Councilman Griffin stated,that no definite expressions of what a hillside
Counci•lwoman-Dovey did not feel it was appropriate to expand the C -T
zone because this area was too isolated. She would support keeping the
urban reserve line along the creek as recommended by staff..
is.had been established. He felt this was crucial for historical
...purposes and to determine why the city was engaged in this activity. He
suggested a comprehensive definition. He submitted suggested language
:which could.be revised.by staff as follows: "Hillsides are geological
features on the.:Iandscape whose slope,and.soils. are in a balance with
vegptation.:Maintaining:this equilibrium reduces the danger to public
health and safety posed by unstable.hillsides. "Such.hillsides can also
represent significant sensitive areas.in terms of intrinsic environmental
values or benefits which warrant public protection.
He also felt a broad statement concerning basic public objectives of the
program be.included. He suggested a statement of problem as follows:
"Development of hillsides affects'the equilibrium of vegetation, geology,
slope, soil and precipitation to one degree or another. Such development
can result in disturbances that: a) cause loss of slope and soil
stability as well as increased erosion; b) increased run off; c) destroy
the communities aesthetically sources; and d) have a far.reaching impact
upon the community, land, water and economic resources." He also
suggested language be added to include a statement of purpose enumerating
program policy objectives. He suggested staff look at other cities,
i.e. Pacifica and Irvine, including statements that staff review in
order to stress the aesthetic, economic, social, environmental and
public safety values in this section.
Upon general.consensus, Council agreed with Councilman.Griffin's comments
and agreed that other comments by Councilmembers be forwarded to the
Community..Development Department within the week•to allow sufficient
time.for staff.to.include these amendments in the plan..
After.brief discussion.the following amendments were made.to page 10,
item d, Sensitive.Sites, second. paragraph: "WUO Of Housing plans
shall:be. reviewed in light-of•git %g0$ jf the following:of %viOJOJ�0 criteria:"
Subparagraph:(2).to.read:• "YJOJj10 Grading on individual lots should be
minimized. Houses should generally be built close to the street. The
grading of visible driveways should be avoided" (4 -0 -1).
-Item -e.,.Open Space.Programs:, subparagraph (5) to read: Of
Contribution of land-/bargain-sale' (4 -0 -1).
Terry Sanville, Senior Planner, reviewed the council agenda report (file
X1467) taking each area:in.turn.
1. The Yancy's Hill Area
This area includes the Howard Johnson Restaurant area, the fringe area
at the base of the Irish Hills and the southwest corner of the city with
access from Calle Joaquin. The:Planning Commission recommended.,eight
text additions concerning:.standards: 1) site planning, 2) building
profiles, 3) building materials, 4) landscaping, 5) fire flow, 6)
emergency-access; 7:),signing,, and::8),open space. .The Planning Commission
recommended.general plan and zoning map changes.to,extend the city's
urban-reserve line to encompass.the• entire Yancy's -Hill property, expand
the..tourist commercial development area on top of the hill and rezone
the --area from open -space (C /OS -20) to tourist development (C -T -S). A
use.permit.would be.required before any additional.development: could
occur.on. the top,of.the hill. Staff supported the proposed development
standards but:offered the-following,:general plan and zoning .changes: 1)
Eliminate the tourist commercial expansion area north of Howard Johnson's
Restaurant and establish the urban reserve at the city limits in that
area;-2)-reestablish the urban:reserve.at:the center- line of Froom Creek
south of Howard Johnson's Restaurant:;.and 3) maintain the current amount
of land for tourist commercial land on the top of Yancy's Hill and not
extend the urban reserve to encompass the entire property.

Councilman Settle felt the Yancy's building was put in.an.awkward:
position during the previous general plan hearings.,.It was within the
city limits,.and.he felt it met the necessary criteria for expansion.
The review process would take at.least three - to.five years, and-he felt
it would be:needed -in the city.at:that.time. .He felt confident ; -the
project would be well planned and.no.negative.visual impact would occur.
He felt the C -T -S designation was too stringent. This property could
provide substantial revenue possibilities. .He did not.feel it--was
isolated and could support expansion in.a limited position-.
Councilman Griffin supported staff recommended actions 1, 2 and 3.

