COUNCIL HEARING ROOM, CITY HALL Roll Call PRESENT: Councilmen Dunin, Jorgensen, Petterson and Mayor Schwartz ABSENT: Councilman Gurnee City Staff Others PRESENT: J.H. Fitzpatrick, City Clerk; R.D. The City Council again reviewed the statement of City position and intent concerning.the location of County facilities in or near the City of San Luis Obispo as suggested by Mayor Schwartz for Council discussion. On motion of Councilman Petterson, seconded by Councilman Jorgensen, that the City Council adopt the following position on the location of Council facilities in or near the City of San Luis Obispo and further that the Mayor be authorized to send the position paper with a cover letter to each member of the County Board of Supervisors. Motion carried on the following roll call vote: AYES: Councilmen Petterson, Jorgensen, Dunin and Mayor Schwartz NOES: None ABSENT: Co`uricilman Gurnee STATEMENT OF POSITIONS AND INTENT OF THE CITY OF SAN LUIS OBISPO ON THE DEVELOPMENT OF COUNTY AND CITY CAPITAL IMPROVEMENT PROJECTS IN SAN LUIS OBISPO AND ENVIRONS REGARDING DOWNTOWN A. County Administrative and Court's Facilities The City views the highest and best use of the block bounded by Santa Rosa, Monterey, Osos and Palm Streets currently owned and partially occupied by County buildings in downtown San Luis Obispo to be for County administrative and courts facilities. The City's General Plan has shown these County facilities to be so located and has indicated that future development of the City will recognize the expansion of County facilities in this location. The City believes that the existing land area on this block'presently used for County parking to be land well suited for the development of future County administrative and courts facilities; con- versely, the City does not believe that the highest and best use of this land to be for parking. The City reasons that this three acre site provides adequate developable area on which the County can erect additional buildings to serve the County's expanding needs for administrative and courts space. The City recognizes that substantial investment has been made by County taxpayers in the exist- ing facilities; it is conservatively estimated that it would cost $8 million to- replace the 111;000 square -feet-of =space presently contained in these existing County facilities. Further, private individuals as well as the City have collectively invested millions of dollars to develop properties in the immediate vicinity to house businesses that relate to government activities carried on in the County administrative and courts facilities. 10 City Council Minutes July 6, 1977 Page 2 These County- business -City relationships have proven mutually beneficial and the City desires to see them continue. The City believes that both the public and private investments that have been made must be protected and further enhanced. Brief Statement of Intent It is the intent of the City to work in every way with the County and with the San Luis Obispo business community to insure that the County can continue 1 to operate and to expand its administrative and courts facilities in the downtown area indefinitely. This intent includes: 1. Control of land uses in the immediate vicinity to insure that they shall be compatible with future expansion of County administrative and courts facilities. 2. Development of the City's circulation system to insure that present and future County administrative and courts facilities in the downtown area will be easily accessible to County residents. 3. Cooperative development of parking facilities to insure adequate services for present and future County facilities as well as related downtown business activities and City government needs. 4. Maintenance and improvement of the City's utilities to insure that present and future County facilities will be adequately served. B. Library and Cultural Facilities The City is aware that the County -City Library currently housed in a City -owned building at the corner of Morro and Palm is inadequate. The City is likewise aware that the County Museum which occupies the City - owned structure at Monterey and Broad is also in need of additional space. The City is very much aware of increasing demands on it by its citizens to build or to substantially participate in the building of a community recreation center, a civic and fine arts center for-meeEings and' .the:_�i :performing arts, snd'an expa'nsion`of the_Art Center for presentation of the visual arts. The City believes that all of the aforementioned facil- ities if carefully located and designed would produce a "Cultural Center" in which activities would occur which would be mutually reinforcing to each other and which would offer significant opportunities for cultural expansion and enjoyment by residents of the County and City alike. The City believes that the area surrounded by Broad Street, San Luis Creek, Nipomo Street and Mill Street extended has the potential for such develop- ment. This general area contains the County Museum and the Art Center and several historic structures are within the area including Mission San Luis Obispo de .Tolosa. The adjacent business developments offer supporting services and the opportunity exists to develop additional parking that can serve both business, meetings and cultural activity uses during both day and evening times. The City has developed reserve funds which can be used to assist the County in relocating the County -City Library. The City -has acquired land for parking in this area and will cooperate in meeting future parking needs. Brief Statement of Intent It is the intent of the City.to work for the development of a Cultural 1 Center in the vicinity of Mission Plaza. To accomplish this goal, the City intends to: 1. Develop a Central City Specific Plan which will delineate a Cultural Center so located. 