2. The City Council met with members of the Citizens' Advisory Committee to
review their progress on the study of advisory board and committee reorganization.
Foster Gruber, Chairman of the C.A.C., reviewed the history of the assignment
by the City Council on November 1, 1977, for an indepth study and review of
existing structure of advisory boards and commissions with a view of recommend-
ing changes to duties, responsibilities, etc. He continued that after an indepth
review of existing advisory groups, duties and responsibilities, interviews with
advisory board chairmen and attendance at advisory board and commission meetings,
the C.A.C. found that most of the current advisory groups' functions and duties
are essential to one degree or other but the effectiveness of the groups are
somewhat diluted by the fact that some groups are extremely busy and cannot
devote propert time and effort to assigned projects while other groups have
so little to do that they meet only sporatically, if at all. Therefore, the
C.A.C. has attempted to redistribute the functions on a more equitable basis
and to describe each agency's responsibility more clearly. The C.A.C. had
suggested the following makeup of Council appointed citizens advisory groups:
1) B.I.A. Advisory Board (no change from existing)
2) City Housing Authority (no change from existing)
3) Disaster Council (no change from existing)
4) Physical Environmental Commission (new) with following subcommittees:
A) Planning Board
B) Zoning Board
C) Architectural /Environmental Board
D) Engineering Board
(This commission would replace and realign the duties of the: 1) Planning
Commission; 2) Subdivision Committee; 3) Board of Adjustments; 4) Board of
Appeals; 5) Architectural Review Commission; 6) Design Review Board; 7)
Environmental Review Commission; 8) Tree Committee; 9) Traffic Committee;
10) Mass Transit Committee; and 11) Waterways Planning Board.)
5) Professional Services Commission (new) with following subcommittees:
A) Cultural /Recreational Board
B) Human Needs and Services Board
C) Management and Financial Review Board
D) Personnel Board
(This commission would replace and realign the duties of: 1) Recreational
Commission; 2) Jack House Committee; 3) Mission Plaza Operation; 4) Human
Relations Commission; 5) Citizens' Advisory Committee; and 6) Promotional
Coordinating Committee.)
J.D. Schetzer, C.A.C. Member, reviewed in detail studies carried on by his
subcommittee for the recommendation on the Physical - Environmental Commission
and its associated boards and commissions as presented by the C.A.C. but that
the Council and staff would review the recommendations and then submit their
findings to the C.A.C. for their guidance to proceed with their assignment.
Action was to refer C.A.C.'s recommendations to Leland Walton for his response
after obtaining insights into workings of existing system.
3. 10:20 p.m., Council adjourned to Executive Session.
4. City Council reconvened in Regular Session at 10:45 p.m. with all Council-
men present.
5. There being no further business to come before the Council, the meeting
adjourned at 10:45 p.m.
