PAGE 2 Councilman Griffin submitted a written outline of his concerns as listed: - "I continue to support the concept of a Sister City Program with an Austrian community, and I applauded the Mayor's efforts to excite our community and that of the town of Mondsee. - There are several features to this proposed project that merit further consideration, and I feel they should not be overlooked: 1. SCI guildelines encourage a clear understanding of how the local program is to be structured. I feel the Council ought to express a preferred structure now. See agenda report page 2 -9. 2. The program's success will rely in great measure upon community support, especially from volunteers. We need to confirm the fact of that enthusiasm. In this regard, I propose that the PCC be involved in development of the project work statement, testing community interest, and in initial efforts to bring the project to reality. 3. The fiscal /resource implications of this proposed project should be made crystal clear. This will be the fifth such program that I've had personal involvement in, and I am very sensitive to both direct and indirect public resources that must go into a meaningful, and beneficial relationship. This Council has a stiff agenda ahead of it. How will this project fit into it and on what priority ?" Councilman Dunin was Concerned about the scope of the project. He felt that the sister city relationship with San Blas and the discussion of having a sister cities program with Salzburg failed, and he felt that if this program was going to be successful, the emphasis must be on the community rather than being a governmental program. To that extent, he felt that the cost was probably secondary as long as staff was not playing a large part in the program itself. He would support the concept. Councilwoman Dovey suggested that this be done on a less formalized basis staying away from the structure as outlined in the attachments. She felt that the Council was leaning towards a citizens committee which she could support. She would also suggest that it be run by the PCC and other individuals that had been previously involved in putting together the Mozarteum activities. After discussion and on motion of Councilman Dunin, seconded by Councilman Settle, $200 was appropriated for one -year membership with Sister Cities International with the Mayor authorized to form a committee of interested adhoc groups and individuals for the purpose of exploring and making recommendation on guidelines for establishing a sister city program with Mondsee (5 -0). 3. CAMPING AND OVERNIGHT SLEEPING (File #702) Council discussed and reviewed proposed regulations to prohibit camping and overnight sleeping in public and private places. Paul Lanspery, City Administrative Officer, reviewed the agenda report stating that the recommended action was for Council to review the draft report submitted by Chief Englert and the draft ordinance and make other suggestions if necessary. This would be scheduled for a future public hearing, probably at the October 1 Council meeting for introduction of the ordinance. Councilman Griffin requested that the staff report be expanded to include additional background information, perhaps reviewing recommendations by the homeless task force, various options and alternatives in addition to those listed and set this for a public hearing so that all possible public input could be made available prior to Council taking any action. Councilwoman Dove y suggested that staff bring back a full agenda report responding to the Council questions raised at today's meeting and have a proposed draft ordinance available for a future public hearing. After discussion and upon general consensus, Council directed staff to bring back an expanded agenda report to include additional background information, various options and alternatives and draft ordinance(s) for Council review (5 -0). 1:40 p.m. Councilman Griffin left the meeting. C O M M U N I C A T I O N S C -1 Upon suggestion by Councilman Settle, Mayor Billies was directed to write a letter opposing President Reagan's tax reform proposal as it relates to tax exempt bonding and the elimination of deducting State and local property, sales and income taxes. ALCOHOL IN CITY PARKS (File #804) Council held a public hearing to consider granting final passage to Ordinance No. 1042 amending the Municipal Code prohibiting alcohol in certain city parks (Continued from 9- 3 -85). Jim Stockton, Recreation Director, reviewed the agenda report stating that the recommended action was final passage of the ordinance. He then spoke to specific provisions of the ordinance explaining which parks would have total prohibition and which ones would allow areas for consumption of alcohol. He stated of the 948 acres in the city park system, the ordinance would represent 3% or 31 acres of the park system being affected. 7 fl
