1. HUMAN' RELATIONS COMMISSION (File #1047)
Council considered a request by the Human Relations Commission to discuss
the City Council's action regarding to the Human Relations Commission and
its staffing (continued from 4;26 %88).
John Dunn. City Administrative Officer, briefly reviewed his memorandum to
the Council dated April 28, 1988, which summarized the Council discussion
on the subject of the Human Relations Commission and staffing for the
Commission.
The Council had asked for an analysis of the Commission's program to
understand what sections involved the members directly and distinguish
between their advising the City Council and conducting HRC programs.
Council indicated they wanted to make the HRC operation consistent with
other commissions and established policy. The primary responsibility
would be participation in the grants -in -aid process for social service
agencies and programs. The Council requested the CAO staff to consider
the City Council's policy direction to delete the Human Relations aide
position and to recommend reductions in the HRC work program and other
duties and responsibilities.

The Commission asked for feedback regarding priority levels which should
be given to the homeless in relationship to their other programs.
Michael Blank reviewed the Commission's primary functions which included:
1) Cultural awareness; 2) Civil rights monitoring; 3) Grants -In -Aid;
4) Coordinating forums and seminars with each of the other agencies;
5) Mediation; 6) Landlord- Tenant mediation; and 7) Law Week.
These programs were consistent with current and previous goals and
objectives of the Human Relations Commission.
Council and Commission held a lengthy discussion on what the Human
Relations Commission's role and staff responsibilities were. Upon
question, the City Administrative Officer indicated that a report would be
coming to the Council some time in June.
At 2:05 p.m., there being no further business to come before the Cit;
Council. Mayor Dunin adjourned the meeting L5day. May 23, 1988..at
-1:00 p.m.
