HomeMy WebLinkAbout11/16/1987City Council Minutes Page 2 Monday, November 16, 1987 - 5:30 p.m. The Promotional Coordinating Committee perceives its role as advisory to the City Council. At this time they are more involved with promotional needs; they expressed the desire to more fully discuss the grants- in -aiu program. 2. What does the Council consider to be the role of the Promotional Coordinating Committee? The Council relies on the Promotional Coordinating Committee to review and monitor promotional and advertising contracts; recommend budget allocations and be aware of the needs of the community as it relates to promotional activities. 3. How does the Council wish to see the Committee communicate important issues and ideas? Vice -Chair Samuel Ellis questioned whether there were other ways to convey with the Council other than through staff. Councilwoman Rappa stated that she felt it important that Council subcommittee liaison visit the committees they are assigned to on a regular basis to become familiar with some of the concerns of committee members and /or help to outline policies which may be unclear to committee members. Councilman Settle agreed and felt it important that Council set clear direction and clarify policy where necessary. Mayor Dunin suggested that the minutes were a good source to keep the Council apprised of what they were doing. The Promotional Coordinating Committee should communicate with the Council in writing through its chair, one on one, and through staff. 4. Is the Committee unsure about any City policies? The Promotional Coordinating Committee should draft its own criteria for the Grants -in -Aid program for Council review.B. THE FUTURE 1. What are (or will be) the issues in the next year or two? More or less promotional and advertising needs. 2. What specifically would the Council like to see the PCC concentrate on in the coming year? High priority to Objective No. 4 in the Budget document. C. GRANTS -IN -AID 1. Discussion of the criteria for funding non - profit organizations. 2. Should the criteria be different for new agencies vice versa ongoing organizations? Council reviewed Pg. 5 in the packet and recommended a variety of amendments to the "Criteria for Funding PCC Grants -in- Aid ". They asked that this be reviewed and discussed by the committee and returned to Council later for approval and adoption. Comments included the need to stress whether or not an organization was local. It would not necessarily mean how many tourists they were to bring in, even if they brought in very few tourists. If they.were a local organization they should receive some consideration, keeping in mind what the benefit was to the city at large. Part of the basis for this was that much of the money that is budgeted for the PCC allocation currently goes towards promotional and advertising contracts. Dunin stressed the importance of giving consideration to local activities rather than local programs and would like to see the committee develop criteria. It should look at the organizations as to whether or not it met some unmet needs of the community. Obviously one must look at its merit and what kind of support it receives from other organizations, cities or the county. Council suggested that when the Grants -in -Aid reports were due, that it was important to stick to firm guidelines and time constraints and not allow late applications. Council cautioned against groups asking for a grant and then turning around and donating it to other needy causes. 7:00 p.m., Councilmember Settle left the meeting. Council also indicated a support for being supportive of smaller groups, particularly those groups that support childrens programs and activities and that provide educational programs. Council also encouranged the PCC to be involved in the review process for art in public places program. 7:20 p.m., Mayor Dunin declared a recess. 7:40 p.m., City Council reconvened. Councilmembers Settle /Griffin absent. All PCC members present. 8:15 p.m., there being no further business to come before the City Council, Mayor Dunin adjourned the meeting. �V Pam Vog%s.
