COUNCIL HEARING ROOM, CITY HALL; 990 PALM STREET SAN LUIS OBISPO, CALIFORNIA ROLL CALL Councilmembers Present: GlennaDeane Dovey, Ron Dunin, Robert Griffin, Vice -Mayor Allen K. Settle and Mayor Melanie C. Billig Absent: None City Staff Present: Paul Lanspery, Administrative Officer; Geoff Grote, Assistant Administrative Officer; Roger Picquet, City Attorney; Pamela Voges, City Clerk; Toby Ross, Community Development Director; Roberta Goddard, Finance Director; Dave Romero, Public Works Director; Bill Hetland, Utilities Manager; Hal Fones, Utilities Engineer 1. WATER RESOURCE DEFICIENCY (File 41517) Council held a public hearing to consider a resource deficiency relating to the city's water supply in accordance with Ordinance No. 839 and Resolution No. 4379. Bill Hetland, Utilities Manager, briefly reviewed the Council agenda report reviewing the precautionary and critical levels. The precautionary level being 6500 ft., the critical point.7650 ft. He stated that as of November 1, 1984, Salinas Dam was at 70% capacity and Whale Rock Reservoir at 87% capacity. This leaves the city with a five -year cushion area as far as being without water. Staff recommends monitoring of water consumption,. rainfall and reservoir levels on a monthly basis with report back to Council by April if warranted. . Mayor Billig declared the public hearing open. Terry Simons and Don Smith asked for clarification on some issues. Mayor Billig declared the public hearing closed. Councilman Settle stated he was supportive of the recommended action. Councilman Griffin was concerned that sufficient public advertising had been made as this was a sensitive issue and the public should be noticed wherever possible. Councilman Dunin felt it was a good report. Councilwoman Dovey agreed and felt that the monitoring should be mandatory. Mayor Billig suggested that staff separate the short -term operation and the long -term management plan. She would recommend that staff prepare an annual operations plan identifying supplies, usage, etc. She.felt this would help the planning and decision - making process to be more timely. After brief discussion and on motion of Councilman Settle, seconded by Councilman Griffin, to approve staff recommendation alternative 413 requiring staff to monitor the situation and report back. Motion carried unanimously (5 -0). City Council Minutes Monday, November 5, 1984 - 12:10 p.m.. Page 2 On motion of Councilwoman Dovey, seconded by Councilman Settle, to direct staff to prepare an annual water operations plan and report back to Council as soon as possible. Councilmembers Dunin and Griffin felt that the evaluation should be made a part of the Management Plan discussion rather than being made a separate motion. Main motion carried on a 3 -2 vote, Councilmembers Dunin and Griffin voting no. Councilman Griffin suggested that staff prepare a comprehensive news release on the water issue. Upon general consensus Council concurred (5 -0) -. 2. WATER MANAGEMENT PLAN (File 4517) Council considered a resolution establishing the framework for development of the Water Management Plan. Bill Hetland, Utilities Manager, reviewed -the Water Management Plan and stated it was staff's recommendation that Council adopt the resolution which would establish the framework for the development of a Water Management Plan. After discussion and on motion of Mayor Billig, seconded by Councilman Settle, Resolution No. 5499 (1984 Se=ies), a' resolution of the Council of the City of San Luis Obispo be adopted "establishing framework for develop- ment of a Water Management Plan with amendment as suggested by Councilman Griffin to include the annual operation plan under Section.lD of the task highlights. Resolution adopted unanimously (5 -0).
