1. City Councilmen assigned to various standing Council Committees
reported on the activities of those committees since the last meeting.

Councilman Norris:
After the report-of-activities of standing.Council Committees, the Council
and staff.had.a.long discussion-on-the possible effects of the General Plan,
its growth.strategies.and alternatives and the effect of the City's-water
supply availability and.alternatives to -that supply for future growth without
facing future moratoriums-or rationing._of..water : to:new residents.and develop-
meats. Again there was_a.long.discussion.on the benefits and.merits-of the
Nacimiento County_project.vs. the State water project. Both the Community
Development Director and the City.Attorney stressed the critical urgency of.
the problem and urged the Council to make some needed decisions in the very
near future. .No conclusion was reached...It was continued for future discussion.
2. .. Robert Mote ,.Utilities - Engineer, - submitted a progress report to
the City Council regarding the proposed McMillan Avenue assessment district
which was continued from the July 7, 1975 meeting. He submitted various
alternatives as to area, three basic alternatives: (1) the original area
requested by.the petitioners;..(2) all -the area north of Orcutt Road and (3)
the entire area on both sides of Orcutt,Road:not! presently sewered by the
City.
Also the Council discussed - whether a- priva-te.or.separate bond counsel should
be hired and /or.whether:the City Engineer's - office should retain-engineering
consultant services:or do:it.in- house.
After discussion:of:the..various alternatives,.it was.the consensus of the City
Council that:the special assessment district.be considered for the ultimate
area, that informal.petitions be procured from the property owners for Council
guidance, and.that assessed values be prepared for the Council's consideration
as to.percentage for the December 1, 1975 meeting.

On motion of Councilman Gurnee, seconded by Councilman Norris, the meet-
ing adjourned to 4:00 p.m., November 12, 1975. Motion carried.
