SUBJECT: ADOPTION OF ORDINANCE EXPANDING THE $1.50 PER HOUR
PARKING METER ZONE
RECOMMENDATION
Adopt Ordinance No. 1620 (2015 Series) amending Exhibit “A” in Section 10.52.010 (Parking
Meter Zone-Rates) of the San Luis Obispo Municipal Code to expand the $1.50 per hour meter
rate zone.
DISCUSSION
On June 16, 2015, the City Council voted 5-0 to introduce Ordinance No. 1620 to the San Luis
Obispo Municipal Code amending Exhibit “A” in Section 10.52.010 (Parking Meter Zone-Rates)
to expand the $1.50 per hour “Super Core” meter rate zone (Attachment 1). The Super Core
zone was originally established by the City Council in 2011 at locations where credit card
capable meters were installed. The Super Core zone is now being expanded to accommodate the
relocation of approximately 190 credit card capable meters that are being removed from Lots 2, 3
and 11 for the construction of the Chinatown and Garden Street Terraces projects. Expanding
the parking meter rate zone requires modification by ordinance pursuant to California Vehicle
Code section 22508.
Ordinance No. 1620 (2015 Series) is now ready for adoption and will become effective thirty
days after the date of its final passage.

AN ORDINANCE OF THE CITY OF SAN LUIS OBISPO
AMENDING EXHIBIT “A” IN SECTION 10.52.010 (PARKING METER ZONE-RATES)
OF
THE SAN LUIS OBISPO MUNICIPAL CODE
WHEREAS, California Vehicle Code section 22508 prohibits a local authority from establishing
parking meter zones or rates except by ordinance; and
WHEREAS, pursuant to Vehicle Code section 22508, the City of San Luis Obispo (“City”) has
established parking meter zones and rates as set forth in Chapter 10.52 of the City’s Municipal
Code; and
WHEREAS, the City parking program needs to continue to be self-sufficient for its financial
commitments; and
WHEREAS, the City needs to financially support the operation and debt service of the next City
parking structure; and
WHEREAS, the Council has considered the staff report and considered the proposed changes to
the parking meter rates at a public meeting on June 16, 2015.
BE IT ORDAINED by the Council of the City of San Luis Obispo as follows:
SECTION 1. Section 10.52.010 of Chapter 10.52 of the San Luis Obispo Municipal
Code is hereby amended to expand the $1.50/hour parking meter zone as shown in Exhibit A.
SECTION 2. Severability. If any subdivision, paragraph, sentence, clause, or phrase of
this ordinance is, for any reason, held to be invalid or unenforceable by a court of competent
jurisdiction, such invalidity or unenforceability shall not affect the validity or enforcement of the
remaining portions of this ordinance, or any other provisions of the City’s rules and regulations.
It is the City’s express intent that each remaining portion would have been adopted irrespective
of the fact that any one or more subdivisions, paragraphs, sentences, clauses, or phrases be
declared invalid or unenforceable.
SECTION 4. A summary of this ordinance, together with the names of the Council members
voting for and against it, shall be published at least five (5) days prior to its final passage, in the
Telegram-Tribune, a newspaper published and circulated in this City. This ordinance will go
into effect at the expiration of thirty (30) days after its final passage.
