Subject: LOS OSOS VALLEY ROAD MULTI -USE PATHWAY,
There are quite a few issues with this project that concern me. It's hard for me to fathom this
limited project as having benefits greater than costs. The report implies that the project will
change the perception of parents concerns regarding safety and therefore the latent demand will
be realized. The projects limited scope does nothing to improve safety concerns along other
segments of Los Osos Valley Rd., or residential streets that will be used as routes to Laguna
Middle school.
The termination of the bike path at Oceanaire and the conflicts with automobiles turning right
which have moved beyond the limit line blocks the new multi use path. The termination at
Laguna Ln. is not sufficiently addressed at to the signalization at that intersection. Traffic
backup at that location would assume to continue with prohibited right hand turn movements
while students cross at that location.
The dedicated right hand turn lane and subsequent bike lane configuration is dangerous,
regardless of Federal and State standards. It appears that the configuration is driven by the
desire to "solve" a student drop off issue at the school which does not appear to be addressed.
The emphasis on a potential liability of $130,000 reimbursement begs the question as to whom
were those monies paid. Where those monies paid for City staff time or outside contractors for
design and preliminary construction documents ?.
