COUNCIL :SEARING ROOM, CITY HALL, 990 PALM STREET Roll Call City Councilmembers Present: Melanie Billig, Ron Dunin, Gerald Munger and Mayor Cooper Absent: Alan Bond City Staff .Present:. Jordison, George McGinnis, Bob Pederson, Aryan Roest, Don Smith Absent: Lee Burkett, Ernest Miller Others Present: Tom Maples and Mr. Ashban, representing the consulting firm -------------- MDW -&- Asquita,- representing - the - consultant ENVICOM------------- ---- - - - - - -- F885 LAGUNA LAKE COMMITTEE (continued from October 28, 1980) 1. Richard C. Jordison, Chairman of the 1979 Laguna Lake Committee, again reviewed for the Council's information the Committee's report dated October 21, 1980. Tom Maples, representing MDW, brought Council up to date on their activities acting as consultant to the Laguna Lake Committee for the City of San Luis Obispo: I. Community goals for the lake's future; II. Summarize natural and man -made characteristics of Laguna Lake and shoreline; III. List of appropriate uses for the lake and the methods required to best accommodate the uses; IV. List of objectives to develop a management program; V. Ways and means to accomplish community needs. He continued that the following were a series of objectives for lake management: 3. Provide ongoing aquatic weed control A. Dredging C. Increased lake level F. Mechanical Harvest G. Manual Harvest A. Maintain three to four feet of lake depth at seasonal low water level; B. Reduce or eliminate existing aquatic weeds; C. Provide for ongoing aquatic weed control; D. Prevent Prefumo Creek Watershed sediment from reaching Laguna Lake; E. Preserve the characteristics of the lake which are important to existing wildlife habitat and preserve the existing level of flood protection and recreational opportunity. He then suggested various methods that could be suitable to achieve each objective listed: OBJECTIVE SUITABLE METHOD TO ATTAIN OBJECTIVE 1. Maintain 3 to 4 feet of lake depth A. Tom Maples completed his presentation by presenting the City Council with seven programs including estimated cost to accomplish the various objectives reviewed. The City Council then discussed with the consultants and the Laguna Lake Committee members present the various recommendations made to improve Laguna Lake. The City Clerk was directed to set a public hearing for Tuesday, December 2, 1980, for public review of the recommended uses and required conditions for preparation of a Laguna Lake Master Plan, Lake Management Plan and E.I.R. 2. There being no further business to come before the Council, Mayor Cooper adjourned the meeting at 2:00 p.m., to 4:00 p.m., Tuesday, November 18, 1980.
