We figure that we are saving a total of about 1300 gallons of water a month thanks to the new toilets. We only replaced them because they were FREE —a former neighbor wants to build a house in Los Osos, and the County made him replace a number of water wasting toilets so that he could have three toilets in his new home. This made me wonder if SLO has a similar exchange program in effect. We live in Los Osos, but my wife and I have rental units in SLO. I would replace the toilets in the units if they were also free. I just spoke with a very nice lady at the SLO utilities office. She told me that SLO has never had a program to replace toilets for free. I think that SLO is missing a great opportunity here -I would suggest that the city council pass an emergency ordinance, of a mandatory replacement all of the existing toilets within the city that do not meet low flow criteria. There are a number that work well and are not too expensive, and if the city were to contract to buy thousands of them, it would be able to get a very good price, I would think. The installation would be contracted to reputable plumbers. providing a nice stimulus to the local economy. The cost of the work would be paid by a fee levied through the water company, over a period of say two or three years, of all of the water company customers. I think that it should be a mandatory program because I know that many owners of rental properties, like me, would not voluntarily replace water guzzling toilets because of the cost to them. In many instances the tenant pays his own water bill, and many owners of rental property would not want to pay for new toilets is they cost came directly from their pocket. Think about it -the costs should be minimal, the water saving enormous, the timing could not be better. Thank You Richard Miller
