HomeMy WebLinkAbout07-10-2012 C5 WalterRECEIVED council mEmona btfM2 °'Z July 10, 2012 TO: City Council AGENDA CORRESPONDENCE FROM: Jay Walter, Public Works Director Date ' Item# C— VIA: Katie Lichtig, City Manager SUBJECT: Mid Higuera Rehabilitation – Additional Information regarding Alternatives On July 8, 2012, Council Member Carter requested additional information associated with Additive Alternates 2 and 3, bid as part of the Mid - Higuera Rehabilitation project and identified in the Council Agenda Report, Alternative 2 of the Council Agenda Report provides the Council with an option to include Additive Alternate 2 and /or Additive Alternate 3 in the construction contract for the Mid Higuera Rehabilitation project. Additive Alternate 2 includes the installation of pavement reinforcing grid within the structural section of the new asphalt concrete (AC) pavement at a cost of $157,000. Pavement reinforcing grid has been found to be effective in preventing cracking and prolonging the service life of AC pavement when it is placed over an existing section of Portland cement concrete (PCC) pavement particularly when the thickness of the AC section is less than two inches. Higuera Street from Marsh Street to South Street does not show the typical, repeating reflective cracking seen in AC over PCC streets in the downtown area. This is likely due to the fact that although there is an underlying PCC street in this area, it carries a significantly thick AC overlay. The use of grid in this location would provide an extension of service life of about five to ten years. Based on the bids received, including the grid installation in the project would cost an additional $157,000 and result in an increased cost of 78 %, for a 50% increase in service life, assuming a 10 year increased service life. Additive Alternative 3 includes the installation of a PCC cross gutter along an existing drainage swale at the Higuera / Pacific / Walker intersection. PCC is extremely durable to repeated drainage flows as compared to AC. Although staff believes that the additional cost of $12,106 to include the PCC cross gutter in this project would result in a long - lasting cross gutter, the past performance of the existing AC swale in this location shows that the swale has lasted about as long as the adjacent AC street. Due to the limitations in the available funds, staff cannot justify the use of General Fund Reserves necessary to fund this component of the project.
