COUNCIL HEARING ROOM, CITY HALL ROLL CALL Councilmembers 1989 -91 FINANCIAL PLAN Bill �tatler, Finance Director, began with a review of the policy matters that remain to be discussed relating to the 1989 -91 Financial Plan. 1. CAPITAL IMPROVEMENT PLAN (File No. 233) Council continued its review of the Capital Improvement Plan beginning on page D -9, and reviewed the significant expenditures on a page -by -page basis, making suggested amendments or reaching consensus (please see File No. 233 and the tapes of the meeting for specific comments on each). 3:35 p.m., Mayor Dunin declared a recess; 3:55 p.m., City Council reconvened, all Councilmembers present. Present: Vice -Mayor Peg Pinard, Councilmembers Penny Rappa, Jerry Reiss, Allen K.
