Richard McCurry was concerned about current and future silting at Salinas
Reservoir.
Ken Schwartz questioned that as the city is already drawing against its
safe annual yield that more positive actions be initiated now rather than
waiting.
Don Smith submitted six written questions to the Council for response.
Council then discussed the various aspects of the framework to be used to
develop a water management plan, the status of the storage in the Salinas
and Whale Rock Reservoirs, various water conservation methods available
and determining the factors that would influence the amount of water used
by the city and developing an estimation for the coming year based on
projections.
Staff reviewed four specific areas influencing water usage as follows: 1)
historical trends, 2) proposed development, 3) weather, and 4) other
miscellaneous influences, i.e. water -use behavior, water conservation
measures, pressure system reductions, etc.
Specific.questions or concerns were addressed by Councilmembers as
follows:
Mayor Billig requested that staff work with the state to get raw data and
alternative water sources information. Similar information was prepared
by the State as they have for Santa Barbara. She questioned at what point
the city would be required to have supplemental water, based upon the
figures staff had presented today, i.e. the average citizen uses 175 gpd,
rather than 155 gpd as estimated in 1976. She wanted to be sure that
staff made its evaluation based on all factors unique to the City of San
Luis Obispo, i.e. the number of work force coming to the city from the
outlying communities thereby decreasing their water usage and increasing
the city's. Also, how many existing older homes are in the community
without benefit of water conservation fittings or equipment now made
standard in newer homes. She would hope the operational plan would
outline where the city is going in the future. She would like to see a
program put together prior to this summer to allow the community to take
advantage of conservation methods now available. Also how is the "gpd"
broken down.
Councilman Griffin questioned how the historical trend would be
constructed as he felt there were several factors that would influence
what the cycles might be; in some cases not necessarily historical. He
would encourage the historical -trend approach with as much sophistication
as possible. With regard to the water -use analysis, he would like to see
it come back to Council for review prior to being forwarded to the Whale
Rock Commission.
Councilwoman Dove y was supportive of an educational program and felt that
in some cases drastic actions need to be taken to make the community
acutely aware of the water problems facing the city.
Councilman Settle was supportive of finding out when the city would be
required to have supplemental water and getting the figures to determine
what the 175 gpd levels actually represent.
Councilman Dunin felt it was important that city policies which affect
conservation be looked at when the Council deliberates this again, such as
ARC review, other commissions and ordinances, particularly, reviewing
berming, open space, and lawn requirements as well as what these
additional costs involve. He felt that if changes or conservation methods
are determined necessary, then possibly the policy may also need to be
changed.
After discussion and upon general consensus, Council directed staff to
respond to various questions posed-by Councilmembers and the public and
bring back the policy statement for final approval. A second study

session to be scheduled prior to final adoption of the plan. (Currently
estimated to come back at the first meeting in June).
C O M M U N I C A T I O N S
C -1 Mayor Billie informed the Council that a resolution opposing Diablo
Canyon's rate increase will be proposed for Council adoption at the May 7
Council meeting.
