After reading Richard Schmidt's letter dated April 10th. it was apparent I was remiss in reviewing the staff report. I was extremely concerned during staff s review of the Neighborhood Wellness update at RQN's board meeting that the fine structure for minor infractions was excessive and that negative public perception could result in the program being eliminated due to public pressure and future political changes. Obviously those concerns although heard were not heeded. At the March meeting I suggested a significantly lower fine structure for leaving trash containers out. Even at a low level of $10 -$15 per occurrence significant compliance would be realized without the political "blow back ". Parking in the yard section doesn't address the immediacy of moving the vehicle off the yard but instead grants a 10 day period to correct. This is not satisfactory in my opinion. It appears subsequent violations would receive immediate administrative citations. If a 10 day grace period is allowed I hope that the Neighborhood Services Specialists will make contact with the resident not only to inform them of regulation but instruct them to move the vehicle and not wait 10 days before action is taken. I'm still concerned about the lack weekend coverage by the NSS positions. Public outreach and public contact would be much easier achieved on the weekend when residents are home and also during the days when illegal construction, tree removal, etc. seems to take place.
