COUNCIL CHAMBER, 990 PALM STREET SAN LUIS OBISPO, CALIFORNIA ROLL CALL: Council Members: Present: Council Members Bill Roalman, Dodie Williams, Vice Mayor Dave Romero, and Mayor Allen K. Settle City Staff: Present: John Dunn, City Administrative Officer; Jeff Jorgensen, City Attorney; Lee Price, City Clerk; Ken Hampian, Assistant City Administrative Officer; Arnold Jonas, Community Development Director; Bob Neumann, Fire Chief; John Moss, Utilities Director; Mike McCluskey, Public Works Director and Wendy George, Assistant to the CAO PUBLIC COMMENT Mayor Settle introduced and welcomed the new City Clerk, Lee Price. Tome Holgate -West commented that she believes the Council should consider appointing to the vacant Council office the candidate who received the third highest number of votes in the last election. She urged the Council to remember its duty to the public and appoint someone who share; a similar philosophy to that of former Council Member Kathy Smith. PUBLIC HEARING 1. APPOINTMENT TO COUNCIL VACANCY (File No. 702 -02) Council held a public hearing to consider appointing one of nine applicants to the unexpired term ending December 1, 2000 as a result of the resignation of Council Member Kathy Smith. Vice Mayor Romero summarized recommendations regarding the selection process provided to the Council in his memo dated September 8,1998. Discussion ensued and the balloting process outlined was acceptable to all. Mayor Settle opened the public hearing. Presentations followed from the following candidates: Barry Karleskint Evelyn DelMartini Mary Ellen Gibson Ken Schwartz Sally Stoner Derek Senn (on behalf of applicant, Charlie Senn) Lark Jursek Orval Osborne Christine Mulholland ' Following presentations by the candidates, the following individuals spoke in support of appointing Ken Schwartz to the City Council: Irvin Kogan and Laverne Schneider. City Council Meeting Tuesday, September 8, 1998 - 7:00 p.m. Page 2 Mayor Settle closed the public hearing. Using overhead transparencies listing the names of the nine candidates, individual Council Members selected three candidates from the list of nine. The City Clerk announced the votes, as follows: Ken Schwartz received 3 votes (Romero, Roalman, Settle). Receiving two votes each: Barry Karieskint (Romero, Williams); Evelyn Delmartini (Romero, Williams); and Orval Osborne ( Roalman, Settle). Receiving one vote each: Mary Ellen Gibson (Settle), Charlie Senn (Williams) and Christine Mulholland ( Roalman). ACTION: Moved by Romero/Roalman to 1) nominate Ken Schwartz to an unexpired Council Member term ending December 1, 2000; and, 2) adopt Resolution No. 8844 appointing aforementioned Council Member; motion carried (4-0). 2. OATH OF OFFICE City Clerk Lee Price administered the Oath of Office to the newly appointed Council Member. There being no further business to come before the City Council, Mayor Settle adjourned the meeting at 8:15 p.m. to Tuesday, September 15,1998 at 7:00 p.m. in the Council Chamber, 990 Palm Street, San Luis Obispo.
