In preparation for Item C -2 Council Member Ashbaugh asked if the level of specificity in the
proposed Seahawks Contract, with respect to scheduling in Section 2, pages C2 -5 and C2 -6,
was flexible enough for the Club and Pool Management so as not to have to return to the
Council for minor changes to the Agreement.
As written the agreement intended to memorialize the use times at the SLO Swim Center by the
Seahawks that have become so institutionalized that the Aquatics Supervisor felt very
comfortable writing them in and did so purposefully so that her successor could easily
understand what the ongoing operations of the pool have been. What is important to the facility
is how the lanes of the pool are utilized (meters vs. yards) at certain times of day and by whom:
High School, lap swimmers, lessons, and the Seahawks. The agreement does give the Aquatics
Supervisor the ability to adjust use times at any point should the need arise, e.g. lap swimming
becomes even more popular and we (the City) need more lanes for that activity.
Staff did not anticipate that the contract would need to be amended for minor operational
changes, that the Aquatics Supervisor would have that authority and ability. Again, the primary
purpose of articulating these details as it is presently drafted was to make sure that what has been
going on for 30 years continues as appropriate as Robin Perrin readies to retire and we lose her
unique knowledge.
