Dear Madam Mayor & City Council Members,
I, among many others, want to voice our support of the CIP resurfacing project of the Ken Hampian Roller Hockey Rink &
Multipurpose Court at the Santa Rosa Park. For the past 15 years I have been involved with the SLO County Youth
Roller Hockey Program both at the high school level and with our local YMCA Program. I have been an active coach,
volunteer and organizer for as many years and continue to be involved in this particular community. I have been and
presently chair both the Roller Hockey Task Force (the same Liaison & Advisory Group to the YMCA Roller Hockey
Program that John Rossetti chaired) and our local SLO (HS) Hockey Club. I was also the civil engineering designer and
construction manager for Wallace Group, who worked with the City to construct the current Rink at Santa Rosa Park. So I
know the Rink intimately.
The Ken Hampian Roller Hockey Rink and Multipurpose Court at Santa Rosa Park was constructed in 2010. The Rink
gets a lot of use, not only from roller hockey, but from basketball enthusiasts to women's roller derby. The surface, in
particular, requires routine maintenance. From past experience resurfacing should be done every three to five years. The
resurfacing of the Rink is now due. Signs of wear is evident. The surface is pitted and chipped and in some places the
concrete surface below is exposed.
The life of the surface can conceivably be lengthened if the surface is applied by a professional who knows what they are
doing and is familiar with the end user, not just a licensed contractor. Unfortunately, when the Rink was reconstructed,
the wrong subcontractor was used. Consequently, even though the skateboarders were allowed on the Rink while the
Skate Park was under construction, I (in my opinion) believe it is unfair to rest the blame solely on our skateboarding
community for the deterioration of the Rink.
As John Rossetti stated, it is recommended that we use Zaino Tennis Courts, Inc. as being "THE trusted" resurface
professional who is very intimate with our Rink and understands our particular needs. Because of Zaino's familiarity with
our Rink they will be able to provide the correct surface needed for our (roller hockey and roller derby, as well as
basketball) Rink /Court. The resurfacing project would entail:
removal of the current surface;
etching of the concrete surface;
resurfacing with a polyurethane surface to a smooth finish (so that the hockey puck will slide freely);
restriping (the basketball & hockey lines and adding the roller derby line work); and
the lowering of the (yellow) kick -plate at the bottom of the dasher boards.
The lowering of the kick -plate should solve the issue of hockey players from (dangerously) getting the blades of their
sticks stuck in the gap between the bottom of the kick -plate and the Rink surface. It is also recommended that the dasher
boards (the HDPE (plastic) sheets that line the inside walls of the Rink) be re- screwed and that the HDPE (plastic) caps at
the top of the dasher boards be replaced. These three items are necessary for the safety of the roller hockey players.
Please approve the "Park Major Maintenance & Repair" budget as noted in the Preliminary 2015 -2017 CIP City Financial
Plan for this much needed project.
Lastly, I want to commend the City Council and you Madam Mayor for not only recognizing how important our City
recreational facilities are and how important they are to our community to maintain, but in the taking action to do so. I also
want to thank the City Staff for keeping you well informed on these issues and to our City Maintenance Department for
being proactive in support of repairs when called upon.
With the beautiful new Skate Park and our Rink with the adjacent (lighted) baseball field, open lawn area, picnic grounds
and children's playground, Santa Rosa Park is one of our City's best recreational facilities and deserving of its continued
maintenance.
