ROLL CALL: Glen Matteson (Chair), Chris Black, Matt Colonell, Tim Gillham, Cheryl Lenhardt, Kristina Seley (Vice Chair), and Jim Woolf all present. Staff Members: Peggy Mandeville and Kevin Christian. PUBLIC COMMENT: Morgen Marshall, San Luis Obispo Regional Rideshare, announced the planning effort for Bike Month 2010. Rideshare is actively seeking pods (subcommittees) and pod leaders. Meetings are held the first and third Wednesday of each month. Bike Month flyers were distributed . Barry Lewis, resident, noted the sharrows recently installed on Monterey Street and asked when they might be installed on other streets. Staff responded that the Committee identified several locations that they recommended for test installations. Staff will provide those locations to Barry and the Committee via email. Jessica Berry introduced Brad Buxton and notified the Committee that they are developing a Bicycle and Pedestrian Plan for Pismo Beach. Interested parties can visit the project website at bikewalkpismo.org. She also noted that a draft plan is available for review on City of Pismo Beach web site. Gary Havas, resident, noted that 3CMB recently had a trail works day and 60 people volunteered. MINUTES: November 19, 2009 (Attachment 1) Motion by CM Woolf, seconded by CM Lenhardt, too approve the minutes as amended. Motion passed unanimously. G:\Transportation-Data\_Unsorted Stuff\Transportation\Transportation Committees\Bike Committee\BAC Minutes\2010\012110.doc Page 2 of 3 ACTION ITEMS: Agenda Item #1: Election of Officers After discussion regarding Committee members interests in Board nominations, CM Gillham motioned to nominate CM Matteson as Chair. The motion was seconded by CM Colonell and passed unanimously. A motion was then made by CM Gillham, and seconded by CM Lenhardt, to nominate CM Black as Vice Chair. The motion passed unanimously. Agenda Item #2: County Bikeway Plan Staff presented a summary of the staff report and recommended the following Bike Plan recommendations be submitted to the County. • Add a policy that the County recognizes the bike plans of other agencies (eg. City of San Luis Obispo), including their specific projects that are either partially in the County or abut the County, with the goal of maintaining consistency between plans. • Include a San Luis Obispo area map showing City and County projects. • Include a Class 1 facility along Highway 1 to Morro Bay that is currently identified in the text of County documents, but not shown graphically. • Add a Class 1 facility on Miossi Road from Cuesta Park to Highway 101. Project wording should be flexible enough to allow options in taking advantage of any potential opportunities that may arise. • Add a Class 1 facility on Tank Farm Road. • Add a Class 3 facility on Prefumo Canyon Road from the city limits to San Luis Bay Drive. • Consider continuing Railroad Safety Trail Class 1 facility south of San Luis Obispo. • Recognize Bob Jones Trail continuing from the Octagon Barn north to the city limits. • Consider adding policies from the City’s Bike Plan such as incorporating bike projects into County paving projects and adjusting bike lane width requirements in response to roadway volumes and speeds (Appendix M of City Bike Plan). • Regarding priorities, the Committee recognized that the Bob Jones Trail connection between the Octagon Barn and Los Osos Valley Road could be constructed in the near term, the Class 1 facility on Highway 1 from the City to Cuesta College would serve the greatest number of commuters traveling outside of the City, and the Class 1 facility on Miossi Road would recognize a facility that was used in the past, but recently physically blocked by property owners. Public comment: Jessica Berry asked if the County would be including Class 1 facilities in their Bike Plan. Barry Lewis confirmed that Class 1 facilities would be included. DISCUSSION ITEMS: Agenda Item #3: Committee Member Items • Subcommittee Report on Circulation Element and Bike Plan Update: No report • San Luis Obispo Railroad Museum board position on the Jennifer St. bridge ramp addition: CM Matteson gave an update on board’s decision to not support the project. • General: CM Colonell noted that the visibility on Sacramento Drive at Capitolio is limited and asked staff to look into the matter. Barry Lewis commented that the Sacramento Drive bike lanes are not continuous. Staff responded that continuous lanes will be striped later this year as part of a City paving project. Agenda Item #4: Staff Items • 2010/11 Unmet Bikeway Needs: Staff distributed copies of the City’s response to Unmet bike needs submitted to SLOCOG earlier this month. • Sidewalk Riding (continued discussion): Staff advised the Committee that they have been seeking comments from other agencies (Palo Alto and Davis), but have not received any response. The City Engineer has expressed concern about maintenance issues and copy cat graffiti. Staff will continue to seek input and provide an update at the next meeting. Barry Lewis noted that he would like our discussion to continue and offered to assist staff with research. • Federal Manual of Uniform Traffic Control Devices update: Staff gave an update on the recent revision of the Federal Manual for Uniform Traffic Control Devices (MUTCD). It now recognizes “sharrows” for use. Previously they were only recognized in the CA MUTCD edition. The significant change is that the new Federal version allows use on streets without on-street parking. • Sinsheimer Culvert Connection: Staff provided the Committee with an update regarding Union Pacific Railroad’s request to rebuild a culvert structure near Sinsheimer Park, and the City’s desire to provide pedestrian and bicycle access through the culvert. • Advisory Body Recognition Event: Staff reminded the Committee of the upcoming event on March 25. • Prefumo Creek Bridge: Staff notified the Committee that the Architectural Review Commission granted approval to the Prefumo Creek Bridge project on January 20. ADJOURNMENT: CM Seley motioned, and seconded by CM Lenhardt, to adjourn. The motion passed unanimously. The meeting adjourned at 8:30pm.
