1. The.City Council discussed-the-progress of the Capital Improvement
Program.of the __County -of .San_.Luis.. Obispo ;. -- involving the expansion of /or relo-
...cation of.the.County Courthouse and Administrative Center from .the•'Central
Business District of the'City'.
The City Council:.reviewed..the report dated. - October 15, 1975,'prepared by
Robert.Strong.on Alternative.Governmental Center, Site Evaluations prepared
by the County.of.San Luis Obispo. The sites under consideration by the County
Capital Improvement Program Committee were:
A. Expansion at:.the, existing site;
B. Johnson-Avenue Hospital-site;.-..
C.1 Marsh Street. Interchange site.(Maino:_.property);
C.2 Marsh Street Interchange..site.(Madonna property);
D.1%Madonna.Road (City-Park-property);
D.2 .Madonna Road (Dalidio property);.
' E.. South Street (Nelson property); and
F. Laurel Lane- (General Fireproofing.property)-.
Robert Strong.continued by explaining the-criteria and objectives considered
by-the County for picking...sites.for _ the.Governmental- .Operation- Center. He
also-submitted for Council.. information _an.analysis:of..'each site; prepared
by the City Planning Department including such items as:
1. .Land.Use Impacts;2
2... Impact of Parking.and.Circulation;
3. Impact on City Services; and
4. Exonomic Base and Design Impact.

The City Council_. then .reviewed.the'draf.t:.copy...of .the report prepared by
. the .consultants.for.the..County, Robert F.._Stuhr, Architect and Bruce Dodson
& Associates,.Planner... The report was-entitled "Alternatives Governmental
....Center, Site:_Evaluation ". The draft report.then considered by the City
Council covered in explicit detail the consultant's "c6nsideratioti of the
eight alternate sites..
Finally,. Robert Strong, reviewed. for. the: Council,.. a brief .analysis summary
of the entire_County program prepared'.by.the County'.s..consultant, Bruce
Dodson, in which he reviewed each site and submitted the following prelim-
inary consultant view:.
1. '.' Downtown_. Alternative ..III.offers.the...best.urban design -and recycling
_. opportunity ..for:.a..goverrment..center.. But.due to poor circulation, =
parking.and`highatandicbsts, it would be extremely.dependent upon
City-financial assistance to-implement. This option would imply that
ideal government integration would be.deferred to some future period
when greater need or resources.exist."
2. " The.. South .Street.offers..best.longterm solution..with.minimum costs
an. and positive longterm economic effects on-the-surrounding area.'.'
3. "Downtown Alternative..II (French Site).although fracturing site unity
would still. develop desirable results if all other assistance factors
prevailed."
4. "General..Fireproofing - for.reasons.similar..to South Street in terms
of economy and ability..to recycle existing structures."
5. "Examine.the site adjacent to Marsh_Street.on the south side."
After.discuss.ion, the City Council stated that they would again meet with
County representatives to review the-report of the County's consultants
on these proposals.
2. ....On motion-of Councilman Petterson,.seconded by Councilman Graham,
the.meeting..adjourned_at.6:30 p.m.. Motion-carried, Councilmen Gurnee
and.Norris absent.
