COUNCIL CHAMBER, 990 PALM STREET SAN LUIS OBISPO, CALIFORNIA ROLL CALL: Council Members Present: Council Members Paul Brown, Allen K. Settle, Christine Mulholland, Vice Mayor John Ewan and Mayor Dave Romero City Staff: Present: Ken Hampian, City Administrative Officer; Jonathan Lowell, City Attorney; Audrey Hooper, City Clerk; Wendy George, Assistant City Administrative Officer; Bill Statler, Finance Director PUBLIC COMMENT None. CONSENT AGENDA 1 C1. ACTION: Moved by Mulholland/Settle to approve the consent agenda as recommended by the City Administrative Officer; motion carried 5:0. ACTION: Mulholland/Settle moved to adopt Ordinance No. 1469 (2004 Series) adding Chapter 9.22 to Title 9 of the San Luis Obispo Municipal Code that would: 1) Enable the designation of Safety Enhancement Zones in the City of San Luis Obispo to temporarily increase fines and penalties for certain Municipal Code violations for a designated time period; and 2) Establish a city-wide Safety Enhancement Zone during the period of Mardi Gras each year; motion carried 5:0. PUBLIC HEARING HOUSING ELEMENT AMENDMENTS. Community Development Director Mandeville presented the staff report. Mayor Romero opened the public hearing. No comments were forthcoming and Mayor Romero closed the public hearing. Council Member Mulholland explained why she continues to maintain that the State's mandates are unacceptable and, therefore, why she will not support the CAO recommendation. IComments by other Council Members were made in support of the CAO recomendation. City Council Meeting Tuesday, December 14, 2004 - 7:00 p.m. Page 2 ACTION: Moved by Settle/Brown to adopt Resolution No. 9641 (2004 Series) amending the General Plan Housing Element; motion carried 4:1, Mulholland opposed. BUDGET WORKSHOP 1. GOAL - SETTING PROCESS FOR 2005 -07. CAD Hamaian and Finance Director Statler introduced this item. Don Maruska, consultant and facilitator, provided an overview of the over -all goal- setting process, including the objectives for the January 12th community forum and the Council workshop to be held on January 29th at which time Council will review by category, formulate and discuss and weight candidate goals. He responded to Council's questions. Public Comments None. —end of public comments— ACTION: Moved by Mulholland/Ewan to approve the goal- setting process for 2005- 07; motion carried 5:0. 2. FINANCIAL PLAN POLICIES AND ORGANIZATION. Finance Director Statler reported on this item and responded to questions raised by Council Member Mulholland. The report was received without discussion. Public Comments None. —end of public comments— ACTION: The Financial Plan policies and organization were reviewed by Finance Director Statler. 3. COMPREHENSIVE ANNUAL FINANCIAL REPORT FOR 2003 -04. Finance Director Statler reported on this item and responded to Council's questions. Public Comments None. --end of public comments— ACTION: The Comprehensive Annual Financial Report and ending financial results for 2003 -04 was received. I 1 i City Council Meeting Page 3 Tuesday, December 14, 2004 - 7:00 p.m. 4. GENERAL FUND FIVE YEAR FISCAL FORECAST: 2005 -10. (HAMPIAN/STATLER - 60 MINUTES) Finance Director Statler reported on this item. He and City Attorney Lowell responded to Council's questions. CAO Hampian discussed the impact the efforts to eliminate Mardi Gras activities have had on the budget, as well as the budgetary challenges with which the City is faced. Council questions and discussion followed. Of particular concern was the need to find ways to increase the City's revenues. Mayor Romero called for comments from the public at this time. Public Comments Gary Fowler, San Luis Obispo, discussed a number of concerns and suggestions he had regarding the City's budget. Mr. Fowler was asked to submit his suggestions to the City Clerk or CAO so that they can be forwarded to the Council. —end of public comments— ACTION: Council reviewed and discussed the results of the General Fund Five Year Fiscal Forecast for 2005 -10, and directed staff to bring back revenue enhancement options at mid -year budget review.