Mayor Billig'stated that Councilman Dunin had indicated his:support of
the staff recommended action. She too, supported staff's recommendations.
Upon general consensus Council approved staff's recommended action to:
1) el- iminate the C -T area north. of Howard .Johnson's:Restaurant;.:2)
reestablish the urban reserve at the center line. of Froom Creek and
maintain the current.amended C -T land on top of Yancy.'s:Hill (3 -1 -1).
2. Luneta Drive Area:
The area includes land south and west of•Luneta and Hermosa Drive and
west of Mission Lane at the fringe of .the city.
Terry- Sanville reviewed the .Planning Commission's recommended text
addition that residentially designated areas within the urban reserve
line be considered sensitive.sites requiring ARC approval. The,Planning
Commission recommended the proposed general plan map changes align the
urban reserve line with the current boundary between open space and
housing areas west of.Luneta Drive. The amount.of land earmarked for
housing at the south end of Tassajara Drive.would be.siightly reduced
and include only the area where slopes were.less than 15 percent. The
urban reserve line would be reestablished at the.rear of the lots on the '
west side of Mission Lane. No additional housing up the mountain from
these lots would be allowed." He stated staff was also in support'of the
Planning Commission recommended action.
After brief discussion and upon general consensus, Council supported
Planning Commission and 'staff recommended action to make minor adjustments
to the urban reserve line for zone boundaries along the fringe'of .-the
City south of Foothill Blvd. (4 -0 -1).
Councilman Griffin also suggested that language be added that any major
modification to existing homes on the mountain would trigger ARC approval.
3. High School /Hospital Area
This includes vacant land along the western slopes of the Santa Lucia
foothills generally south of Alta Street, east of the high school,
Woodland Drive, -and the County General Hospital.
Terry. Sanville reviewed the Planning Commission recommended_text.addi-
tions setting forth ten requirements to be included in a specific plan.
The urban reserve line'would be pulled in to match the existing zoning
boundary behind the high school. A "SP" overlay zone would be applied
to land west.of Woodland Drive requiring a master plan be included for
housing in the area before further subdivision and development were
allowed. To the north of the County.Geneial Hospital, the location of
the urban reserve and the boundary between housing .areas and.open space
be adjusted. Some land above the 460 -foot elevation to be earmarked for
housing, while land above the urban reserve would remain as open space.
Staff supported the Planning Commission recommendation for the high- school-
= hospital area. Staff recommended council initiate an adjustment of
zoning boundaries in the 'area to coincide with.the new.location of the
urban reserve and land use boundaries shown on the general plan:j
After brief discussion and upon.consensus, Council supported.the Planning
Commission recommendation to require a specific plan for the Bowden
property (4 -0 -1).

Regarding Mr. Nelson and Mr. Grow's property, upon general consensus
Council supported the Planning Commission recommendation that the urban
reserve line be established at the existing zone bouncaries east of the
high school (4 -0 -1).
Regarding the water service line, Council agreed to establish the urban
reserve line at the 460 -foot level on the County Hospital property for
hydrology services and visibility purposes (4 -0 -1).
' 8:35 p.m. Mayor Billig declared a recess. 8:55 p.m. City Council
reconvened, Councilman Dunin absent.
4. The Goldtree Area
Includes land outside the city limits and east of the County General
Hospital.
Terry Sanville, Senior Planner, reviewed the Planning Commission text
recommendations of the Goldtree Area including recommendations for: 1)
minor expansion area development and criteria; 2) a specific plan or
development plan be required; and 3) the area be considered sensitive
sites for all residentially designated areas within the urban reserve
line. The general plan map would be changed to redefine the minor
expansion area outside the city limits and east of the end of Alrita
Street above Johnson Avenue. The growth area would be earmarked for
future annexation and development with single family housing. Staff
recommended Council accept the Planning Commission's recommendations for
additions to the general plan text. The general plan land use element
map would continue to show a minor city expansion area east of Alrita
Street. Staff did not feel it should be as large as suggested by the
Planning Commission. The expansion area should not extend beyond the
eastern top bank of the drainage swale east of the end of Alrita Street.
After brief discussion and upon general consensus, Council supported
staff's recommended action for establishing the size and location of the
Alrita expansion area.
Councilwoman Dovey's primary concern was the drainage and the ramifica-
tions due to flood and fire hazards (4 -0 -1).
Council encouraged the property owners wishing annexation to the city to
work with staff. Staff directed to strengthen the paragraph under
"Minor Expansion Criteria" to read: "Correction of any existing downslope
drainage problems if made worse by new residential development within
the expansion area."
After brief discussion and upon consensus, Council supported staff
recommended action for eliminating the minor expansion area north of
Southwood Drive (4 -0 -1).
5. Southwood Drive Area
Includes land along the western slopes of the Santa Lucia foothills
north of Southwood Drive and Flora Street and outside the city limits.
The Planning Commission's recommended text additions would require
residentially designated areas within the urban reserve lines be consid-
ered sensitive sites requiring approval of ARC for the Southwood Drive
area. The minor expansion area shown on the general plan north of
Sequoia Drive and Southwood Drive would be redefined. The urban reserve
would be set at the 500 -foot elevation or the 15 percent slope rate,
whichever is lower on the hillside. Staff recommended that the minor
expansion area be eliminated and the urban reserve line set at the

existing city limits. The city should consider extending limited
services to a maximum of three houses north of the unnamed alley in
return for site planning control by the city and open space easement
dedications.
After brief discussion and upon consensus, Council supported staff
recommended action for eliminating the minor expansion area north of
Southwood Drive (4 -0 -1).

