COUNCIL HEARING ROOM, CITY HALL, 990 PALM STREET SAN LUIS OBISPO, CALIFORNIA ROLL CALL Councilmembers Present: GlennaDeane Dovey, Robert Griffin, Penny Rappa, Allen K. Settle and Mayor Ron Dunin Absent: None City Staff Present; Paul Lanspery, Administrative Officer; Roger Picquet, City Attorney; Pamela Voges, City Clerk; Toby Ross, Community Development Director; Glen Matteson, Associate Planner 1. HOUSING ELEMENT (File #462) Council held a public hearing to consider a Planning Commission recommendation to revise the General Plan Housing Element; City of San Luis Obispo, applicant (continued from 1 -21 -86 and 2- 11 -86). Glen Matteson, Associate Planner, reviewed the agenda report with the recommendation that Council take public testimony and decide if any issues raised during the hearing would require changes in the draft element. Staff then to provide the additional information and prepare the documents for adoption of the element with the proposed changes. Staff submitted several issues which the Council considered at their previous meeting and were looking for Council consensus. Councilman Griffin recommended a change be made to one of the staff recommended changes (D), changing the last sentence to read, "If the City obtains a supplemental source of water and expanded wastewater treatment capacity which would enable one or more of the major residential expansion areas named in the Land Use Element to develop, the expansion area with the best program for affordable housing should be considered first for development *AAA 00 AAA6004 ltb WhA bb Wit." Council concurred. Mayor Dunin declared the public hearing open. Art Fullicote, Chumash Village, was concerned that the Council allow additional mobilehome parks as part of their housing element as he feels this is the only way to address the issue of affordable housing. He was also opposed to connecting into the State water project. Richard DeBlauw, property owner of the Margarita expansion area, suggested some minor amendments to the housing element to provide for annexations of major parcels (see letter dated March 7, 1986, in file which he read into the record). Moved by Griffin /Rappa to initiate an amendment to the Land Use-Element to clarify that the water service availability requirement is meant to preclude on -site water. Councilman Griffin again clarified that this requirement would explain that supplemental water be defined as being other than independent ground on -site water. Mayor Dunin declared the public hearing closed. After discussion, moved by Griffin /Rappa (4 -1, Dovey voting no), to add the four staff recommended changes to the proposed Housing Element (page 1 -2, A, B. C, & D, of staff report) and to set the element for public hearing at a time to allow the Planning Commission to comment. Moved by Griffin /Rappa to initiate an amendment to the Land Use-Element to clarify that the water service availability requirement is meant to preclude on -site water. Councilman Griffin again clarified that this requirement would explain that supplemental water be defined as being other than independent ground on -site water. PAGE 2 After discussion, Councilwoman Rapp a withdrew her second as she felt this would be premature prior to discussion of the Water Management Plan coming in April. After additional discussion Council consensus was to have staff report back on clarification to the Land Use Element regarding water service availability requirement.and what may to preclude on -site ground water, as part of the Water Management Plan tentatively scheduled for April 8, 1986. There being no further business to come before the City Council, Mayor Dunin adjourned the meeting.
