Council considered the Draft Circulation Element of the General Plan. Terry Sanville, Principal Planner, reviewed the agenda report stating the purpose of the meeting was to receive a brief overview of the Circulation Element. Mike Kennedy, DKS Associates, assisted with the presentation. The Draft Element would be forwarded to the Planning Commission for their review and recommendation, and will return to the City Council for public hearings leading to adoption. 6:00 p.m., Mayor Dunin declared a recess and adjourned for a dinner break. ----------------------------------------------------------------------------- 7:00 p.m., City Council reconvened, all Councilmembers present. ----------------------------------------------------------------------- - - - - -- PUBLIC COMMENT P.C.1. Laverne Schneider expressed concern about the new Postal Service requirement that mail boxes be placed on the street. After brief discussion and upon general consensus, the Mayor was directed to write a letter to local Post Office Officials requesting clarification of the requirement, and urging other alternatives. Staff was directed to review the 30 minute parking limit allowed in front of the Post Office, and options for making the temporary parking for a shorter duration of time (15 minutes suggested). ----------------------------------------------------------------------------- BUSINESS ITEMS 3. GENERAL PLAN LAND USE ELEMENT UPDATE (File No. 462) Council continued its review of the Land Use Element Update forwarded by the Planning Commission (continued from July 31, 1990, pages 14 - 31 of the Land Use Element). Arnold Jonas, Community Development Director, reviewed the agenda report giving a brief update of the background of previous actions taken by the City Council (please see File No. 462 for specific amendments to the document) and provided a future meeting schedule of the Land Use Element Review as follows: 1) The Council's review would probably continue through October, 1990, 2) The preparation of the Draft Environmental Impact Report would take place from October, 1990 through April, 1991, 3) The Planing Commission would hold hearings and make recommendations for the Council from June of 1991 through September 1991, and 4) Council would hold its hearings for certification of the Final Environmental Impace Report and adoption of the Land Use Element, fron October of 1991 through January, 1992. 337 City Council Minutes Page 3 Tuesday, August 28, 1990 - 7:00 p.m. Councilmembers expressed a concern regarding the amount of time required for the process. There was concern that the election could put different people on the Council, and it would be very difficult for those persons to catch up and take action on the document. Glen Matteson, Associate Planner, reviewed differences between the current and the proposed Land Use Element. Council was to begin its review on page 14, entitled "Annexation and Services', the last section under the Growth Management policies. He also reviewed those programs under the same section including Residential Growth Management, Non- residential Growth Management, Regional Planning, Rural Areas and open space Planning, Air Quality, and Public Services and Facilities and Financing. Mayor Dunin asked for public comment. Brett Cross, 1214 Mariner's Cove, felt that better definitions should be applied to words such as `significant', substantial', and others. Maggie Cox, representing the Chamber of Commerce, stated that the Chamber Board of Directors was sending a strong expression of concern to the City Council. They felt the economic vitality of the community would be dramatically changed should the Land Use Element go forward in its present present state. They felt that it was totally unacceptable, that there was a perception (real or imagined), that the City is not responsive to business. Carla Sanders, Ad Hoc Committee to review the Land Use Element, read a letter into the record stressing the need for preserving air quality and maintaining slower growth. Dottie Connor, Residents for Quality Neighborhoods, recommended changes to two portions of the document on page 23, 2 -1, to read 'the City should assist neighborhood arouos to identify and designate neighborhood planning areas. She also urged that there be some limits placed on the types of home business that would be allowed in neighborhoods. Currently, this is not clearly defined. She encourged the City to take a leadership role to encourage Cal Poly and Cuesta to build on- campus housing. Kathy Kruger, representing Laguna Hills Estates, asked that Council keep in mind as they reviewed the document, to address projects already in the pipeline and suggested amendments to the affordable housing sections 2.27. Mayor Dunin closed the public portion of the meeting. Councilwoman RanDa suggested that development agreements might be used prior to a specific plan. The Council then continued its review of the document, page by page, reaching consensus on majority preferences on specific issues (please see File No. 462 for specific amendments). Review was made of Development and Conservation of Housing and Neighborhoods. 338 City Council Minutes Page 4 Tuesday, August 28, 1990 - 7:00 p.m. Jeff Jorgensen, City Attorney, upon request, will investigate the extent the City can regulate State Certified group homes. After discussion, and upon general consensus, the City Attorney was directed to write a letter to the State asking for clarification as to whether the City can regulate the location of State - exempted group housing to prevent over concentation in one area, and if the City can regulate, ask how that could best be implemented. Olen Matteson, Associate Planner, explained current home business regulations. Staff also directed to re- analyse the section relating to home businesses.
