2. Wayne Peterson, City Engineer, submitted a proposal for Council's
consideration of a change in the City's Hydraulic Design Criteria. He
stated that the existing adopted design criteria was difficult for the staff to
enforce due to the fact that many of the older parts of the City had so many
small storm drains that when a property owner wished to add a small section.
across their property, the design was not compatible with the size of the
culverts up- and -down stream. In some instances, upstream culverts restricted the
flow to a degree that the 100 -year design flow could not possibly reach the area
In other cases, downstream culverts restricted the flow in such a way that, should
they enclose.the pipe, the water would come out upstream and might cause damage
to other areas due to flows being diverted down streets. The proposed design
results in-smaller pipes and drop inlets while they did cause some local flooding,
they helped to slow the flow of water and level out the peaks so that downstream
problems were minimized. Local streets and yards became holding areas during
a major storm, but buildings were not flooded if built to the design elevation.
Finally, Wayne Peterson recommended that the Council consider adopting a new
design standard for drainage similar to the criteria used by the County of
San Luis Obispo as follows:
1. Those waterways defined as having drainage areas of over 4 sq. miles
will be designed for a 100 -year frequency storm.
2. Secondary waterways which have drainage areas between 1 and 4 sq.
miles shall be designed for a 25 -year frequency storm with freeboard.
3. Minor waterways which have drainage areas of less than 1 sq. mile
shall be designed-for a 10 -year frequency storm with freeboard.
4. All new building pads being created shall have the first f
elevation a minimum of 1 ft. above the 100 -year storm flow

6. Streets are to be designed to contain a 10 -year frequency storm within
6 or 8 inch curbs to the approval of the City Engineer. Any additional
discharge from a 10 -year storm shall be carried underground in storm
drains.
7. Hydraulic gradients in culverts flowing under pressure shall be
maintained a half foot below inlet grates and manhole covers of all
structures.
8. Additions to existing culverts shall be sized in relation to the practical
quantity of water that can reach that location and which can safely be
carried considering downstream restrictions.
9. No new improvement should be allowed which would divert flood water
should it become overtaxed, to another location that formerly was not
being affected by flood flows.
D.F. Romero, Public Services Director, reminded the Council that the current
100 -year design criteria was adopted.in the emotional days following the 1973
flood and in some cases had proven to be impractical. He added that it was the
highest design criteria in the State of California. He continued that attempts
to adhere strictly to the adopted criteria had resulted in impractical designs
such as putting in a large pipe to close a gap between two runs of much smaller
pipe: He concluded his statements by stating that the standards recommended by
Wayne Peterson were excellent and he felt it represented a practical solution
and would protect most buildings in the City from flooding.
The City Council discussed with Wayne Peterson, D.F. Romero and the public
present, the impact that their proposed relaxation of Council adopted flood
and drainage design standards would have on the community.

Councilman Settle stated that it was a difficult decision. He felt that the
City staff had stated that their proposals were cost - effective and that more
improvements could be made with funds available. He felt he could support
the staff's proposal.
Councilman Dunin stated he did not wish to reduce the flood protection criteria
in the City after the floods the City had experienced over the past few years.
In fact, he felt the present flood control system did not work very effectively
during the 1977 and 1978 heavy rains.
Councilman Petterson stated that he would support the staff recommendation.
He had never agreed with the Council's adopted 100 -year flood criteria. He
felt that a lesser span was adequate and the City could stand.some flooding in
some areas and to a limited extent.
Mayor Schwartz questioned the practicality of reducing a standard that had
been adopted by the Council to protect the property and citizens of the City
a number of years ago. He felt that, rather than relax standards, something
should be done to guarantee protection to life and property.
The matter was continued for discussion with Item 3.
3. Wayne Peterson, City Engineer., reviewed for the Council, information
from the HUD Flood Maps prepared by the Corps-of Engineers which defined areas
in the City subject to flooding. The map showed insurance rates for properties
eligible for flood insurance. The maps also showed:
1) Areas subject to sheet flow.of water that has jumped out of the
creek; and
2) Areas with less than 1 ft. of flooding during a 100 -year storm; and
' 3) Flood planes on middle San Luis Obispo Creek from the confluence to the
south City limits.
The floodway was an area set aside in which no additional encroachment would be
allowed. The theory was that all flooded areas outside of the floodway might
be filled-without causing the flood waters within the floodway to rise more than
1 ft. To eliminate a floodway, an adequate creek channel must be built. To build
in a floodway, an existing encroachment must be removed to compensate for the
new construction. Any construction that occurred in an area shown subject to
flooding (Zone A) must be flood - proofed in either of two ways:
a) Residential projects must have all.floors subject to habitation a
minimum of 1 ft. above the flood level.
b) Non - residential buildings may either have floors 1 ft. above the
flood elevation be flood- proofed with walls 1 -1/2 ft. above the flood
elevation.
Wayne Peterson continued that the City Council would soon be asked to adopt
a flood plane management•6rdinance whic.h.would control development in all areas
designated A and B with the primary goal of preventing flooding of new buildings
and minimizing additional flooding to existing developments.
Finally, Wayne Peterson stated that the Army Corps of Engineers had taken
jurisdiction of the major creeks throughout the City and that they would require
a "404" Permit prior to any encroachment into existing waterways.
By common consent of the Council, the. staff was authorized to proceed with the
HUD processes and then prepare the required flood plane management ordinances
for future Council consideration.
The City Council then discussed Item 2, the Criteria for Drainage Design
Standards, in light of the report submitted by Wayne Peterson on the HUD flood
Plane Maps.

On motion on Councilman Petterson, seconded by Councilman Settle, that the
staff be directed to prepare a resolution for Council consideration
establishing Council Policy on amending the drainage design standards and
criteria of the City. Motion carried with Councilman Jorgensen absent.
4. 9:40 p.m., the Council adjourned
