1. City Councilmen reported on activities of standing.council.subcommittees.

Discussion was held by several members of the council on the effectiveness of
the Area Council of Government as it effects the City of San .Luis Obispo and
other cities in the county involved in its administration, budget, etc. It
was the feeling that the county staff was much-too large for the benefit of
the C.O.G.
Councilman Pettersoni questioned the..real.effectiveness of the C.C.C.J.C., as
he felt that rather than working for the good of all the.area, he felt it was
primarily a fight between the various.city and county bureaucrats trying to
divide the federal funds to their best advantages for the individual..agencies
and not a consolidated or coordinated plan. --
Mayor Schwartz announced that the next.meeting of the Whale Rock Commission
would be January 11, 1979, at which time hopefully they would discuss the
consultants and the study needed for the E.I.R. and the recreational program.
Councilman Dunin also questioned the relationship.and effectiveness of the
Zone 9 Advisory Board with the council and with the citizens of San Luis Obispo.
He felt that the main effort of the.advisory board was outside the city and
with not too much emphasis within the City of San Luis Obispo. He announced
that.the next meeting of the advisory board would be on Wednesday, December
13, 1978.
2. A joint meeting with the City Council and the Jack House Committee
on progress reports on activities to date.
Miss Ethel Cooley, Chairperson of the.Jack..House Committee, reported on the
activities of the committee to date with the wish of the committee that the
City Council authorize the retaining of an architect to study the Jack house
and grounds in order to come up with a study plan and a scope of work to
upgrade the-Jack house and grounds as she did not feel the committee could
go any further without some professional advise and help.
Other members of the Jack House Committee emphasised the same point with the
City Council,-that they had exhausted their volunteer labor and it-is now
at a point where they need some professional advise, preparation of plans,
and a scope of work to be carried on over a period of years to restore the
house to its original grandeur.
It was the general consensus_of the City Council.that the Jack House Committee
should proceed with their program to retain professional - services for a
preparation of a master plan for both the house and grounds in order to make
the property more safe and useable by the public.
It was moved by Councilman Jorgensen,.and seconded by Councilman Settle, that
the City Council authorize the Jack Residence Committee to proceed.with plans
to retain professional services for development of a master plan and a scope
of work within the present budget.
The City Council approved the motion by consensus with no vote.
The City Council also informed the Jack.Residence Committee that they would
give them additional funds over the 1978/1979 budget.if_ they can't come up
with'a program for the use of the funds in developing the house.

At 8:40 p.m., the Mayor.declared a recess. At 8:50 p.m.,.-the council reconvened
with all councilmen present:
3. Henry Engen, Community Development Director, reviewed for the City
Council.the actions taken by the Planning Commission on the staff recommended
housing element of the General Plan. He.reviewed.the process.used by the
Planning.Commission.in ... going.over.the.housing..element in..eight public.hearings
and finally the recommendations.of the Planning Commission that the City
Council adopt a housing element as recommended by them.. He- suggested that.
the City Council hold a public hearing on the housing element and adopt it
as a part of the General Plan.
Henry Engen continued that the housing element.is one of.the nine General Plan
elements required by state law which evaluates community housing conditions,
identifies problems and sets off.policies and programs to address.the⢠problems.
He stated that according to the California Government Code, the housing
element should consist of standards and plans for the improvement of housing
and provisions of adequate sites for housing and shall make adequate provisions
for the housing needs of all economic segments of the community.
He stated that this was the first update of.the city's first-housing element
which was adopted in 1972 when he felt housing was not a prominent public
concern. Since that time problems with housing availability and cost have
been felt by middle and upper income households as well as previously effected
low income residents. Therefore, this.housing element.document includes more
recent information and responds to requirements on housing element content
recently imposed by the State Department of Housing and Community Development.
He stated it contained three major sections:
1) An overall statement of community housing problems and issues.
2) A statement of goals, policies..and.programs.
3) An expanded analyses of the housing - conditions.
Henry Engen then concluded his comments by reviewing the format of the plan
as approved and submitted by the Planning Commission.
The City Council then discussed the strategy that they should use in order
to proceed with the adoption of the housing element of the General Plan.
The City Council and staff then disucssed some of the information submitted
as backup material for the conclusions of the General Plan-and a.1so-ppme of
the goals, policies and programs as recommended by the Planning Commission.
The City Council then considered a letter from Gail Sorenson, Human Needs
Committee Co- Chairperson and past - Chairperson of the Human Relations Commission,
informing the City Council that the Human Needs Committee has reviewed the
proposed schedule for approval of the San Luis Obispo City Housing Element
and wish to ask the council that they postpone all public hearings until after
the Christmas Holidays, sometime-late in January, as they feel that housing
is the top priority item of the Human Needs Assessment Committee; and she felt
that because of the holiday season and the Cal Poly people on vacation, the
Human Needs Committee felt there would be little input if the council held
hearings at the end of December. She also stated that the Human Needs Committee
would like to further recommend that the first public.hearing be more educa-
tional in nature with emphasis placed on the effects.each policy would have
on the general public and also recommend that an extensive information campaign
should preceed the public hearings. She felt that the public relations
campaign could encourage.all effected segments.of the community to attend
the hearings and also make the general public aware that drafts of the
housing element are available at City.Hall.
After discussion of the H.R.C. letter and.the staff presentation, the City
Council determined that they would hold a public hearing on the housing element
of the General Plan on January 23, 1979 and that the City Clerk was directed
to put out a special newsletter listing the 18 policy_.statements.at.least a
week ahead of time for public input. The City Clerk was also directed to
prepare a letter for the Mayor's signature to the H.R.C. on the council's
schedule of the public hearings.

4. Bid results.for.the.JOHNSON /MARSH STREET STORM DRAIN, City Plan C -10,
bids opened on Friday, December 1, 1978, and considered by the council on
December 5, 1978, was.continued to December 19, 1978 council meeting as the
city has still not acquired the necessary easement.
5. The matter of.the review of the.status.of the 1978 -1979 C.I.P. was
continued to the first item on.the December 18, 1979 study session.
6. On motion-of Councilman Settle,..seconded by:Councilman Dunin,
Carl Lutrin.was.appointed to the Citizens' Advisory Committee with a term
expiring on June 30, 1981.
7. On motion of Councilman Settle,.seconded by Councilman-Dunin, the
following resolution was introduced:. Resolution No: 3730, a resolution of
appreciation to Robert Vosburgh etc.

8. On motion of Councilman Settle, seconded by Councilman Dunin, the
following resolution was introduced: Resolution No. 3731, a resolution of
appreciation to Robert Kennedy etc.

ABSENT: None
There being no further business to come before the City Council, Mayor Schwartz
adjourned the meeting to 12:10 p.m. Monday, December 18, 1978.