6. -. Maino /Madonna.Area
The Maino /Madonna Area includes land west of Freeway 101.on-the south
slopes of Cerro San Luis Obispo. The northeast'slopes of.the foothill
bordering Laguna Lake Park, the Royal Oak Inn and the Madonna Road
tourist area is also included..:
The Planning Commission's recommended .text additions included:. •1) Use
of land within the urban reserve which included the promotion and
development of a complete tourist and cultural-center; 2) program
implementation which would include .'.'SP" zone be established.with.specific
plan required; and 3) prerequisites for a development concerning water
supply, prezoning and strategic planning. The urban reserve.line would
be extended to include land north and west of the Madonna Inn, much of
this area,b•eing beyond the city.�•limits. The:expansion area would be
earmarked for tourist commercial and cultural center developments The
urban reserve would be located at the 320 -foot elevation. The urban
reserve line would also-be set 'at the rear of tourist.commercial development
along the west side of Madonna Road. A.small. vacant area at..the south
end of the Royal Oak Inn property.would be included in the urban reserve
to -allow for -an expansion of the Inn.= Zoning boundaries would be
changed to reflect changes in the.urban reserve line on the general plan
map. The five- acre.parcel'of land adjacent to the Madonna Road freeway
interchange would be rezoned from C /OS -5 to .0 -T =S. The new zoning would
allow the.development.of tourist commercial uses if a use permit was
approved by-'the Planning Commission.. The "SP" overlay zone would be
applied to vacant land west of the freeway and west of Madonna Inn.
Prior.to.subdividing a development a.specific plan.would:be.required.
Staff was in agreement,with.the Planning.Commission text.recommendations.
Changes to:the general plan and zoning maps.were.also supported.except
for the rezoning of the area of the five - acre.parcel adjacent to the
freeway interchange. Staff -was recommending itibe.rezoned to'C /OS -5 to
C- OS -5 -SP. If future development should be part of the overall master
planning required for land north of the Madonna.Inn, primary concerns '
included flood control, street alignments, general access requirements
and parking. These would be addressed as a.part of the:specific plan.
Planning Commission and staff recommended that the small area within the
urban reserve at the southern corner of the.Royal.Oak property be
included. This is the site of a motel expansion project already-approved
by the ARC. Staff and Planning Commission recommended that the area
west of the.parking.,lot . at the north end of theRoyal Oak Inn.property
be- excluded `from. the urban reserve.
Upon general consensus -Council agreed•to.include the benched-!area east
of the Royal Oak Inn within the urban reserve (4- 0 -1)..
Planning Commission and staff supported the establishment.of.the urban
reserve line north and northwest of the Madonna Inn at the 15 percent
.slope rate or the 320 -foot elevation,.which ever was mote - restrictive.
The area on the general plan `map:to ;be designated :as : "interim agriculture"
After brief discussion and upon general consensus; Council.concurred
with the recommended action for-the-location of urban reserve line
(4 -0 -1)r
Planning Commission and staff.recommended requiring the.preparation of a
specific plan for'land north and northwest of the Madonna.Inn:. The
specific plan -would establish the arrangement of land uses; circulation
of public services, utilities and-open space.

After brief discussion and upon general 'consensiis;.Council.supported
staff and Planning Commission recommendation for preparation of a
specific plan for the Maino /Madonna area and supported inclusion.of
housing on portion of Maino /Madonna property north of the Ranch House
driveway within the urban reserve (4 -0 -1).
Planning Commission recommended that the five -acre parcel land.adjacent
to the Madonna Road freeway interchange be rezoned from C /OS -5 to C /T /S.
Staff was recommending that the five -acre parcel be rezoned from C /OS -5
to C /OS -5 -SP.

After brief discussion and upon general consensus, Council supported the
recommendation of the Planning Commission to rezone the small portion of
the entrance to Madonna Inn to C -T -S consistent with General Plan
changes (3 -1 -1).
Council then reviewed the Planning Commission's recommended text additions
on page 27 of the Hillside Planning report.
1. Use of Land Within the Urban Reserve
Upon general consensus Council agreed that paragraphs 3 and 4 referencing
the cultural center be removed. Council supported the change to "The
Tourist Commercial ¢¢00f Activities" (4 -0 -1).
Staff was directed to incorporate all amendments made this evening and
bring back the appropriate documents for the February 1 Council meeting
(4 -0 -1).

A -1 APPOINTMENT TO THE P.C.C.
Councilwoman Dovey stated that the subcommittee (Dovey /Griffin /Chaney)
of the Promotional Coordinating Committee interviewed two applicants to
fill the recent vacancy created by Linnaea Phillips' resignation. After
interviews, they recommended Leslie Ramsey be appointed to fill the
unexpired term. This term to expire 3/31/84. Mrs. Dovey stated it was
due to the joint study session being held Tuesday, January 25, 1983,
with the P.C.C. that it would be helpful if the new member was able to
sit in on the discussions.
