Administrative Assistant B.I.A. Members Present.: Dave Cox, Vice Chair, Stan Carpenter, Tom Donat. Ken Frommelt, G. Neil Hovis, Nancy Poe, Pierre Rademaker. Michael Spangler, Forrest Watts, Chair, and Dodie Williams. THE SLO DOWNTOWN BUSINESS IMPROVEMENT ASSOCIATIONiOVERVIEW The Council held a joint meeting with the B.I.A. for the purpose of discussing programs sponsored by the B.I.A. including beautification, parking, promotion and Thursday Night activities. Mayor Dunin made opening introductions and comments. Dodie Williams, B.I.A. Administrator. made a presentation on behalf of the B.I.A. and introduced Mike Spangler. Chair of the Parking Committee. Mike Spangler spoke to the importance of keeping a viable downtown. He felt it important to keep governmental facilities there and attract shoppers downtown. He stated that the Committee suggested slowing traffic in the core area. They were also recommending the City study the possibility of a redevelopment agency, limiting truck delivery times and signalizatlon. 318 'ity Council Minutes Page Monday. November 14. 1988 - 4:00 P.K. - After discussion and upon general consensus. Council requested staff and the B.I.A. review and make recommendations on: 1) truck traffic deliveries in the downtown; 2) signalization and possible street improvements to decrease the speed of traffic in tile downtown; and 3) the feasibility of a redevelopment program or agency for the downtown area. Councilman Reiss suggested that the committee consider some type of shuttle service from parking structure to parking structure. Mr. Spangler also submitted the B.I.A. Parking Policy Statement adopted by the Board in October and reviewed it for Council (please see File x470). Ken Frommelt, Chair of the Thursday night activities, reviewed the success of Thursday Nights and some of the related problems associated with the program. He highlighted the future needs such as porta - potties for the downtown, costs connected with putting up and removing barricades, possible fees for public safety and partial removals of fees associated with those activities. After discussion and upon general consensus, Council requested staff and the B.I.A. review and make recommendations on: 1) evening garbage pick -up and regular street cleaning; 2) possibility of using the transient occupancy tax for revenue for the benefit of renting porta - potties on a temporary basis or even construction of permanent public restroom facilities in the downtown core; 3) review of additonal downtown street furniture such as benches or temporary seating for Thursday Night activities. Staff was directed to develop a recommendation for partial or complete forgiveness charged for City provided services. This may include street blockage. banner hanging and police and fire services. Pierre Rademaker briefly reviewed the beutification program for downtown.
