COUNCIL - CHAMBERS;' CITY HALL Pledge Roll Call '..PRESENT.: Councilmen Gurnee, Graham, Norris and Petterson - . ABSENT: Mayor Schwartz City Staff PRESENT:.: J.H. Fitzpatrick, City.Clerk;R.D. Miller, Administrative :-Officer; -A.J. Shaw, Jr., City Attorney VICE -MAYOR MYRON GRAHAM PRESIDING 1. City Council,met in adjourned..session continuing the progress of the-Council-'s subcommittee .studying - management and administrative problems of the City. The subcommittee (Gurnee- Petterson) stated they were now working.or:trying to work on the problems in the Community Development Department - their organization, operation-and the effect this organization had on.-progress.of' the City'-s General Plan and regulatory ordinances under study and preparation over the past year. It'was the..subcommittee's recommendation that.the City Council designate a ninety.(90) day period that.would.invovle a concentrated effort to consider, .-complete-and adopt-a Revised General-Plan. During this period of ninety days Robert Strong would be free from..answering inquiries from the Council, staff, etc., on matters not ielating.to..the.General Plan process except in emer- gencies -as defined by the City Administrative Officer, with possible advice of the Council:'s:.subcommittee. During the-so- called "ninety-day-emergency period ", Robert Strong would delegate practically all current planning activity to Dan Smith, the Associate Planner,:and Dan Smith would be.asked to clear with the Attorney informally before making any major moves involving possible legal interpretations. Finally, it.was recommended that.all..memos.from the City Attorney to the various departments; go-through the Administrative Officer for distribution and knowledge by him and that all copies should go to the Administrative Officer prior-to going to the department heads. In case of a question as to whether.the- Attorney..was bringing up.a.strictly legal point-or a matter of policy; it would.-be for the Administrative Office to make the decision whether this-was to.be processed or not. The City-Council present concurred in: :general with the subcommittee's recommendation.on the ninety -day interim study period. 2. -The City:Council.discussed_.the preparation of a letter to be signed by. all. . members -.of:. the.. Council .:present_to :the County Board.of Supervisors regarding - :the -lack of.response.- to.the.letter sent by the City Council to the Board.of Supervisors regarding.the County plans for expanding their facil- ities. The--Councilmen present stated.they wished to again inform the. Supervisors--that.-the Council's subcommittee was ready and willing to become involved.in.the. study and.deliberation:_on..the County's Capital Improvement Plan as it affected.the City, and.that the Council ask the Supervisors 1). provide..the..Council:'s subcommittee.with the times and dates scheduled for formal discussions,,-meetings, hearings; - etc:., regarding the County.;Capital Improvement_ Program ,:_particularly,those_portions of-the plan that would directly-affect-the City of San Luis Obispo that might be held by staff, board members or committees; 2) that the Board of Supervisors communicate to the City Council dates that would be convenient to the appropriate members of the Supervisors for having one or more meetings with the Council's
