CITY /COUNTY PLANNING ISSUES (File No. 460) Michael Multari, Community Development Director, City of San Luis Obispo, and Paul Crawford, San Luis Obispo County Planning Director, reviewed for the City Council and the Board of Supervisors land use planning issues to be expected in and around the San Luis Obispo fringe. General discussion and a question and answer period was held. COUNCIL CHAMBERS, CITY HALL, 990 PALM STREET ROLLCALL Councilmembers Present: Vice -Mayor Peg Pinard, Councilmembers Penny Rappa, Jerry Reiss, and Mayor Ron Dunin 1. Absent: Councilmember Allen K. Settle City Staff: Present: John Dunn, City Administrative Officer; Kim Condon, Assistant City Clerk; Vicki Finucane, Acting City Attorney; City Council Minutes Page 2 Monday, June 12, 1989 - 4:00 p.m. Dave Romero, Public Works Director; Mike Dolder, Fire Chief; Jim Gardiner, Police Chief; Wayne Peterson, Engineer; Bill Statler, Finance Director; Ann McPike, Personnel Director; Terry Sanville, Principal Planner; Nancy Knofler; Transit Manager There was no public comment. BUSINESS ITEM 1. COLD CANYON LANDFILL SITE EXPANSION (File No. 143) Council considered an update on the initial study of the Cold Canyon Sanitary Landfill site expansion and Solid Waste Commission's recommendations to the County Board of Supervisors (continued from 6/6/89). Mike Dolder, Fire Chief, reviewed the agenda report and gave statistics on the estimated site life of the landfill proposed by the expansion. Terry Schubert, Legal Representative, Jim Lord, Engineer, and Tom Martin, Controller, all employed by Cold Canyon, answered Councilmembers questions regarding the landfill. Bill Roalman, 546 Higuera, representing residents who live near the landfill, spoke in -favor of requiring an Environmental Impact Report. After further discussion, it was moved by Reiss /Pinard (4 -0 -1, Councilman Settle absent)+ that the report be received and filed and that Councilwoman Penny Rappa, City Representative to the Solid Waste Commission, return to the Commission's June 13, 1989, Board meeting and express the City's concerns over the issuance of a negative declaration and request that the County Board of Supervisors proceed expeditiously with an Environmental Impact Report. 1989 -91 FINANCIAL PLAN 3. COUNCIL WORK PROGRAM (File #233) Council said they desired to change the sequence in which they would receive the budget review and began their discussions with the Council Work Program. Each Councilmember present made suggestions regarding the programs they would like to see focused on in this year's Council Work Program. Council's suggestions included: 1. Cultural preservation program 2. Art in public places 3. Downtown Master plan 5. Signage program for Highway 101 5. City office of Environmental Management 6. Clean -up of City parks and recreational facilities 7. Increased mass transportation system 8. Rental properties to be treated as businesses 9. Reduction of noise in Mission Plaza I I o City Council Minutes Monday, June 12, 1989 - 4:00 p.m. 10. Reduced lot density requirements 11. Protecting neighborhoods from becoming thru -ways 12. Hazardous waste tracking 13. More City - sponsored programs for seniors and children 14. Downtown sidewalk repair and restoration 15. Removal of Greek houses from neighborhoods 16. Prohibit the conversion of houses to businesse 17. Moderate and low- income housing 18. Remodel of Senior Citizen Center 19. Firefighter's Monument 20. Utility tax reversion 21. Compensation for Planning and ARC Commissioners Page 3 Council requested that Bill Statler, Finance Director, prepare a Council Work Program checklist to be reviewed at the Management Team meeting on June 15, 1989, and directed staff to bring this list back to them again in six months with a progress report. 5:55: P.M., Mayor Dunin declared a recess. 6:50 P.M., City Council reconvened, Councilman Settle absent. 2. CAPITAL IMPROVEMENT PLAN (File No. 233) Council continued its review of the Capital Improvement Plan beginning on page D -32, and reviewed the significant expenditures on a page -by -page basis, making suggested amendments or reaching consensus (please see File No. 233 and the tapes of the meeting for specific comments on each). Council returned briefly to its discussion of the Council Work Program and Bill Statler, Finance Director, presented a list of those programs discussed earlier in the evening. Council completed its discussion of the Capital Improvement Plan on page D -45 and moved to continue this discussion to Thursday, June 15, 1989, at 1:30 P.M., in the Council Hearing Room. There being no further business to come before the Council, Mayor Dunin adjourned the meeting at 9:00 P.M to Wednesday, June 14, 1989, at 3:00 P.M.
