crew working on the job, and progress was very slow. At the present rate of speed, it would take at least one more month to complete the project. If he bunched up his crews and moved them along, the work could be done in ten days. The matter was received and filed. 3. R.D. Miller, Administrative Officer, submitted to the City Council a draft dated August 18, 1975, reported to be the beginning of the one -stop counter index, consisting of all the Council policies from the Council policy book dealing with development. 4. The City Council then continued their discussion of management and administrative problems within City Hall, including unresolved policy questions by the City Council. Communication from the San Luis Obispo Women's Resource Center request- ing City Council permission to use Mission Plaza on Saturday, October 25, 1975 from 8:30 a.m. to 6 p.m. for the purpose of presenting a second annual Arts and Crafts Show, "A Day With Creative Women." , Since the Center was a non - profit, tax- exempt corporation and was holding the show as a fund- raising event, the Women's Resource Center asked that the ten percent of gross receipts be waived so they could make additional.funds. On motion of Councilman Graham, seconded by Councilman Petterson the City Council granted permission for the use of Mission Plaza, but no waiver of fees, since the funds were used for maintenance of the Mission Plaza. 6. Discussion of Administrative Policy No. 1, Relationships and Conduct Between Council Members and Staff, as amended by Mayor Schwartz, was continued to the next Study Session. 8. Council consideration of resolutions submitted at the Channel Counties Division meeting held in Pismo Beach were continued to August.26, 1975. 9.
