overview of the workshop (see report in file 4463- -tapes also available).

Peg Pinard, Councilmember, reviewed neighborhood compatibility.
Allan Cooper, Architectural Review Commission Chair, reviewed mass and
scale of buildings.
Randy Dettmer, American Institute of Architects, reviewed affordability
and economics of construction.
10:30 a.m. workshop adjourned for a bus tour to six sites as follows: 1)
1185 Foothill (Pinecreek Condos); 2) 1239 Foothill (Carhill Condos); 3)
1045 Southwood Drive (Parkside Apartments); 4) 1626 Broad Street (Victoria
Square Condos); 5) 469 Pacific Street (4 -unit apt.); 6) 415 Dana Street
(Dana Gardens Condominiums).
12:30 p.m. adjourneded back to City Hall for lunch.
1:00 p.m. workshop participants split into two small discussion groups and
then reported back as a large group.
Principle issues from the group discussions included: 1) parking: 2) cost
of services; 3) downtown relationships; 4) coverage/setbacks; 5) "virgin"
development versus infill development; 6) small /high- density projects; 6)
renters vs. buyers; and 7) noise.
Possible solutions and alternatives included: 1) additional restrictions
on and enforcement of on- street parking; 2) place limits on size of units:
3) commissioners can use subjective judgement: 4) change parking
requirements; 5) set or increase standards in R -3 and R -4 zones: and 6)
license rentals.
Some suggested next steps from the groups included: 1) Get the Public
involved; 2) solicit input from renters: 3) get good press: 4) appoint a
committee; 5) investigate other cities: 6) study on- street parking.
A follow -up study session to review these recommendations is tentatively
scheduled for May 23.
There being no further business, the workshop was adjourned at 2:30 p.m.
The City Council's next meeting is Tuesday. March 22. 1988, at 7:00 p.m.
and the Planning Commission's next meeting is Wednesday, March 23. 1988,
at 7:00 p.m.
