Richie Reav urged Council to remove speed bumps on North Broad Street
and look at ways of reducing traffic congestion on Chorro Street and
from Palm Street north. Item referred to staff for report.

Ron Bearce expressed concern that the Council's recent pay increase should
have been done in a more public meeting.
CONSENT AGENDA
C -1. WHALE ROCK COMMISSION AGENDA
Council considered the Whale Rock Commission Agenda for Thursday, March
23, 1989. Upon general consensus, this item continued to Wednesday, March
15, 1989, at 7:00 p.m.
REVIEW OF WATER ISSUES
Council then took reports from staff on the following issues.
1. Water Status - Effect of Dalidio Offer on Citv Water SUDD1
2. Council reviewed the Status of Existing Groundwater Development
Contract and considered a proposal to award a contract to John Wallace for
the development of Phase 11 Groundwater Wells.
3. Council considered a proposal by Leedshill - Herkenhoff to study the
impact of downstream withdrawals on the Salinas River livestream, and also
reviewed an update on the status of the Salinas Reservoir Operations.
4. Council considered a proposed Mandatory Water Conservation Ordinance.
5. Council considered a Water Allocation Regulations Amendment to borrow
allocations during mandatory conservation.
Staff recommended that Council receive and file report number 1,
that it receive and file the report on the Phase 11 Well Contract and
adopt a resolution approving an amendment to John Wallace Contract for the
develpment of Phase 11 Groundwater Wells.
3. Adopt a resolution approving the contract with Leedshill-
Herkenhoff to study impact of downstream users on the live stream.

4. Introduce an ordinance to print, imposing Mandatory Water
Conservation.
5. Introduce to print an ordinance to amend Water Allocations Regulations
to borrow allocations during mandatory conservation.
Mayor Dunin declared a recess at 10:15 p.m. Council reconvened at 10:20

Richie Reav, 1850 Royal Way, urged against the City's allowing any
additional development without sufficient water resources availability.
Melanie Billia stated her concern about the inability of the public to
have read the material that Council reviewed that evening in sufficient
time prior to Council discussion that evening.
Dennis Barney, President, Central Coast Restaurant Association, stated
that proposal for reduction in water usage could cause irreparable harm to
the vast majority of food service outlets within the community, and urged
the Council take some other action than the recommended one.
Kerry Reav, General Manager of La Cuesta Motor Inn, representing the
Hotel -Motel industry, also urged that the Council provide some protection
to the business owners.
Mr. and Mrs. Richard Warren submitted a letter urging that the Council
allow projects that are already in the pipeline to go ahead.
Bob Rlamm, a business owner in San Luis Obispo, also requested the Council
go on record supporting the State Water Project, urging that additional
water resources be looked for as quickly as possible.
Jim Ward, 2679 Johnson Avenue, stated he did not feel a moratorium was
necessary, that the drought was not real.
Dave Baker, North County Contractor's Association, expressed concern about
the impact of a building moratorium on the building industry.
Charlie West, representing San Luis Sourdough Corp., was concerned about
their business not being in the position to conserve water anymore than
they currently do, and that some exception be provided for business owners
such as herself.
Mike Cooper, 769 Caudill, asked Council to look again at ways to reduce
water usage without hurting industry.
Lynn Cooper, representing the Chamber of Commerce, felt it important that
' the City continue this item until the Chamber has the opportunity to
review the staff reports and the recommendations made.
Dennis Law, San Luis Obispo Attorney, representing the San Luis Obispo
Property Owner's Association, was concerned about the City going forward
and trying develop other water resources and look at additional
alternatives before taking the drastic measures proposed.

Jules Rogoff, a San Luis Obispo carwash owner, stated that although his
carwash does recycle water, an industry such as his could be hit extremely
hard and also urged Council to look at other alternatives.
11:35 p.m. Due to the lateness of the hour, and u n general consensus,
Council continued the public hearing to Wednesday M ch 15,1989.

23, 1989, it was moved Pinard /Reiss to receive and file the report as
recommended, motion carried unanimously.

This agenda was continued from the Adjourned Meeting of Tuesday,
March 14, 1989, at 7:00 p.m.
