HomeMy WebLinkAbout05-15-2008 BAC minutes MINUTES Regular Meeting of the SAN LUIS OBISPO BICYCLE ADVISORY COMMITTEE Council Hearing Room, City Hall 990 Palm Street, San Luis Obispo May 15, 2008 Thursday 7 p.m. MISSION: The purpose of the Bicycle Advisory Committee is to provide oversight and policy direction on matters related to bicycle transportation in San Luis Obispo and its relationship to bicycling outside the City. ROLL CALL: Trevor Keith (Vice Chair), Jean Anderson, Tim Gillham, Glen Matteson and Tom Nuckols. There is one vacancy on the Committee. ABSENT: Kristina Seley PRESENTATION: 2007 Bicycle Transportation Plan Award of Excellence PUBLIC COMMENT: Adam Fukushima, Executive Director for SLO County Bicycle Coalition announced a bike fashion show on May 16, 2008 at 7 pm and a Bike Ed class on May 17, 2008 at 8:30 am. MINUTES: March 27, 2008 Action: Committee Member (CM) Matteson moved and CM Anderson seconded to approve the minutes as amended. The motion passed unanimously. ACTION ITEMS: Agenda Item #1: Election of Officers With the absence of a Chair (due to his resignation), Vice Chair Keith opened the floor for nominations for the office of Chairperson, closed the floor for nominations, then ask members to vote for one of the nominees. As the Committee discussed possible nominations, Vice Chair Keith noted that he would be stepping down from the Committee in September. CM Nuckols noted that he would be stepping down from the Committee in November. CM Gillham nominated CM Matteson as Chairperson. The motion failed for lack of a second. 2 CM Nuckols nominated Vice-Chair Keith, seconded by CM Matteson to be Chaiperson. The motion passes unanimously. The same process was followed for the office of Vice Chairperson. CM Anderson nominated CM Nuckols, seconded by CM Matteson to be Vice-Chair. The motion passed unanimously. Agenda Item #2: Safe Routes to School Grant Application Staff provided the Committee with a summary of the staff report and requested that the Committee recommend one of the following projects for a Safe Routes to School grant application: a. Madonna Bike Path extension b. Cerro Romauldo bicycle boulevard c. Safe Routes to School program Chairperson Keith supported projects A and B listed above. CM Gillham felt that a motion should be made with a back up option if the first choice does not go through. CM Anderson felt that teaching children about traffic is important. She supported the grant to fund the Safe Routes to School program. She would like to see additional signage in the surrounding neighborhoods of Hawthorne School ACTION: CM Matteson moved, Seconded by Chairperson Keith to recommend staff apply for a grant to fund points of connection to the Madonna Bike Path project. The motion passed unanimously. ACTION: CM Gillham moved, Seconded by CM Matteson to recommend staff apply for a grant for Cerro Romauldo bicycle boulevard if Caltrans does not support the first application. Motion passed unanimously. Agenda Item #3: Unmet Bicycle Needs Staff provided the Committee with an update on the requests submitted by citizens for bicycling improvements in the City and notified the Committee that these requests will be retained for the Committee’s consideration during the next Bicycle Transportation Plan update. DISCUSSION ITEMS: Agenda Item #4: Committee Member Items CM Nuckols requested the traffic data on Morro Street be provided to the Committee at next meeting. 3 Agenda Item # 5: Staff Items Santa Rosa/Foothill: Staff Mandeville provided the Committee with an update of staff’s observations of bicyclists at the intersection. California/Foothill Update: Staff Mandeville noted that changes will be made to the intersection to accommodate the Railroad Safety Trail bike path. Bicycle Rodeo 2008: Staff Mandeville noted that this year’s Bike Rodeo will be held on September 28 at Emerson Park (corner of Pismo and Nipomo Streets). She asked for volunteers to work with the Police Department to upgrade the event. CM Nuckols volunteered to meet with Public Works and Police Department staff. Railway Conference Update: Staff Mandeville reported on a railway conference she attended in Ventura. Tentative agenda items for the next meeting were identified as Bicycle Boulevards- Measures of Success and Collision/Volume Location Review. The meeting adjourned at 8:35 pm to the regularly scheduled meeting on July 17, 2008.