2. Cooperate with the County in the acquisition of property for a new County -City Library and to commit its Library Reserve Fund to this effort. I 1 City Council Minutes July 6, 1977 Page 3 3. Seek a location in the Mission Plaza vicinity for the development of a new City Recreation Center. 4. Cooperate with citizens groups in developing and /or expanding facil- ities which will respond to community needs for meeting space and for presenting the performing and visual arts. 5. Cooperatively develop adequate parking in the vicinity useable for daytime and nighttime activities. 6'. Work with the County Historical Society and /or private or public trusts to acquire and /or preserve unique historic buildings in the vicinity. 7. Cooperate with the adgquately present Obispo County. County.in expanding the County Museum to more the history and historical artifacts of San Luis The City intends to ultimately convert the present building occupied by the County -City Library to offices to house City activities or those activities supported by the City. REGARDING MARSH STREET SITE The City views the Marsh Street site presently under consideration by the County far acquisition as the best of the new sites considered by the County for location of future County facilities. The City is appreciative of the County's desire to have a site of sufficient size upon which can be constructed additional County facilities as the growth and needs of the'County may be determined from time to time. However, the City is of the opinion that the County is capable of operating both efficiently and economically in a well planned bi -polar or multi -polar configuration. The City firmly believes that the County should construct all additionally needed administrative and courts facilities on its downtown site; consequently, the City wishes to have the Marsh Street site designed for and dedicated to the development of County Humin.Services and human service related functions. The City wishes to again advise the County that it does not plan for or desire any highway linkage with the coast to be made at the Marsh Street interchange. Within this - context, the City would encourage the County to acquire a site in the so- called Marsh Street area and commence the construction of a County Juvenile Services facility as quickly as possible. Brief'Statement of Intent It'.is the intent of the City to cooperate with the County in the acquisition of the Marsh Street site, to favorably consider City General Plan and zoning changes,'to annex the site to the City, to offer the extension of utilities to the site, and to cooperate in making the necessary street connections to serve the site. In return, the City would expect that the County would limit the development that would take place on this site to Human Services and human service related facilities and work with the City in placing additional admin- istrative and courts facilities downtown. REGARDING SOUTH STREET The City is aware that the County has considered certain properties located adjacent to South Street in the City of San Luis Obispo as a possible site for the placement of new County facilities. The City views the highest and best use of this area of the City of San Luis Obispo to be for residential purposes as presently shown on the revised General Plan of the City and for which the City has received and approved a viable Specific Plan for development. Brief Statement of Intent It is the intent of the City to see the South Street area developed residentially. City Council Minutes July 6, 1977 Page 4 REGARDING JOHNSON AVENUE The City has no objection to the continued use of the Johnson Avenue site for County Health Services and /or School Administrative Services either now or in the future. The City's General Plan has visualized these uses for some number of years and the recently updated General Plan continues to accommodate these County uses on Johnson Avenue. Brief Statement of Intent I The City agtees with the Statement of Intent as drafted by the County -City Committee on the matter of the utilization of the Johnson Avenue site. REGARDING THE AIRPORT The City recognizes that the San Luis Obispo County Airport serves important County and City functions. The City also recognizes the desire on the part of the County as airport operator, as well as private and corporate users of the airport to make alterations at the airport which will improve user safety and the City has no objections to the proposed improvements which include: instrument landing equipment, airport lighting, runway extension at reduced loading, terminal modernization and transient aircraft parking space expansion. The City is very much concerned that airport use is not significantly changed to adversely effect neighboring areas; the City is specifically opposed to physical or management changes which would permit use of the airport by high noise producing pure jet aircraft. The City is also aware that use of the land surrounding the airport is critical as improper land use could work against the effective and efficient use of the airport. The City views the regulation of these lands surrounding the airport to be especially important in preserving both the safety of airport users and the safety and welfare of people residing and working in the southern quadrant of the San Luis Obispo community. The City is desirous of having the County adopt the City's General Plan Land Use Element as a mechanism for controlling land uses in this critical area. Brief Statement of Intent It is the intent of the City to work with the County to determine mutually agreeable land use regulations for the airport and its environs. Further, it would be the intent of the City to permit County to expand City water and sewer utility services to serve the public areas of the airport; however, the City does not intent to have these utilities serve private property adjacent to the airport. 2. On motion of Councilman Jorgensen, seconded by Councilman Petterson, the meeting adjourned at 1:30 p.m., to 12:10 p.m., Monday, July 11, 1977. Motion carried, Councilman Gurnee absent.
