Re: Water rates in SLO to rise again in July (The Tribune May 22, 2013)
The proposed flat fee of $5.00 is more acceptable to me than the proposed rate changes.
I question why the number of rate tiers is changing from three to two. The range of water
units in the two tiers is vastly different: 0 -8 units and 9+ units. However, the difference
in cost per unit is only $1.64 for an unlimited number of water units above 9. I few el at
least three tiers shou with significant price differences.

The proposed changes seem to punish those who conserve our limited water resource
while rewarding those who waste it.

As a third generation family of San Luis Obispo, I remember a much calmer and smaller SLO. But keeping
up with "progress" is a must it seems so you ask our opinions about issues facing the community. I have
to say in general it has not been my experience that City or County officials listen, but they always ask.
I have been conserving water for over three years now. I am down to bare bones. I even use a wringer
washing machine to wash my cloths and bucket the water to some of my many plants as a way to
conserve more. I have been saving rain water for two years now, but being over 65 and disabled it
makes it hard to carry the buckets to the places needed the most. How many of you can say that? I
reuse my dish water outside and have let my front lawn die two years ago and now I am letting my back
lawn die as well. I worry about my concrete slab cracking due to lack of water. I feel like the less I use
the more I am paying to keep the system in place that tracks the use and treatment of water. Why
should I do that? I have seen water running down drive ways at the Country Club and other areas. I have
not seen our community stop building permits, or new winery's being built here in my place of birth, or
anyone suggest we refuse adding many more students to combat the use of the limited resources we
have available.
I guess you could say I am against the rate increases for water and sewer across the board. Our County
has allowed many things to go on to continue the revenue coming in so perhaps you could take the
needed money out of their resources, instead of making it harder to live in my home of 40 plus years
and my town since birth. As a local I have seen many things go unchecked for many years and frankly I
have no interest in paying for City and County Government's past bad choices.
If it was oil we would have a plan in place to get it from where it is to where we need it in a heartbeat.

Honorable Mayor and Members of the City Council:
I protest the pending water & sewer rate increase for one simple reason: it
lumps Water Savers in with Water Wasters, the only difference being a surcharge
above a certain amount of consumption.
There is a better and more fair way to address the drought problem. Instead of a
surcharge for everyone —Water Savers and Water Wasters-1 suggest you eliminate
the surcharge for all users and replace it with a meaningful surcharge for Water
Wasters, something on the order of $500.00 for the first offense, $1000.00 for the
second offense and on up the scale until the penalty is around $5,000 per offense,
all clearly defined and well advertised.
This Saturday we will complete a project in the front yard costing over $5,000.00,
replacing thirsty ivy with xeriscape plants, aggregate and boulders. (Please drop by
and have a look!) If the council ever sees fit to offer a rebate for replacing a lawn —
front and back —with artificial turf, we will be the first in line.

RE: Protest the Water and Sewer Rate Change.
Not Again, please don't raise our RATE.
When we moved to town in 1956 the water
bill came every other month (just 6 times a
year) and there was no sewer charge. Back
then during the summer months while using lots
of water our bill was never as high as $100.
Now we get a bill for water and sewer
every month and in the summer our bill is in
the $300 range. That is an increase of over
600 %.

This letter concerns the above - referenced protests.
The protests against the sewer rate increases are withdrawn.
The protests against the proposed water rate increases are based
upon the following:
1. The subject properties are multi - family properties.
That is, each meter serves more than one family.
2. It is unfair to discriminate against families living in
multi - family buildings, who happen to be served by a
single meter, by charging more for their water service
than is charged for water service furnished to a
single - family residence.
3. The proposed July 1, 2015 water rates provide for a
"tiering ", with the amount of water running through a
meter determining the rate or rates for each HCF of
water. Thus, for example, the commodity or "volume"
charge for a single family residence that uses 8 HCF
will be $6.92 for each HCF, whereas a group of, say 8
families living in an apartment complex that is served
by a single meter and who each use a like 8 HCF will
pay $6.92 for the first 8 HCF and $8.65 for each of the
other 56 HCF.

4. The proposed July 1, 2016 rates provide for the same
unfair discrimination, except that the discrepancy
between what single family residence pay and what
multi - family residence pay is even greater and more
unfair.
This discriminatory unfairness can be easily rectified. Simple
apply the "tiering" to each dwelling served by each residential
meter. Mechanically, that would be easy to do. To determine the
amount of water used by each dwelling served by the meter, simple
divide the total water measured by the meter by the number of
dwellings served, thus easily calculating the per dwelling usage.
If this is not to be done, I would appreciate knowing why.
