1. The City Council members reported.on activities of standing council
subcommittee assignments.- -

No action. Reports received.
The City Clerk was directed to write a.letter to California State Polytechnic
University and ask to find -out the status of.the City /County /Cal Poly Advisory
Committee, and when meetings would be set on that committee.
2. ., At this..time the City Council considered the Final Tract Map 736 -
Exposition Park (Unit II of Tract 687)
A. Landscape Improvement Plan for Tract 687.
Dan Smith, Senior Planner, reviewed for the City Council the detailed improve-
ment plans for portions of Exposition Park subdivision. He reminded the City
Council that the amended South Street specific plan called for a 100 -foot wide
dedication next to Meadow Park for expansion of the park.proper and an open
space green belt approximately.2.00- feet..wide extending from Meadow Park along
the Woodbridge channel to the west boundary of .the plan area.
Dan Smith.continued that the tentative tract map which followed the adoption
of the plan reflected these.features.which were addressed along with other
expected dedications and-improvements-in conditions.of the tract map approval.
The landscaping improvements are as follows:
1) 100 -foot wide strip of unimproved park dedication.
2) Landscape planting and irrigation system.improvements per plans approved
by the City Council for the median island in Woodbridge Street at South
Street and a.12 -foot parkway along the South Street frontage of the tract.
3) Screen wall.along.the South Street tract frontage and.along common boundary
between.the tract.and Meadow Park.
4) Landscape improvement plan and irrigation system design per plans approved
by the City Council for the green belt along both sides of woodbridge
Channel.

He then reviewed with the City Council.various.staff comments with the working
drawings for the landscaping presented by the developer.
Dan.Smith concluded his comments by stating that the staff from the Community
Development Department., Public Service Department,-and the Parks and Recreation
Commission met with the applicants' designers several times to review and
critique plans. Full consideration was given to design details which would
help reduce the maintenance cost to the.city for those areas to be dedicated
to the city. Still, maintenance costs will be significant.and a separate
report will be presented by the Public Service Director. He also.wanted the
council to note that the Parks and Recreation Commission reviewed the land-
scaping improvements to the'open space'areas during the review of the tentative
tract map, and that they endorsed the following:
1) Landscape planting and other improvements were to be installed by the
applicant.
2) In light of the unusually large amount of land being dedicated, the applicant
should be-responsible for the design of an irrigation system but not required
to install it.
3) The applicant offered to assume responsibility for the first year of
maintenance of the landscaped areas.
Dan Smith.stated.that now.the applicant is proposing to give the city $10,000
cash in lieu of one year maintenince..responsibility, and. -the city staff is
proposing that he contribute $15,000 to the city so-the area can be taken care
of by city staff. He then stated that the action they request from the City
Council would be:
1) Review city costs for installation of irrigation system and.assumption of
long term maintenance responsibilities.
2) Decide if the improvement plans are acceptable.
3) Decide whether the city should.accept $10,000 contribution (or $15,000 as
staff proposed) in lieu of applicant's agreement to maintain improvements
in Woodbridge Channel for one year.
D.F. Romero, - Director of Public Services, stated that the.proposed project
presented a most attractive treatment of the waterway and the frontage along
South Street.. However, he wished the council be iware.of the implied capital
and continuing maintenance costs associated with such a large project. He
stated that his department recommends that the irrigation system be installed
in the Meadow Park extension prior to landscaping, in order to reduce the
ongoing maintenance costs. It is his department's estimate-that the 3.9 acres
in Phase I would cost $54,000 for automatic irrigation and-turf installation,
in addition to the landscaping "offered by the developer. If the irrigation
system is installed, it's estimated maintenance effort for the Meadow Park
would require 31� man days per week which would require.an additional person
to the parks staff. He also stated that the $10,000 offer of the developer
would not cover total costs of maintenance for one year. He. therefore,
recommended that the developer be required to deposit $15,000 to cover the
first year's maintenance costs. He also wished the council to be aware that
the.next phase of this particular development will extend the green belt along
the waterway. to encompass an additional 3.'6 acres with an•implied city. cost
for irrigation system and turf o'f approximately $50,000 and additional man
years for maintenance. Also, the additional area being granted by the developer
for the ball field extension implies costs of approximately $20,500 to improve
that area.
Finally,.Dave Romero stated that the developer's offer to contribute one years
maintenance is generous and should be accepted by the city, however, it carries
with it the implication of an expenditure of $54,000+ in capital costs and
a continuing and ongoing city maintenance expense-of approximately one man for
maintenance. Further development implies a city:.'capital expenditure of
approximately another $50,000 along the waterway and an ongoing maintenance
expense of additional personnel. He recommends the fol.lowling:

1) The city accept the:developer's. offer in the amouxit.of $15,000 to cover
one years maintenance in Phase I.
2) The city.commit-to CIP item for 1979 -80 to install turf and sprinkler
system in Phase I.
3)• The city agrees to hire one additional groundskeeper to maintain facilities
in Phase I.
4) The city refer to CIP consideration of the 4uestion of the $20,500 costs
to modify the baseball field. •
Rob Strong, representing the- developer, reviewed the proposed development of
the open space park area through this tract and introduced Ted,Elder, a land -
scaping architect, who reviewed in detail the set -back development and the
park development.
The City Council then held a lengthy.discussion with staff and developer of
prior commitments of_such a great expenditure of public funds for the park
open space development in conjunction with this tract. Some of the councilmen
felt-that it was to be just an:open'.space..type of development, not a complete
firlished-park. The discussion then evolved.into general discussions of prior-
ities for other parks in the city and where the funds would come from to pay
for the development costs and-perpetual maintenance costs of such a large park
addition.
Rob Strong, in answer to covmments.made_ during the council's discussion, that
it was their.plan to add rails to the approaches to the - bridge over the Wood-
bridge waterway for safety purposes.
It was moved by Councilman Jorgensen, seconded by Councilman Settle that the
City.Council do the following:
1) Approved the landscaping and
2) Authorize a 1979/1980 C.I.P.

The City Council then considered the final plans for Tract Map No. 736 and
the subdivision agreement with the tract.
The City Council.directed staff.to.(1) -have covenants on property adjacent to
Meadow Park advising prospective purchasers that they would be buying property
next to a park which has night time recreation activity, and (2) provide city
access control to open space from adjacent single family lots.
Rob Strong said he agreed with this.requirement and he would ensure that it
was part of the final map.
Wayne Peterson, City. Engineer,.stated..that the staff -has reviewed.the plans,
specifications, and.final.tract.map for- this..subdivision.and.find they are
complete and ready for construction. He.also wished the council to know that
the developer is installing a 12 inch water main in.Woodbridge Street with
the..city agreeing_t, pay:the developer $9 per foot or $5,220. This particular
main is needed to reinforce the water pressure zone. The staff feels this
oversizing is not.a particular benefit to the:tract since the tract has already
installed a larger mains in South Street to serve it.

3. R.D. Miller, Administrative Officer, attempted to submit a brief verbal
report on the status of the 1978/1979,C.I.P., but the council state they would
rather have Leland Walton update the C.I.P. in writing if possible for the study
session of November 20, 1978.
4. At 10:20 p.m. the City Council adjourned to Executive Session. At
10:45:p.m., the City Council reconvened in Regular Session with all councilmen
present.
5. On motion of Mayor.Schwartz,.seconded by Councilman Petterson, the
following resolution was introduced: .Resolution No. 3713, 1978 Series, a
resolution of appreciation to Richard-D. Miller for his services as City
Administrative Officer and formally conferring the title "City Administrative
Officer Emeritus ".
Passed and adopted on the following roll call vote:
