C -3 CONSULTANT SERVICES (File #401) Staff authorized to negotiate contract with Sanchez Talarico Associates to prepare environmental study in connection with the Monterey Street Plan Line (estimated at $15,000). Final agreement to come back at 11 -19 -85 Council meeting (5 -0). 1 PUBLIC HEARING 1. FINANCING OF INDUSTRIAL AND COMMERCIAL DEVELOPMENT (File #416) Council held a public hearing to consider granting final passage to Ordinance No. 1047, adding Chapter 3.40 to the Municipal Code relating to the financing of industrial and commercial development within the City (continued from 10- 15 -85). Roberta Goddard, Finance Director, briefly reviewed the agenda report with the recommendation that Council give final passage to the ordinance as introduced. Mayor Billig declared the public hearing open. No one spoke for or against the proposed ordinance. Mayor Billig declared the public hearing closed. On motion of Settle /Dover, Ordinance No. 1047 was given final passage as recommended (5 -0). C O M M U N I C A T I O N C -1 After brief discussion and upon general consensus, Council reaffirmed t comments made at the March 5; 1985, meeting to write a letter to Cal Trans in opposition to removal of the landscape element from the Highway 101 widening project (5 -0). 12:25 p.m. Mayor Billig adjourned the meeting to closed session to give instructions to the City's negotiator regarding negotiations with: 1) Mr. Clifford Evans representing the Evans Family for the property located at 148 -182 Higuera; 2) Mr. and Mrs. Paul Prather regarding the property at 110 Higuera; 3) Mary Gail Black regarding the property at 466 Dana Street; and 4) Jim Copeland and Warren Sinsheimer regarding the property at 879 Morro Street. 1:15 p.m. Council reconvened in open session. There being no further business to come before the Council.
