1. ENVIRONMENTAL REVIEW PROCESS (File #431)
Council reviewed the Environmental Review Process,(c.t— '._......,.•n,
Terry Sanville, Principal Planner, reviewed the agenda report highlighting
the five recommendations for the environmental review process including:
1) legal advertizing; 2) scheduling of projects; 3) staff reporting; 4)
checklist; and 5) annual reporting.
After brief discussion and on motion of Councilman Settle, seconded by
Councilwoman Dovey, to support the five staff recommendations including
prior notice of EIR determinations be given to Council. Motion carried
(5 -0).
Further, staff was directed to review the EIR guideline brochure in light
of today's discussions (5 -0).
A -1. On motion of Councilwoman Dovey, seconded by Councilman Griffin, to
add discussion of a moratorium on conversion of residential uses in the
office zone. Motion carried on a 4 -1 vote, Councilman Dunin voting no.
Toby Ross, Community Development Director, briefly reviewed the agenda
memorandum and the proposed elements of an urgency ordinance that would
place a moratorium on conversion of residential uses in office zones.
(file #431). He explained that although the planning work program
provided that staff review residential uses in office zone, the study may
not be Completed for 18 months. Therefore, if the Council was desirous of
seeing this dealt with in an earlier timeframe, some adjustment needed to
be made to the work schedule or hire a consultant to help in the
preparation of the study. He explained that there were five components
required for its completion -- the supply and demand study being the major
task. He did explain that if the urgency moratorium were to be effected,
it would require a 4 /5ths vote. The ordinance could receive only a
majority vote if the urgency portion was deleted.
After discussion it was moved by Councilwoman Dovey, seconded by Mayor
Biilig to adopt the interim urgency ordinance establishing a moratorium on
the conversion or replacement of existing residences in the office zone
with amendment as suggested by Councilwoman Dovey to include in Section 1,
line 3, after the words "...a four -month moratorium on rezoning from
residential to the office zone the issuance ..."
After discussion, Councilman Griffin moved a substitute motion, seconded
by Councilman Dunin, to call an open special study session to consider
scope and schedule for the office land use study work program including
the use of a moratorium on development; if at any time during study
results, there would be support for such an action. Motion carried on a
3 -2 vote, Councilwoman Dovey and Mayor Billig voting no.
2:40 p.m. Mayor Billie declared a recess. 3:10 p.m. City Council
reconvened, Councilman Griffin absent.

C -2 After brief discussion and on motion Mayor Billig, seconded by
Councilman Settle, to direct staff to work with the Park and Recreation
Commission to evaluate the use of alcohol in City parks and further,
direct the CAO and staff to incorporate recommendations and other
alternatives to bring back for Council review. Motion carried 4 -0 -1,
Councilman Griffin absent.

3:20 p.m. Mayor Billig adjourned the meeting to closed session to discuss
mid -year review of the City Clerk, Councilman Griffin absent
4:10 p.m. City Council reconvened in open session.
There being no further business to come before the City Council, Mayor:
Billig adjourned the meeting at 4:10 p.m.
