RECOMMENDATIO N
Cancel the Regular City Council Meeting of Tuesday, January 15, 2013 (3 rd Tuesday of the month )
and reaffirm the March 20, 2012 decision to hold a regular meeting on January 22, 201 3
DISCUSSION
On March 20, 2012, City Council approved the cancellation of the regular City Council meetings o f
Tuesday, August 14, 2012, November 6, 2012 and January 1, 2013 . This meeting also set the
January 2013 meeting dates for January 8, 2013, January 15, 2013 and January 22, 2013 .
When the January 1, 2013 meeting was cancelled, Council was meeting three times a month, on th e
first, second and third Tuesday of the month and January 8, January 15 and January 22, 2013 wer e
set as regular meeting dates . On June 19, 2012 Council adopted an ordinance which changed th e
regular meeting days to the first and third Tuesday of each month . To set the meeting calendar for
January of 2013, it is suggested that Council meet January 8, 2013 and January 22, 2013 .

Council could choose different meeting dates to cancel or could choose not to cancel any meetings .

RECOMMENDATION
1.Cancel the Regular City Council Meetings of Tuesday, August 14 and 21, and December 18 ,
2012 .
2.Cancel the Regular City Council Meeting of Tuesday, November 6, 2012, due to Federal ,
State, and Municipal Elections .
DISCUSSIO N
Summer and Winter Schedul e
Since 1994 it has been the practice of the City Council to cancel a regular meeting(s) in the mont h
of August and/or December. This custom allows the Council and staff members an opportunity t o
plan vacations and reduce meeting absences . This year, because the Council has instituted a
schedule that includes three council meetings a month, it is recommended that the first tw o
meetings in August be cancelled . This recommendation does not precisely match the past schedul e
because typically in the past the first meeting in August was cancelled . In this case because it is a n
election year the last day to take action to place a matter on the ballot is later in the first week i n
August. As such, staff is recommending that the first meeting in August be left of the calendar bu t
that decision is within the discretion of the City Council . Staff's recommendation about cancelling
one meeting in December mirrors past practice in that typically the meeting on the third Tuesda y
has been cancelled .
Election Nigh t
After reviewing the calendar for the November Election, staff recognized that the date of the firs t
regular City Council meeting for the month of November 2012 is Tuesday, November 6 ; however ,
the General Municipal Election falls on that date as well . Therefore, in accordance with pas t
practice, staff is recommending that the first regular meeting of November be cancelled . The regular
Council meetings of November 13 and 20 will still be held .

3..TAXI RATE INCREASE .
Parking Services Manager Horch and Transit Manager Webster present the report and
respond to Council's questions .
Council Member Carter asked what prevented the . City from getting to .a common rate.
Transit Manager Webster responded that Council could set rates .
Pound! Member Ashbaugh asked how the proposed rates differed. Manager Webste r
answered that the current rate was the rate that was sent when they were initially
licensed, the temporary rates were .being made permanent .
MayorMarx opened the public hearing .

Mayor Marx closed the public hearing .
ACTION, Moved . by Ashbaugh/Smith to : Adopt Resolution No. 10343 approving a taxi
rate increase based on continued high retail gasoline prices . Roll call vote : 4 :1 .
Councilmember Carter opposed . Motion carried . Council Member Carter stated hi s
opposition to the motion was he felt a one rate structure was more appropriate .
