C -6 and C -8 as noted. The motion included the addition of A -C -10, the Resolution of App:•eciation for Jack Kellerman and A -C -11, a Resolution of Appreci- ation for Maxine Lewis. C -1 COUNCIL MINUTES Council approved the following minutes as amended (4 -0 -1. Mayor Dunin absent): Tuesday, February 16, 1988 - 7:00 p.m. Tuesday, March 1, 1988 - 7:00 p.m. Tuesday, March 15, 1988 - 7:00 p.m. C -2 PLANS AND SPECIFICATIONS - LANDSCAPE PROJECT Councilwoman Rappa stated she would have preferred to see additional material.alternatives than the red bomanite recommended by staff. Moved by Settle /Reiss (3 -1 -1, Pinard voting no. Mayor Dunin absent). plans and specifications for "Santa Rosa Street, Murray to Highland - Median Landscape Project: City Plan K -01Y; bid estimate S36.000. without contingencies approved and staff authorized to advertise fnr bids as recommended. C -3 PLANS AND SPECIFICATIONS - CHIP SEAN.. Moved by Pinard /Settle (4 -0 -1, Mayor Dunin absent). Resolution No. 6437 (1983 Series), adopted appropriating funds and approving plans and specifications for "Chip Seal Project" in various areas of the City, City Plan No. \ -34A; bid estimate: $98,000, without contingencies. Staff authorized to advertise for bids and if project is not of a sensitive interest, CAO authorized to award contract as recommended. 113 114 City Council Minutes Page 3 Tuesday, May 17, 1988 1 C -4 AWARD OF BID - MISSION PLAZA (File 87 -38) Moved by Pinard /Settle (4 -0 -1, Mayor Dunin absent), Resolution No. f,438 (1988 Series), adopted awarding bid for "Mission Plaza Walkway /Patio /Kiosk & Directories," City Plan Nos. M -02Y & M -03Y: bid estimates 549.890 (A) and $42.774.60 (B), without contingencies to Whitaker Construction Inc.. in the amount of $74,697.60 as amended (Kiosk removal). C -5 FEDERAL AID URBAN FUNDS (File #1142) Resolution No. 6439 (1988 Series), adopted approving agreement between the cities of San Luis Obispo and Dublin for assignment of Federal aid Urban (FAU) funds ($322,500) to be used for street projects as recommended (5 -0). C -6 FREE PARKING - UTILITIES (File #557) On motion of Settle /Pinard, Council supported Option No. 3, leaving the parkino, zone as currently marked. Upon general consensus, no action was taken regarding consideration of free parking for customers desiring to pay utility bills (continued from 4/5/88). C -7 POLICY ON RETENTION OF CITY LAND (File #168) Policy clarification on retention of ownership of City land used for low - and moderate - income housing projects. Clarification reconfirmed as follows: any land the City obtains for low- and moderate - income housing to be retained in fee simple title by the City, with the City granting a long -term ground lease to the SLO City Housing Authority or other appropriate group for the development of the housing, with the housing to revert to the City at the end of the lease (20 -50 years) (4 -0 -1. Mayor Dunin absent). C -8 STATE BALLOT INITIATIVE (File #324) Moved by Settle /Pinard (4 -0 -1, Mayor Dunin absent), Resolution No. 6440 (1988 Series), adopted opposing Proposition 74 for the June State ballot concerning the Deddeh Transportation Board Act of 1988, as recommended. C -9 ATHLETIC FACILITY - SINSHEIMER PARK (File #811) Resolution No. 6441 (1988 Series), adopted approving Sinsheimer_Park priorities through March 1, 1989, and forward to the San Luis Coastal Unified School District Board of Education for confirmation (4.0 -1, Mayor Dunin absent). A -C -10 RESOLUTION OF APPRECIATION Resolution of Appreciation No. 6442 (1988 Series), adopted expressing the City's appreciation to.John L. Kellerman for 22 years of dedicated service to the community (5 -0). 115 City Council Minutes Page 4 Tuesday, May 17, 1988 A -C -11 RESOLUTION OF APPRECIATION Resolution of Appreciation No. 6436 (1983 Series), adopted expressing the City's recognition of gratitude for the dedication and compassion of Maxine Lewis, Founder and Director of Grass Roots (4 -0 -1. Mayor Dunin absent). A. PROCLAMATION - PEACE OFFICERS MEMORIAL DAY Presentation made by Mayor Pro -Tem Penny Rappa to Police Chief .James Gardiner of a Proclamation for Police Week and observing May 13, 1938, as "Peace Officer's Memorial Day" (4 -0 -1, Mayor Dunin absent). P U B L I C H E A R I N G S 1. APPEAL - REXALL SIGN (File #407) Council held a public hearing to consider an appeal by .James Jones of a decision by the Architectural Review Commission to deny request for a variance for freestanding pole sign at 717 Marsh Street (Rexall Drug). Pam Voges, City Clerk, stated that upon request of the City Attorney, this item was being requested for continuance to date certain Monday, June 6, 1988, with staff's concurrence. Moved by Settle /Pinard (4 -0 -1, Mayor Dunin absent), to continue to date certain as recommended. 2. 1988 -89 BUDGET /STAFFING REQUEST (File #223/402) A. Public hearing to review the 1988 -89 budget (continued from 4/11/88 and 5/2/88). B. Consideration of authorizing a contract planner to aid in drafting a "Parks & Open Space Element" to the General Plan Revision process. Bill Statler, Finance Director, reviewed the agenda report with the recommendation that Council review, make suggested changes to the 1938 -89 Budget and Annual Work Program. Vice -Mayor Pro -Tem Rappa was concerned about the proposed demolition of the City /County Library. She stated that Council had riot yet reviewed this and would like an opportunity to do so prior to demolition. Council concurred. Michael Multari, Community Development Director, reviewed the agenda report with recommendation that Council authorize staff to proceed on revising the "Parks & Open Space Element and to allocate $144,700 for the project. Further, that staff be authorized to recruit, a contract planner to facilitate this project. 116 City Council Minutes Page 5 Tuesday, May 17, 1988 After discussion, moved by SettleiPinard (4 -0 -1, Mayor Dunin absent), to authorize staff to proceed on a revised "Parks & Open Space Element" as recommended. 3. COUNTY HAZARDOUS WASTE MANAGEMENT PLAN (File #706) Council held a public hearing to consider the draft San Luis Obispo County Hazardous Waste Management Plan (continued from 4/26/88). Pam Voges, City Clerk, stated that staff was requesting this item be continued to date uncertain. Moved by Pinard /Reiss (4 -0 -1, Mayor Dunin absent), this item was continued as recommended. Upon general consensus, the Fire Chief was requested to provide a status update. B U S I N E S S I T E M 4. REMOVAL OF TREES - MADONNA ROAD (File #505) Council considered a request by the Architectural Review Commission to preserve the pine trees on Madonna Road adjacent to Cal Trans. Dave Romero, Public Works Director, reviewed the agenda report with the recommendation that Council reconfirm the design of the Higuera Street project which called for street widening, tree removal and sidewalks. After lengthy discussion, it was moved by Settle /Reiss (3 -1 -1, Pinard voting no, Mayor Dunin absent), to support staff's alternative No. 1. removing 13 pine trees and one walnut tree. The parkway would be replanted with nine red flowering gums, eight canary island pines and two bradford pears.
