HomeMy WebLinkAbout09-27-2007 BAC minutes1 MINUTES Regular Meeting of the SAN LUIS OBISPO BICYCLE ADVISORY COMMITTEE Council Hearing Room, City Hall 990 Palm Street, San Luis Obispo September 27, 2007 Thursday 7 p.m. MISSION: The purpose of the Bicycle Advisory Committee is to provide oversight and policy direction on matters related to bicycle transportation in San Luis Obispo and its relationship to bicycling outside the City. ROLL CALL: Kevin Christian (Chair), Jean Anderson, Tim Gillham, and Glen Matteson. Trevor Keith (Vice Chair), Ben Lerner, and Tom Nuckols were absent. PUBLIC COMMENT: Barry Lewis, SLO, expressed concern with the issue of citizens riding bicycles on public sidewalks and asked how the public can provide input on this issue. Mr. Lewis approached the SLO PD and was told that they act on a case by case basis. The Committee directed staff to put the item on next meeting’s agenda. MINUTES: July 19, 2007 CM Anderson moved and CM Matteson seconded the minutes of July 19, 2007 were accepted as amended. ACTION ITEMS: 1. Continued Collision/Volume Location Review The Committee reviewed the intersections of McMillan/Orcutt and Santa Rosa/Foothill. CM Gillham noted that the striping on Orcutt Road has faded considerably. Staff responded that this section of roadway is scheduled for construction in the near term and striping is included as part of the project. CM Christian would like to not make an action on Orcutt/McMillan at this time and wait for information once the roadway is widened. The Committee reviewed Foothill/Santa Rosa and deferred action until a future meeting, requesting additional information on the types of collisions. The Committee also requested that they be provided with the latest (2006) data. 2 DISCUSSION ITEMS: 2. Committee Member Items: Highway 101 Crossing Alternatives CM Christian presented the sub-committee report on Hwy 101 crossing alternatives. CM Matteson asked to see the language more detailed and explicit. Staff Mandeville suggested some changes/corrections to the draft language and recommended that the photos be enlarged and a map be included. CM Matteson moved and CM Anderson seconded to approve changes and accept the draft memo on bike boulevard HWY 101 crossing alternatives. Highland/Santa Rosa Striping CM Anderson discussed the intersection of Highland/Santa Rosa and its current status. In a previous discussion with Ken McGuire Ms. Anderson was told to gather more information to present to Caltrans. CM Anderson will return to the Committee once she has gathered additional information 3. Staff Items: Staff Mandeville discussed the different site options that were presented to the Windemere homeowner’s association board and identified the site plan option the board preferred. Committee members provided feedback on the 2007 paving projects. The Committee requested that the City’s paving project manager be invited to the next BAC meeting to discuss this and next year’s paving projects. Chair Christian noted that the new northbound bike lane striping on California Boulevard south of Foothill Boulevard is incorrect. Staff noted the location of the Bike Rodeo has been changed to Sinsheimer Elementary School on Augusta Street. The Committee recommended that a meeting be scheduled with the Police Department after the Rodeo to evaluate the event. Staff provided an update on the Advisory body training held recently and offered copies of the presentation materials to those who could not attend. The recently published 2007 Bike Plan was distributed to the Committee. Staff notified the Committee that the 2007 Bike Plan was recently certified by the State for another five years. CM Christian presented the Committee with printed material on proposed criteria considerations for extra Class II sweeping to be discussed later. 3 The meeting adjourned at 9:00 pm to the next regularly scheduled meeting date of November 15, 2007.
