COUNCIL HEARING ROOM, CITY HALL, 990 PALM STEET SAN LUIS OBISPO, CALIFORNIA ROLL CALL Councilmembers Present: Peg Pinard, Vice -Mayor Penny Rappa, Jerry Reiss, Allen K. Settle (arrived at 12:30 p.m.) and Mayor Ron Dunin Absent: None City Staff Present: John Dunn, City Administrative Officer; Roger Picquet, City Attorney; Pam Voges, City Clerk; Michael Multari, Community Development Director; Toby Ross, Assistant City Administrative Officer and Ann Crossey, Personnel Director ------------------------------------- ---------------------------------- 1. ZONING REGULATIONS - DENSITY (File #463) Council considered a status report on the disposition of Ordinance No. 1106 regarding density calculations in the multi - family residential zones (continued from 10- 20 -87, 11- 17 -87, 12 -15 -87 and 1- 5 -88). John Dunn, City Administrative Officer, made brief comments. Mike Multari, Community Development Director, reviewed the process for the zoning ordinance amendment and suggested that Council direct staff to arrange a public workshop to address the issue related to densities in the multi - family zone. He then reviewed the agenda report listing the alternatives. Councilwoman Rappa suggested that the Council, possibly the Architectural Review Commission and the Planning Commission, be provided a field trip to look at projects to help give them a better basis for understanding the density issue in multi - family zones. 1 n EA t4 City Council Minutes Page 1 Monday, January 11, 1988 - 12:15 p.m. 1 12:30 p.m. Councilman Settle arrived at the meeting. After brief discussion and upon Council consensus (5 -0), staff was directed to arrange a public workshop and tour for Saturday, March 12, 1988 from 9:00 - 2:00 p.m. to address issues as they related to density in multi- family zones. 2. BALLOT ISSUES (File #324) Report by election subcommittee regarding proposed ballot issues for the June and November elections. John Dunn, City Administrative Officer, stated that the subcommittee consisting of Councilmembers Rappa and Pinard, the City Attorney, the City Clerk and himself had met and discussed possible charter amendments and other municipal measures for the upcoming election. After discussion, it was decided that there was nothing major facing the community at this time although there were some minor clean -up city charter items that could be considered. He suggested that a "Blue Ribbon Committee" could be formed to provide a comprehensive review after the National Civic League publishes an updated model city charter, probably in the spring or summer. The subcommittee would meet again next month for follow -up to this item. Upon Council consensus, this item was received and filed. C O M M U N I C A T I O N S Staff was directed to write a letter to the Southern Pacific Railroad asking them again to remove the railroad cars. 1:00 p.m. Mayor Dunin adjourned the meeting to closed session to discuss three issues: 1) Groves vs. City, 2) Mark Godfrey and 3) Castle Naumu. 2:35 p.m. There being no further business to come before the City Council, Mayor Dunin adjourned the meeting to Friday, January 15, 1988 at 3:00 p.m. to hear Congressman Leon Panetta and review of the CAO's evaluation. 6n..- U Pam oges, Cit Clerk APPROVED BY COUNCIL: 2 -16 -88 do 1
